MEMORANDUM OF UNDERSTANDING between the GOVERNMENT OF
INDONESIA, represented by the Badan Koordinasi Keluarga Berencana
Nasional (BKKBN)
(hereinafter called the 'Government') and the
ASEAN HEADS OF POPULATION PROGRAMME (hereinafter called the 'AHPP')
represented by the Chairman of AHPP on behalf of the ASEAN HEADS
of POPULATION PROGRAMME (hereinafter called the 'Programme'), for
the relocation of ASEAN POPUALTION COORDINATION UNIT in the
REPUBLIC OF INDONESIA"
WHE REAS, in the Declaration of the ASEAN Concord, the Five
Heads of State called for "the intensification and expansion of
existing cooperation in meeting the problems of population growth
in the ASEAN region, and where possible, formulation of new
strategies in collaboration with appropriate international agencies"
during their Meeting in Bali, Indonesia in February 1976;
WHEREAS, the AHPP, pursuant to this Declaration, has
established the Programme to promote a better quality of life
amongst the ASEAN peoples;
WHEREAS, the AHPP has consistenly recognized the critical need
of gradually strengthening and institutionalizing the Programme
with the concurrence and approval of the ASEAN Standing Committee;
WHEREAS, the AHPP has approved the continuation;, .
intensification and expansion of the Programme;
WHEREAS, the ASEAN Standing Committee approved the

as the Secretariat of the AHPP
and to coordinate the ongoing Programme;

WHEREAS, the ASEAN Standing Committee has approved the
physical relocation of APCU from Manila, Philippines to Jakarta,
Indonesia;
WHEREAS, the APCU has been performing its mandate since June
1980;
WHEREAS, the Government, the AHPP and the APCU are mutually
interested in further regional collaboration to achieve the
successful implementation of the Programme;
NOW, THEREFORE, it is hereby agreed by and between the Parties
here to as follows :
ARTI'CLE
I
FUNCTIONS' oF· THE APCU
The APCU will undertake the following functions
1. To coordinate between ASEAN population programme (as
represented by ASEAN Population Programme Heads) and
international organizations in the implementation of ASEAN
population projects;
2. To coordinate with the ASEAN Secretariat in the development and
implementation of ASEAN population projects;
3. To coordinate national and regional project coordinators and
national project director s o f ASEAN populati on projects in the
administration and implementation of projects include auditing
and accounting of funds;
4. To provide technical backstopping for ASEAN

projects
by arranging consultancies and exchange of technical expertise,
when necessary;
5. To arrange for consultancies and exchanges of technical
expertise where necessary and assistance to Project Coordinator
when needed;

6. To arrange meetings of the ASEAN Heads of Population Programme
and other Inter-Country Meetings of projects, when necessary.
ARTICLE
II
OBLIGATION OF APCU
For agreed activities described above, the APCU, headed by
the Executive Director and staffed by professional and
administrative personnel, including short-term contractual persons,
shall perform their assigned Terms of Reference set forth in
Annex A or in the letters describing these activities, and to
provide such support (e.g. Commodities, supplies).
ARTICLE
III
OBLIGATION OF THE GOVERNMENT
The Government in accordance with the existing laws and
regulations in the Republic of Indonesia shall undertakes to:
1. Provide local support for personnel and office space.
2. Permit the staff members of APCU within the framework of
implementation of this Memorandum of Understanding the necessary
facilities to enter or to leave the country at any time, and
work and residence permits as required free of charge.
J. Apply all provision of PP 19 of June 1955 and its implementing
regulations.
4. Make every efforts to exempt the APCU foreign personnel from
taxes on their income and other direct or indirect benefits.
5. The appropriate Indonesian authorities shall provide the
Executive Director and the staff of the APCU with identity cards.
ARTICLE
IV
DISPUTES CLAUSE
Any divergence in the interpretation and implementation of
this Memorandum of Understanding shall be settled amicably by
consultation or negotiation.

TERMS OF REFERENCE
JOB DESCRIPTION AND QUALIFICATION on the Executive Director
of ASEAN Population Co-ordination Unit
A.
The Executive Director is responsible to the ASEAN Heads of
Population Programme for :
1. the CO-ORDINATION of the management, implementation and
monitoring of the ASEAN Population Programme;
2. the administration of the ASEAN Population Co-ordination
Unit, including the preparation of estimated expenditures,
audited expenditure statements and other reports;
3. the preparation of an Annual Report which shall be
circulated to ASEAN Heads of Population Programme, other
ASEAN authorities concerned and to countries interested
in ASEAN and international organizations.
B.
The Executive Director :
4. will consult with the ASEAN Heads of Population Programme
collectively and individually and, in the discharge of
his/her functions, will visit the countries of ASEAN and
others as the need arises for discussions with Liaison
Officers of countries with ASEAN and representatives of
international organizations;
5. arranges for consultancies and exchanges of technical
expertise where necessary and assistance to project

the following duties and responsibilities:
1. acquaints himself/herself with the political, economic
and social conditions in the ASEAN countries which are
relevant and important in the implementation of the ASEAN
Population Programme;
2. prepares project documents required for the implementation
of the ASEAN Population Programme, including project
descriptions, work plans and budgets;
3. makes periodic progress reports on the ASEAN Population
Programme;
4. assists in the:
a. preparation of the ASEAN Population Programme and its
periodic revisions;
b. evaluation of progress made by ongoing projects;
c. arrangement of consultants and exchange of technical
expertise;
d. preparation of correspondence with the ASEAN Heads
of Population Programme, International and Executing
Agencies, Donor Governments and Private Foundations on
programme and project implementation;
e. arrangement of meetings/conferences of the AHPP,
inter-country meetings/workshops and other
international meetings; and
f. preparation of the Annual Report of the APCU.

University degree with major in Social Sciences.
Four years experience in major field of specialization.
