Saya mendapat kehormatan wituk menyatakan bahwa
saya telah menerima Nota Yang Mulia tertanggal 26 September 1979 mengenai Peng aturan dari proyek kerjasama
teknik "Rural Water Supplies in Central Java" (OTA-JJ)
dalam rangka Persetujuan tanggal 8 April 1971 antara
kedua Pemerintah kita meng enai Kerjasama Teknik.
Selanjutnya saya mendapat kehormatan pu1a untuk
memberitahukan, bahwa Pemerintah Repub1ik Indonesia
menyetujui usul-usul yang tercantum dalam paragrap 1
s/d 6 dari Nota tersebut di atas, sehingga Nota Yang
Mulia dan Nota ini sebagai balasannya yang menyatakan
persetujuan Pemerintah Republik Indonesia, akan merupakan suatu Pengaturan antara kedua Pemerintah kita.
Sudilah Yang Mulia menerima penghargaan saya
yang setinggi-tingginya.

have the honour to acknowledge receipt of Your

Note of September 26, 1979, concerning the Arrangement
of technical co-operation of the "Rural Water Supplies
in Central Java" (OTA-JJ), within the framework of the

Agreement of April 8, 1971, between our two Governments
regarding Technical Co-operation.
I have further the honour to inform that the
Government of the Republic of Indonesia agrees to the
proposals as cont ained in paragraphs! to 6 of the
above-mentioned Note so tha t Your Note and this Note in
reply thereto expressing the agreement of the Government
of the Republic of Indonesia, shall constitute an
Arrangement between our two Governments.

Arran.gement concerning the Project Rural Water Supplies in
Central Java (OTA 33) be concluded.
1.

The Government of the Federal Republic of Germany and
the Government of the Republic of Indonesia shall cooperate on the preparation of pre-investment/feasibili ty studies on rural water supplies in Central Java.
The project is expected to run for up to 24 months.

2.

The Government of the Federal Republic of Germany shall
make the follo·wing contributions:

This equipment shall be handed over to the counterpart institution pursuant to paragraph 5 below on
conclusion of the project work.
( 2 )It is ready to provide
( a ) training in the Federal Republic of Germany for up
to 5 civil engineers (Ing. grad. ), specializing in
water supplies and
2 water chemists (Ing. grad.),
(b) further training in the Federal Republic of Germany
for 3 civil engineers specializing in water supplies
and
1 water chemist (Ing. grad .),
(c) training in Bangkok for up to 5 civil engineers
at the Asian Institute of Technology ,

who shall work on the project on their return and
carry on the tasks of the seconded experts on their

3.

The Government of the Republic of Indonesia shall make
the following contributions:
It
(a) shall make available:




1 co-project manager on a part-time basis
1 sanitary engineer as assistant co-project
manager for 24 months
2 junior engineers as trainees from e .g. the
Faculty of Engineering of Diponegoro University,
as well as the services of a local engineering
firm for planning work (personnel requirements
depending on the amount of the planning work),
as well as the following auxiliary personnel:
3 drivers for 24 months each
1 secretary for 24 months
and other office and auxiliary personnel depending
on project requirements ,
(b) shall make available office accommodation with power,
telephone and water connections ,
( c) shall train up to 20 health controllers and
28 sanitarians, who shall work on the project
on their return and carry on the work of the
seconded experts on their mv.n,



(d) shall make available all relevant data and information
in accordance with the requirements of the project

assist the experts in all other matters related to the
project, particularly as regards any necessary permits,
special passes, customs clearance and finding
accommodation,

(e) shall meet the cost of the contributions referred
to in paragraph 3 (a) to ( c ) above according to the
existing laws and regulations as well as of operation
and maintenance for the 3 vehicles, official domestic
·travel by the personnel referred to in paragraph

3 (a)

above and water and soil analyses as well as local
printing, paper and translation costs, postage and
other office expenses,

(f) shall permit any local studies , surveys and other
investigations required in connection with the
measures to be carried out .

4.

The experts pursuant to paragraph 2 a bove shall have the
following tasks, those referred to in paragraph 2 (1)
above being responsible for technical and organizational
aspects of the measures undertaken:
- preparation of pre-investment feasibility studies
in critical areas of Kabupaten selected by the
Indonesian Government- for a projected rural population
of nearly 1 million; before selecting the areas the
Indonesian Government shall consult with the experts
referred to in paragraph 2 above ;
- drawing up within 6 months of the beginning of the
proj ec t of building construction and rehabilitation
programmes ·which can be c arri e d out within a short
time;
- preparation of building plans and tender documents
at intervals of 1 2 , 18 and 24 months after the beginni ng of the proj ect for a limited number of
schemes which it appears possible to finance within
a short time where possible fro m Indonesia's mm
financial resources;

