DAN
PEMERINTAH KERAJAAN BELANDA
MENGENAI
KERJASAMA KEPEMUDAAN DAN KEOLAHRAGAAN
Pemerintah Republik Indonesia dan Pemerintah Kerajaan Belanda, selanjutnya disebut
"Para Pihak";
Berdasar pada persetujuan mengenai Persetujuan kebudayaan antara
Republik
Indonesia dan Kerajaan Belanda tertanggal 7 Juli 1968.
Menunjuk pada pasal "Bidang-bidang terkait" dalam Kerjasama Kebudayaan antara
Republik Indonesia dan Kerajaan Belanda tertanggal 25 dan 26 Oktober 1994.
Berhasrat untuk meningkatkan kemauan baik dan saling pengertian serta kerjasama
antara kedua belah pihak.
Mengakui pentingnya prinsip kesarnaan dan saling menguntungkan.
Dengan ini menyatakan keinginannya untuk membangun kerjasarna Kepemudaan dan
Keolahragaan menurut hukum dan peraturan yang berlaku di ked ua negara sebagai berikut :
1.
Bidang Kepemudaan.
a.
Kedua belah pihak menyambut baik kerjasama antar privat di bidang kepemudaan
secara langsung .
b.
Kerjasama mencakup alih informasi dan pengalaman melalui berbagai pertukaran
pemimpin muda , pembuat kebijaksanaan Pemuda dan praktisi.
-2c.
Pihak Indonesia mengajukan saran untuk menyelenggarakan workshop di Belanda.
Pihak Belanda pada prinsipnya menyetujui saran-saran dimaksud.
d.
Pihak Belanda akan mengundang delegasi indonesia untuk hadir pada konferensi
yang akan diselenggarakan pada bulan Juli 1996 di Belanda, yang berjudul "Innovation of Youth Policy".
Konferensi ini akan diselenggarakan dengan bekerjasama
dengan Komisi Eropa. Pihak Indonesia menunggu undangan dimaksud.
e.
Kedua belah pihak menyambut baik kerjasama antar privat antara organisasi pemuda
dan lembaga kepemudaan di bidang pengenalan informasi teknologi lingkungan
kepada Indonesia. Tahap selanjutnya akan dibuat rencana secara terperinci.
f.
Menteri Indonesia yang bertanggungjawab tentang kepemudaan akan berkunjung ke
Belanda pada waktun ya.
g.
Kedua belah pihak akan mempertimbangkan kondisi keuangan organisasi pemuda
dan lembaga-lembaga kepemudaan di kedua negara dalam rangka mendorong kerjasama langsung di antara mereka.
2.
Bidang Keolahragaan.
a.
Kedua belah pihak menyambut baik kerjasama antar privat di bidang olahraga secara
langsung. Kedua belah pihak setuju untuk melanjutkan dan meningkatkan kerjasama
di bi dang pendidikan jasmani , olahraga dan gagasan-gagasan di bidang kebijaksanaan
olahraga.
b.
Kedua belah pihak menyetujui pertukaran tenaga ahli dalam bidang olahraga yang
mengarah pada berdirinya Pusat Olahraga Nasional, apabila mungkin, dengan
menggunakan pengalaman NOC*USF Sport Centre "Papendal".
-3c.
Kedua belah pihak menyetujui pertukaran sejumlah tenaga ahli dalam cabang olahra-
ga yang akan diputuskan kemudian, terutama dengan cara penataran pelatihan instruktur dan/atau pelatih.
d.
Kedua belah pihak menyetujui pertukaran olahragawan berprestasi tinggi dalam
bidang olahraga.
e.
Kedua belah pihak menyettujui pertukaran pakar di bidang pendidikan jasmani
melalui sekolah olahraga dan kelas-kelas olahraga.
Pelaksanaan kerjasama akan tercakup dalam ukuran yang tepat.
Dibuat di Jakarta pada tanggal lima belas September tahun seribu sembilan ratus sembilan
puluh lima dalam dua naskah asli berbahasa Indonesia, Belanda, dan Inggris. Semua naskah
mempunyai kekuatan hukum yang sama. Apabila terjadi perbedaan penafsiran Naskah
Keinginan Bersama ini, naskah dalam bahasa Inggris yang berlaku.

