AND THE ISLAMIC REPUBLIC OF PAKISTAN ON
· THE ESTABLISHMENT OF INDONESIA-PAKISTAN ECONOMIC AND
CuL'l'URAL COOPERATION ORGANISATION (IPECC)

OF lNDONESIA

In September

1964, the President of the Republic of

Indonesia, His Exc ellency Dr. Sukarno, and the President of
the Islamic Republic of Pakistan, His Excellency Field Marshal
Mohammad Ayub Khan declared that in view of the community of
interests which existeJ. between the two countries, they would
pursue vigorously the task of establishing between them close
cooperation in Economic and Cultural spheres.

Believing that Cooperation is an important f a ctor in


accelerating the pace of development in a region and in promoting
peace and stability, and in accord with the Bandung spirit and the
concept of Afro-Asian solidarity, the Gover nments of Indonesia
and Pakistan have decided to establish "INDONESIA PAKISTA N

for

achieving the purposes envisaged by the Presidents of Indonesia
and Pakistan.

The Governments of Indonesia and Pakistan have agreed that

cooperation under the aegis of IPECC shall, inter alia, cover the
following :i) Expansion of trade through all practical means
such as the co_clusion of special trade and other
arrangements.
ii) Formulation and promotion of joint ventures between
the two countries.
iii) Close cooperation in the field of shipping, i ncluding
the establishment of cargo lin er services between
the two countries.

iv) Improvement of air transport services within the
region, including joint services operated by Garuda
and Pakistan International Airlines Corporation on
the basis of equally shared revenues and liabilities.
v) Technical cooperation through, among other things,

the provision of experts and training facilities.
vi) Development of Cultural Cooperation in order to
strengthen the historic ties of religion, culture
and tradition that bind the two countries. This
will be done through the establishment of Cultural
Centres and of chairs in I ndonesian and Pakistani
studies; exchange of delegations of educationists,
scientists and cultural leaders; visiting professors;
exchange of performing artists; holding of exhibitions
of art and culture; and sports tournaments.
vii) Cooperation .b etween news media and radio organisations
of the two countries.
viii) Cooperation in banking and insurance, particularly
in matters relating to re-insurance.
ix) Cooperation in post and telecomounications.

The Governments of Indonesia and Pakistan have resolved


that appropriate ways and means should be adopted to enlarge and
develop further cooperation in their relations in the economic
and cultural fields.

They have expressed the belief that this

new collaboration shall be carried out in a spirit of regional
cooperation, notwithstanding their activities as members of other
organisations of a regional character.

The two countries would be pleased to consider the partici-

pation of other countries of the region in this cooperation.

6.

The Governments of I ndonesia and Pakistan have agreed to


the creation of a Council of Ministers composed of their Foreign
l· inisters with the participation of other Ministers nominated by

their respective Governments .

It will be the highest decision-

making body of the Organisation and will meet at least once a
year in order to review the progress of Cooperation between the
two countries .


7.

The two Governments have also agreed to establish an Economic

Council which will normally meet twice a year.

Indonesia will be

represented in the Economic Council by a Minister of the Government
of Indonesia, and Pakistan by the Deputy Chairman, Planning
Commission.

The Economic Council will take decisions relating to

Economic and Cultural Cooperation between the two countries.

The

Economic Council may, if it considers necessary, establish
permanent or ad hoc Cor:unittees to assist in its work .

The two Governmen ts have decided to establish at Djakarta,

for the time being, a Secretariat to service the Ministerial
Council and the Economic Council and its subsidiary bodies .

The

IPECC Secretariat will be headed by a Secretary-General who will,
in the first instance, be provided by the Government of Indonesia
for a period of three years.

Pakistan will provide a Deputy

Secretary-General for that period .

The host country will provide

office accommodation and its maintenance; the other expenses will

be shared equally by the two countries.

The Governments of Indonesia and Pakistan are confident that

the spirit of brotherhood, understanding and perfect harmony which
exist between the two countries would continue to grow and that
Economic and Cultural collaboration between I ndones ia and Pakistan
would contribute significantly to the development of their