preparation of reports by the various experts in the
field o:f
hydrogeology, including proposals for a drilling
programme,
financial analysis,
management;
runhing of 5 two to four-week on-the-job training
programmes for provincial a.Yld district engineers ,
technicians, health controllers and sanitarians in
the planning, design, maintenance and operation of
rural water supply and sanitation installations ;
- provision throughout the 24 months of the project



of on-the-job training for 2 junior engineers pursuant
to paragraph 3 ( a ),
- running of information campaigns to inform the
people in the selected areas concerning the hygienic
us e of water supply and sanitation installations,
drawing attention to the possibilities for them to
help themselves and to undertake the technical
operation and maintenance of the installations etc.

- working-out of technical solutions to special problems
connected with individual sanitation installations



(Bas ic Sanitation Programme);
- reviewing present design practices for rural water
s upply and developing a simple and low-cost water
system, preferably with each design scheme serving not
more than 15,000 people.

(1) The Government of the Federal Republic of Germany
shall designate the Deutsche Gesellschaft flir Technische Zusammenarbeit (GTZ) GmbH (German Agency for
Technical Co-operation), 6236 Eschborn , \·. ri th the
implementation of its contributions . The GTZ shall
make use of the WHO as executive agency. In special
cases the GTZ may also directly second short-term advisers.
(2)(a) The Government of the Republic of Indonesia
shall designate the Ministry of Health with
the implementation of the project . The Province
Health Office shall be responsible for all coordination work in the project area .
Provision shall be made to ensure that
- there exist close co-ordination and co-operation
among all Indonesian institutions concerned with
the planning, financing, implementation and
operation of the schemes,
- experience and results obtained from similar projects in East and West Java are made available, and
the interim and final results of the project are
taken into account by the Indonesian Government



in preparing the national, provincial and regency
financing and implementation programmes •
(b) The comp etent institutions shall at the beginning
of the project select as locations for the schemes
pursuant to paragraph 4 above regencies (Kabupaten),
sub-regencies (Kecematan) and villages ( Desa ), the
population of the regencies being vri thin approximately 1,000,000 inhabitants.

The final choice of locations shall be made by the
Steering Committee pursuant to paragraph 5 (3)(b)
below, after undertaking a joint tour of the area,
·within the first month of the begi:ri..ning of the project , and shall be governed by considerations of
logistic feasibility as well as the need for
sanitation installations.
(3)(a) The executing agencies pursuant to sub-paragraphs
1 and 2 above may jointly agree on details of the
implementation of the project in a plan of
operations or in some other appropriate form,
adapting them as necessary in line with the progress of the project.
(b) The executing agencies pursuant to sub-paragraphs
1 and 2 above shall set up a project Steering
Committee which shall meet 3 to 4 times in the
course of the project to discuss the interim results and direct the implementation of the project.

6.

In all other respects the provisions of the aforementioned
Agreement of 8 April 1971, including the Berlin clause
(Article 8) , shall apply to the present Arrangement.



If the Government of the Republj_c of Indonesia agrees to the
proposals contained in paragraphs 1 to 6 above, this No te
and Your Excellency 1 s Note in reply thereto expressing your
Government ' s agreement shall constitute an Arrangement between our t wo Governments, to enter into force on the date of
your Note in reply.

Vorhaben eingesetzt we rden und die Auf gaben der entsandten Fachkrafte selbstandig fortflihren.

3. Leistungen der Regierung der Republik Indonesien
Sie
a) stellt folgende Fachkrafte:
1 Co-Project-Manager, in Teilzeit (Part-Time-Einsatz ),
1 Sanitary Engineer als Assistant Co-Project-Manager flir

2 Junior-Ingenieure als Trainees, zum Beispiel v on der
Faculty Engineering der Diponegoro-University , ferner
die Dienste eines lokalen Ingenieurbliros flir Planungsaufgaben ( der Personalbedarf richtet sich nach dem Pla' nungsumf'ang ),
sowie folgende Hilfskrafte:

1 Schreibkraft f'Ur 24 Monate
sowie son stige Bliro- und Hilf'skra:fte gemaB de n Anf orderungen des Projektes,
b) stellt BUrorawne mit Strom- , Telefon- und WasseranschluB ,

28 " Sanitarians " auszubilden , die nach ihrer
RUckkehr in dem Vorhaben eingesetzt werden
und die Auf gaben der entsandten Fachkrafte
selbstandig fortftihren ,
d ) stellt alle verfligbaren projektbezogenen Daten und Informationen gemaB den Anforderungen des Projektes zur Verfligung
und unterstlitzt die Fach.1.