HET TERREIN VAN JEUGD EN SPORT SAMENWERKING
De regering van de Republiek Indonesie en de regering van het Koninkrijk der Nederlanden hierna te noemen als "de Partijen";
Gebaseerd op de culturele overeenkomst tussen de Republiek Indonesie en het Koninkrijk der Nederlanden gedateerd op 7 Juli 1968;
Onder verwijzing naar het artikel "related fields" van de notulen van het Cultureel
Uitvoeringsprotocol tussen de Republiek lndonesie en het Koninkrijk der Nederlanden gedateerd op 25 en 26 Oktober 1994;
Gegeven de wens om de onderlinge relaties alsmede de gewenste samenwerking tussen
de volkeren van de partijen te bevorderen;
Onder de erkenning van de principes en het belang van gelijkheid en maatschappelijk
voordeel;
Geven hierbij, met inachtneming van de bestaande wetten en bepalingen in beide
landen , hun wens te kennen om samen te werken op de navolgende terreinen van jeugd en
sport :
1. lVlet berreking tot jeugdzaken :
a. Beide partijen verwelkomen directe samenwerking tussen instellingen uit het
particulier initiatief op het terrein van jeugd.
-2b.
De samenwerking houdt in een uitwisselingen van informatie en kennis door
middel van verschillende uitwisselingen van jeugdleiders, jeugdbeleidsmakers
en uitvoerders.
c.
Van Indonesische zijde werd de suggestie gedaan om op een later moment in
Nederland een workshop te organiseren. De Nederlandse partij gaat in principe
met deze suggestie akkoord.
d.
Yan de Nederlandse zijde wordt een uitnodiging gedaan aan de Indonesische
delegatie om in Januari deel te nemen aan een conferentie op het terrein van
vernieuwing in jeugdbeleid. Deze conferentie zal worden georganiseerd in
samenwerking met de Europese Commissie. De Indonesische partij ziet met
belangstelling de uitnodiging tegemoet.
e.
Beide partijen verwelkomen directe samenwerking tussen jongerenorganisaties
en jeugdbureau' s op het terrein van millieutechnologie informatie in Indonesie.
Details zullen nader worden uitgewerkt.
f.
De Indonesische Minister verantwoordelijk voor jeugdbeleid zal binnenkort
Nederland bezoeken.
g.
Beide partijen zullen nadenken over de financiele voor warden voor jeugdor
ganisaties en jeugdbureau' s in beide landen om directe samenwerking te
bevorderen.
2.
Met betrekking tot spor1 :
a.
Beide partijen verwelkomen directe samenwerking tussen instellingen uit het
particulier initiatief op het terrein van sport. Beide partijen besloten feitelijk
om de samenwerking voort te zetten en te verdiepen op het terrein van lichamelijke opvoeding, sport en sportbeleidsvorming.
-3b.
Beide partijen verwelkomen een uitwisseling van technische kennis die ertoe
zou kunnen leiden dat er in Indonesie een nationaal sportcentrum onstaat, zo
mogelijk met gebruikmaking van de kennis van het NOC*NSF Sportcentrum
Papendal.
c.
Beide partijen verwelkomen uitwisselingen met betrekking tot een aantal sportdisciplines die later zullen worden gekozen, met name gericht op opleidingen
voor trainers en/of coaches.
d.
Beide partijen verwelkomen uitwisselingen op het terrein van hoge prestatie of
top sport.
e.
Beide partijen verwelkomen uitwisselingen op het terrein van lichamelijke
opvoeding door middel van onderwijsinstituten op het terrein van sport.
De uitvoering van dergelijke samenwerking zal binnenkort onder aanwending van de
juiste regelingen worden besloten.
Aldus in tweevoud overeengekomen in Jakarta op 15 September 1995 in twee originelen in de Indonesische, Nederlandse, en Engelse taal, met de zelfde strekking. In geval van
verschil van mening aangaande de interpretatie van deze "Letter of Intent", zal de Engelse
tekst bindend zijn.

LETTER OF INTENT
BETWEEN
THE GOVERNMENT OF THE REPUBLIC OF INDONESIA
AND
THE GOVERNMENT OF THE KINGDOM OF THE NETHERLANDS
ON
YOUTH AND SPORTS CO-OPERATION
The Government of the Republic of Indonesia and The Government of the Kingdom of The Netherlands, hereinafter referred to as "the Parties";
Based on the Agreement on Cultural Co-operation between the Republic of Indo-
nesia and the Kingdom of The Netherlands dated July 7, 1968.
Referring to the article of the "Related Fields" of the Agreed Minutes of the
Cultural Co-operation between the
Republic of Indonesia and the Kingdom of The
Netherlands dated 25 and 26 October 1994.
Desiring to promote goodwill and understanding as well as favourable co-operation
between the peoples of the Parties;
Recognizing the importance of the principles of equality and mutual benefits;

Do hereby declare their intention to establish
youth and sports co-operation m
accordance with prevailing Jaws and regulations of the two countries, in
1.
the followings :
With regard to Youth Affairs :
a.
Both parties welcome direct co-operation on private to-private basis with
regard to youth affairs.
b.
The co-operation envisage transfer of information and experience through
various exchanges of youth leaders, youth policy makers and practitioners.
-2c.
From Indonesian side the suggestion is made to organize a workshop in
the Netherlands at a later stage. The Netherlands side in principle agrees
with the suggestions.
d.
From the Netherlands side an invitation will be extended to the Indonesian
Delegation for participation at a Conference, in January 1996 in the
Netherlands, on Innovation of Youth policy. This conference will be
organized in co-operation with the European Commission. The Indonesian
side is looking forward to receiving the invitation.
e.
Both sides welcome co-operation on private-to-private basis between youth
organizations and youth agencies in the fields of introduction of
environmental technology information to Indonesia. Further details will be
worked out.
f.
The Indonesian
Minister
responsible for Youth Affairs will visit the
Netherlands in due course.
g.
Both parties will think about the financial conditions for youth organizations and youth agencies in both countries in order to encourage their
direct co-operation.
2.
With regard to Spm1s Affairs :
a.
Both parties welcome direct co-operation on private-to-private basis with
regard to sport, actually both parties agreed to continue and intensify
co-operation in the fields of physical education, sports and ideas in sports
policy;
b.
Both parties welcome an exchange of technical expertise which
might
lead to the creation of a National Sport Centre in Indonesia using, if
possible, experience of the NOC * NSF Sports Centre "Papendal" .
-3c.
Both parties welcome exchanges with regard to a number of sports disciplines to be decided upon later, notably by way of clinics for training of
trainers and/or for coaches.
d.
Both parties welcome exchanges of experts in the fields of high performance or top level sports.
e.
Both parties welcome exchanges of experts in the fields of physical education by means of sport schools and sport classes.
The implementation of such co-operation shall be concluded in appropriate measures in due course.
DONE in duplicate at Jakarta on Fifteenth day of September in the year one
thousand nine hundred and ninety five, in two original copies in Indonesian, Dutch, and
English languages, all texts being equally authentic. In case of any divergence of the
interpretation on this Letter of Intent, the English text shall prevail.
