of Kyrgyz Republic and having its office located at Kievskaya str. 96 A, Bishkek, 720040, Kyrgyz
. Republic. (hereinafter referred to as "Kyrgyz Governn1entn)

Ill. Islamic Development Bank, a multilateral financial institution having its headquarters at 8111 King
Khalid Street, Alnuzla Alyamaniil District, Unit No. I Jcddah-2444-22332, Kingdmn of Saudi
Arabia (hereinafter referred to as the "Bank");
The Government of fodonesia, the Kyrgyz Government and the Bank are hereinafter collectively
referred to as the "Parties" and individually as the "Party".

WHEREAS:
(a) One of the primary objectives of the Dank is to promote the economic cooperation among its

Member Countries;
(b) The Gove111ment of the Republic of fndonesia and lslamic Development Bank have signed a

Memorandum of Understanding concerning South-South Cooperation and Reverse Linkages on
Ap1·il 62013;
(o) Tho GovQl1lJllcnt of Indonesia appointed The Singosari National Arlifiuial Ccnlre (SNA'IC) as a

centre of excellence Which has experience and expertise in the artificial insemination of livestock
and in providing capacity development services to both domestic and international partners;
(d) The Kyrgyz Govemment has expressed interest to improve its teclu1ical capacity in the aitificial
insemination of livestock. 111e Kyrgyz Government appointed the Kyrgyz Scientific Research
Institute of Livestock and Pastures (KSRILP) as the main recipient of the assistance provided by
SNAIC;
(e) The SNA!C is offering to share such experience and know-how with KSRlLP who welcomed the
assistAnceofthe SNATC;
(f) The Bank, the Government of ludonesia and the Kyrgyz Govemment will co-finance the Reverse
Linkage Project as defined in Article I below.
Now, Therefore, in recognition of their interests and objectives, the parties agree as follows:

I. The purpose of this MOU is to facilitate collaboration and cooperation through the Reverse Linkage
Proj.ect between the Parties in order to (i) Strengthen the KSRJLP tl)stitu.tional capacity for the
management of an artificial insemination program (the "Al Program"), (ii) Upgrade the AI.J?rngram
Production Value Chain to improve the quality of frozen semen produced, (iii) Improve livestock
productivity through genetic improvement of local breeds, and (iv) Develop an effective
Distribution Network/System to distribute the quality of frozen semen products to tbe end user
(farmers) (hereinafter refened to as the "Project").
2. This MOU constitutes the total commitment between the Pa11ies and supersedes all prior
correspondence or ｣ｯｮＱ｜ｵｩｾＮ＠

ARTICLE-It SCOPE OF THE PROJECT

l. The Project will work in areas, namely:

ARTICLE-Ill OBLIGATIONS OF THE PARTIES

I. Contribution of the Government oflndonesla
The. Government of Indonesia, through SNAIC, shall provide:

(a) Training on Institutional Management of Artificial Insemination (Al) Program for the
senior officials ofKSRILP. The training is aimed at enabling KSRILP officials to acquire
the necessary knowledge and skills, which includes the best practices and lessons learnt
from SNAIC's experience and the critical building blocks needed lo better plan, closign and
manage an Al program for the Kyrgyz Republic;
(b) ｾ･ｲｩｳ＠
of teclmical trainings in lndonesia for a total up to 78 (seventy eight) KSRILP
technicians in order to upgrade their skills and knowledge in the various aspects of animal
reproduction (i.e. AI, pregnancy diagnose, frozen semen handling, bull management and
animal feed preservation);
(c) Supervision and necessary assistance by SNAlC experts in the Kyrgyz Republic (i.e
technical assistance on AI management, breeding, feeding and rearing ｭ｡ｮｧ･ｾ＠
progeny testing program,.recording system and breeding program, and workshop on semen
production and quality) to further consolidate arid strengthen the capacity of the personnel
in KSRlLP to meet acceptable international standards;
(d) The equipment, if needed, to equip the training for the KSRJLP;
(e) The facilitation and assistance on logistical and administrative procedures (arranging visa
eto.) for KSRILP participants; and
(t) Provide its portion of the costs mentioned in Annex-I! hereof.

2. Contribution ofthe Kyrgyz Government

The Kyrgyz Government. through KSRILP, shall:
(a) Provide the required KSRILP participants to attend trainings in the Reverse Linkage
Project;
(b) Provide supporting equipment (i.e semen evaluation, extender, and establishment of sperm
bank);
(c) Purchase an agreed amou1il of frozen semen products from SNAIC as stated in Annex 3,
as pait of the initiative to complement and accelerate the development of high quality
livestock in the Country. Th.ese frozen semen products will be compatible to the local
environmental conditions and breeds iii the Kyrgyz Republic;
(d) Facilitate and provide assistance on logistical and administrative procedures (an-anging visa
etc.) for SNAIC experts;
(e)· Provide its po1tio11 of the costs mentioned in Anne>C-Jl hereof.

Contrib11ti911 of' the 'Rank

The Bank shall, in accordance with the IDB rules and procedures and as indicated in Annex II,
provide funding for the following nctivities:
(a) The orgaiiization of High Level Meetings and Workshops;
(b) The equipments (i.e semen collecting, semen processing, and bull management) to support
the artificial insemination prograin production value chain. The equipment will be proctlrcd
according to SNAIC recommendation;
(c) Facilitate the comparative study between SNAJC andKSRlLP in the area of agriculture
with special emphasis on how to support the national livestock development in the Kyrgyz
Republic through an effective Al Program, ;
(d) The teclmical assistance activities on frozen semen handling and production;
(e) Training activities on re1m1duction disorder control in Indonesia for total up to 10 KSRILP
technicians.

PJ"ojcct.Monitoring and Evaluation

The logical framework as indicated in Annex l will be refen-ed to in the project monitoring and
evaluation exercise.
Two SNAIC expc11s and one officer from the Republic of Indonesia, Ministry of Agriculture, (the
"Project Monitoring and Evaluation Team") will go to the Kyrgyz Republic to monitor the progress
of project implementation and evaluate the effectiveness and identify mitigation activities, if
necessary, to ensi1re the objectives of the Project are met. This activity will be done in coordination
with stakeholders from KSR.ll,P and from the Ministry of Agriculture of the Kyrgyz Republic.
The "Project Monitoring Team" will provide the Steering Committee, as defined in Article-VI,
quarterly reports on the implementation status of the Project.
