ON THE ESTABLISHMENT OF A JOINT SUB-COMMITTEE
ON SECURITY MATTERS RELATING TO THE BORDER AREAS

CONSIDERING the Basic Agreement on Border Arrangements between the Government
of the Republic of Indonesia and the Government of Papua New Guinea signed in
Port Moresby on 11 April 1990:
HAVING DUE REGARD to Article 7 of the Basic Agreement;
DESIROUS at improving and
the security and stability of the Border

Area within the framework of promoting friendly and mutually beneficial
relations between the two countries;
HAVE AGREED as follows:
Article 1
Definition
For the purpose of this Memorandum:"Basic Agreement":
means the Basic Agreement on Border Arrangements
between the Government of the Republic of
Indonesia and the Governwent of Papua New Guinea
signed in Port Moresby on 11 April 1990.
"Bo1·der Area":
means the ai·ea as defined in Article 1 of the
Basic Agreement.

"Liaison Offices":
weans the liaison offices at Vani1110, Daru,
Jayapura and othe1' offices established froili time
to time by the two Goverfilients.
"Security":
ilieans activities as defined under Article 7 (1)
of the Basic Agreement.
Ar-ticle 2
Establishment
1.
A Sub-Coiiiiiittee on Security Matters provided for under Article 7(3) of
the Basic Agreement is hereby established.
2.
The Sub-Committee shall be a consultative and advisory body to the
Governments of the Republic of Indonesia and Papua New Guinea and shall
where appropriate resolve matters affecting the security and stability
of the Border Area.
Article 3
Functions
1.

The functions of the Sub-Committee on Security Matters shall be:
a.
to coordinate the exchange of infor111ation on 11atters affecting the
security and stability of the Border Area; and
b.
to discuss, evaluate and reco11JBend lieasures to deal with security
problems occuring in the Border Area, including drugs s11uggling and
arms/gun running and, if and when necessary, resolve such problems.
The Sub-Committee shall in the performance of its functions:
a.
iliiplement decision of U-1e Joint Border CoilDlittee i-elating to the
security of the Border Area;

b.
ensure that appropriate tieasures be taken either jointly or
individually to resolve security problelils occurring fro• ti11e to
time are considered by the two Governments;
c.
ensure that security requirements of other Sub-Co1Uittees of the
Joint Border Colilliittee are met; and
d.
devise and recolilllend procedures to deal with and resolve, if and
when necessary, security situations occurring in the Border Area.
Article 4
Status
1.
The Sub-Colilliiittee is an organ of the Joint Border Co1Uittee and shall
report to the Joint Border Colliiliittee.
2.
The Sub-Committee co•prises delegations of both Governments who are
operationally responsible to their respective national agencies in
charge of security in the Border Area.
Article 5
Channels of Communication
1.
Communications between the two countries concerning the security of the
Border Area shall be conducted through diplomatic channels.
2.
In an emergency security situation initial communication may be
conducted between leaders of the two delegations to the Sub-Coll.lli ttee
nominated by their respective Governments.
3.
Exchange of information on security Matters should normally be conducted
through liaison offices or at weetings of the Sub-Co1111ittee, howevet' ,
such information may be exchanged directly at the field level when
expedient to do so.

Membership
1.
Each country shall be represented in the Sub-Coaaittee by agencies
directly responsible for the security of the Border Area.

Papua New Guinea aay be represented by the following agencies:

Article 7
Frequency of Meetings
1.
The Sub-CoIUiittee shall meet:

at least once a year on rotational basis;
at the request of either party when security probleas occur in the
Border Area; and
if and when directed by the Joint Border Committee.
