ON THE IMPLEMENTATION OF THE PROJECT LTA-30
"BALI REGIONAL DEVELOPMENT PLANNING"
GENERAL
The Government of the Republic of Indo nesia and
the Government of the Kingdom of Belg ium,
Within the frame work of the General Agreement
on Technical Co-operation on June 16th 1969!
Considering the importance of projects and
programme development within the Bali Master
Plan ;
HEREBY AGREE AS FOLLOWS :
OBJECTIVES OF 1. Both Governments agree to co-operate in the

implementation of the project LTA-30, entitled
"Bali Regional Development Planning"
This project is described in the Terms of Reference attached to this agreement and forming an
integral part of it.
More particular, five main objectives can be
distinguished successively :
a) . Evaluation of the existing Bali Master Plan
and of the development plans for Bali within
the framework of REPELITA IV and more specifically in relation to the national and provincial objectives for regionalisation.
b) . Identification of the future regional growth
centres and their hinterlands including regional structure such as defined in the
Master Plan for the development of Bali to
the year 2000 !
c) . Formulation of recommendations for alternative :
development programmes for Bali; based upon
the regional approach and upon the development
potentials of the growth centres ;

d) • Prepa.ra.tion of well-defined projects for
the implementation of the development programmes decided upon by the Indonesian
Authorities.
The pre-implementation stage
can be worked out for investment-projects
and for other actions in relation to the
function of the regional growth centres
el. Improving the calabilities of the local
government's planning institution.
RESPONSIBILI- 2. a}. The Government of the Kingdom of Belgium

Co-operation to Development (G.A.C.D) as
responsible agency for its participation
in the execution of the study.

to call upon a specialised Belgian institution, able and willing to contribute efficiently to the execution of the project.
b) • The Government of the Republic of Indonesia
designates the Directorate General of

executing agency.
COMMITMENTS
OF THE GOVEP-NMENT
3 . The Belgian counterpart agrees to the following
commitments :

a) • In general :
1. To participate actively at the project
·and to take, to this end, all necessary
administrative and budgetary measures;

2. To , contribute to the execution of the
project by the following inputs

(a) A team experts for a total period of
maximum 39 man/months for phase I
(b) International travel to and from
Denpasar for both long and short term
experts ;
(c) Two vehicles of Landroover type
at the disposal of the team of
experts

(d) Training on regional planning for
Indonesian trainees in Belgium, with a
total duration of 54 man/months
b) • As regards experts :
To look for qualified experts and send
their nomination for approval to the
Indonesian Government. The approval has to
be notified by a written notice and covers
the duration of the project. Each of the
two Governments is however entitled, in
case of striking shortcomings of an expert,
to send to the other partyr a motivated
request for his withdrawal
c) . As regards training .
To organise the training programme in such
a way that the results will be of the greatest
interest for the projects;
d) • As re_qards equipment :
To take in charge the cost of shipment and
related costs of transport to the port of
entry in Indonesia ;
e ). As regards report
To take in charge the cost of the printing
of the final report. This report will be
presented to the Indonesian Government
within a period of three months after the
approval of the draft final report.

a) . In general

1) . To contribute to the execution of

This contribution is described in the
terms of reference !
2) . To take the necessary administrative
and budgetary steps to have the mentioned inputs ready when required by
the start and progress of the project!
3) . To communicate to the project - leader
the information, reports and documents
which are necessary or usefull for the
realisation of the project &
b) • As regards experts :
To grant to the Belgian experts/consultants
and expert-technicians the exemptions and
privileges mentioned in article 7 of the
General Agreement on Technical Co-operation
of June 16th 1969
c) . As regards equipment
To exempt all equipment delivered by Belgium
for this project from custom
duties and
other restrictive rights as well as any
other type of taxation, as agreed upon in
article 10 of the said General Agreement.

OPERATION
5. The activities, scope of work, staffing, equipment, logistic support and operational planning
r e lated to the study as well as the job description and curricula.. vitae of the experts are described in the proposal of W.E.S. & M + R. International, attached as annex to this agreement
and forming an integral part of it.
Except for the two vehicles, the equipment ,
listed as Belgian contribution, will be acquired
under a lease agreement and will therefore be
returned to Belgium at the end of the present
study.
ORGANISATION
6. As foreseen in the terms of reference an interdepartmental committee will oversee the implementation of the project.
Two months after the start of project, the first
official meeting of this committee will be
organised. The timing of the meetings will be
set up during the first meeting.
CONTROL AND
EVALUATION
7. At any time both Government may supervise and/
or control the state of progress of the project.
Where necessary and after consultation, both
Governments may evaluate the project or part
of its implementation aspects.
MODIFICATION
8. Any dispute between the two Governments, arising
out of the interpretation or implementation of
this agreement, shall be settled by consultation
or negotiation.
Alter ations and additional clauses to this agreement can be made after consultation by exchange
of letters between both Governments.

COVERAGE
9. This agreement only covers the first phase of
the said terms of reference. Extension into
phase II of the project shall be reviewed and
agreed upon by the two Governments at the end
of phase I.
VALIDITY
10. This agreement comes into force on the date
of signing and remains valid until the full
completion of the first phase of the project.
