JOINT STATEMENT
BETWEEN
THE GOVERNMENT OF JAPAN
AND
THE GOVERNMENT OF THE REPUBLIC OF INDONESIA
CONCERNING
ON ACTIVITIES IMPLEMENTED JOINTLY-PILOT PHASE
. FOR THE MITIGATION OF GREENHOUSE GASES

CONSIDERING that the Governments of Republic of Indonesia and Japan
have concluded the United Nations Framework Convention on Climate Change
(UNFCCC) as non-Annex I and Annex I parties respectively;
CONSIDERING that both Governmef}ts wish to facilitate projects to limit
greenhouse gas (GHG) emissions in accordance キゥセィ@
Decision 5/CP.l of the Rrst
session of the Conference of th!= Parties of UNFCCC, which established a pilot
phase for Activities Implemented Jointly (AD) among Armex I Parties and nonAnnex I Parties on a voluntary basis;

DESIRING to promote the objectives of the UN FCC by means including the
pilot phase of AIJ; and

RECOGNIZING the importance of adhering to the principles of equity and
mutual benefits in implementing AIJ;

DO HEREBY declare their intention to cooperate, in accordance with the
, laws and regulations of the Republic of Indonesia and Japan, and recognizing the
importance of protecting intellectual property rights and confidential business
information in AD projects for the mitigation of climate ch3nge, by l_imiting
anthropogenic emissions of GHGs and protecting and enhancing GHGs sinks .and
reservoirs through the cooperation on the AD projects.
Both Governments intend to promote the following cooperative activities;
1. Transfer of technology to mitigate the effects of climate change;

2. Exchange of expertise, thereby enhancing human resource development in
relation to limiting increases in GHG emissions and protecting and enhancing
GHG sinks; and
3. Dissemination of information and expertise in implementation of the AD-Pilot
Phase through meetings, seminars and r'orkshop.
The above activities will focus on matters decided by both Governments.
Details of implementation of such cooperative activities are to be set forth in the
form of arrangements between participants from Japan and Indonesia, and are
to be confirmed by both Governments, prior to the implementation of such
cooperation.
Details of implementation of such cooperative activities may include the
following aspects, by mutual consent of both Governments and other project
participants.

a. establishing procedures to implement projects likely to limit GHG emissions
and,
compatible
with
and
supportive
of
national
environment
and
development priorities strategies, as well as to attract further private sector
involvement.
b. designing methodologies and mechanisms to establish procedures for credible
monitoring and external verification of GHG emissions and the tracking and
attributions of such emissions, including the determination of reasonable GHG
emission baselines.
c. promoting and expanding sustainable energy development involving GHG
mitigation activities in the private and government sectors, including

dissemination of information and technical assistance through workshop,

conference and information network.
d. fostering financial mechanisms. and instruments on AD under the pilot phase
to assist private enterprises supporting the energy, agricultural, livestock and
forestry sector projects that contribute to. mitigation of climate change.
