THIS AMENDING AGREEMENT MADE IN DUPLICATE

THE GOVERNMENT OF CANADA, herein represented by the
Secretary of State for External Affairs acting through
the President of the Canadian International Development
Agency
(hereinafter referred to as "Canada")

AND:

THE GOVERNMENT OF THE REPUBLIC OF INDONESIA

(hereinafter referred to as "Indonesia")

WHEREAS

the Agreement dated the 26th day of September 1978 was executed
by Indonesia and Canada;

AND WHEREAS

the aforesaid Agreement was a Loan Agreement in the amount of
eighteen million, five hundred thousand Canadian dollars
($18,500,000 Canadian);

AND WHEREAS

Indonesia and Canada are desirous of amending the said Agreement;

NOW THEREFORE

the parties hereto agree as follows:

Article I shall be amended to reflect the new amount of the Loan as:
Section 1.01
Canada shall make avaiable to Indonesia on the terms and
conditions hereinafter set forth, a Loan in an amount not
to exceed twenty million Canadian dollars ($20,000,000.00),
and as:

Section 1.04
Repayment of the principal amount of the Loan shall be
made in eighty (80) semi-annual installments of two hundred
and fifty thousand Canadian dollars ($250,000.00) each, due
and payable on March 31 and September 30 in each succeeding
year commencing on September 30, 1988 and ending on
March 31, 2028.


IN WITNESS WHEREOF the parties hereto have caused to be subscribed the signature
of their authorized representatives at the City of Jakarta
as of the day and year first above written.

My Dear Minister,
Reference is made to the PUSRI Fertilizer Distribution Loan Agreement
between the Government of the Republic of Indonesia and the Government of Canada
for the purchase in Canada and shipment to Indonesia of equipment and materials
to extend the Indonesian Fertilizer Distribution System and signed on September 26,
1978.
At the time of our signing of the Agreement, it was agreed that the
Loan should be used exclusively for the:
1)

Purchase of 141 railway wagons, with spare parts;

2)

Purchase of 13 - 5000 ton and 9 - 3000 ton inland storage depots;

3)

Purchase of 88 scales with spare parts;


4)

Purchase of 60 - 5 ton flat-bed diesel trucks with spare parts;

5)

Purchase of 80 - 2 1/2 ton fork lift trucks with spare parts;

6)

Payment of ocean/air freight including transshipment and marine/air insurance on the materials and equipment described in items 1 to 5 above.

This equipment list was included in Annex "A" of the Loan Agreement.
Since that time however, it has been decided that to accomplish its objective of maximizing the use of indegenous industrial and manpower resources in
support of its development programme, Indonesia should produce the inland storage
depots domestically and rely on the resources in the private sector for the movement
of fertilizer by truck or forklift trucks.
It is proposed therefore, to amend Paragraph 3 of the Annex "A" of the
Loan Agreement to read:
3.0


The Loan shall be used exclusively for the:
3.1

Purchase of up to 220 railway wagons with spare parts;

3.2

Purchase of 127 scales with spare parts;

3.3

Payment of ocean/air freight including transshipment
and marine/air insurance on the materials and
equipment described in 3.1 and 3.2 above.

Republic of Indonesia, it is requested that one of the original copies of
this letter be signed and returned; the other original should be retained
by you •
