KE REPUBLIK RAKJAT BULGARIA DARI TANGGAL
8 APRIL SAMPAI 11 APRIL 1960.
Atas undangan Presiden dari Presidium. Dewan Perwakilan
Nasional dari Republik Rakjat Bu.lgaria, Dimiter Ganev, Presiden
Republik Indonesia, Dr. Sukarno, telah mellt?Ulldjungi Bulgaria
dari tanggal 8 April sampai 11 April, 1960.
Presiden Sukarno dan para pesertanja telah mengadakan
perdjalanan keliling dan telah bertemu dengan banjak wakil-wakil
dari pelbagai lapisan rakjat, _jang memberikan sambutan setjara
meriah kepada para Ta.ma.-Agung. Telah disaksikannja hasil-hasil
dari pembangunan sosialis di-Bulgaria.
Selama kundjungan Presiden Sukarno telah diadakan pembitj araan dalam. mana ikut serta dari fihak Indonesia:

Republik Indonesia dan Republik Rakjat Bulgaria.
Pemimpin-pemimpin dari kedua Negara telah mengadakan pembi tj araan dalam auasana persahabatan mengenai soal-soal jang beihubungan dengan kemungkinan-kemungkinan untuk memperluae kerdjasama
dan pertukaran f ikiran mengenai persoalan-peraoalan Internasional
pada dewasa ini.
Kedua fihak bersamaan pendapat, bahwa segala persoalan
Internasional dapat diselesaikan setjara damai dengan tjara
berunding antara Negara-Negara jang bersangkutan.
Kedua fihak menjatakan dengan kepuasan, bahwa kini telah
terdapat perbai.kan dalam hubungan-hubungan Internasional.
Hal ini
membenarkan harapan dan kepertjajaan mereka, bahwa usaha-usaha jang
diadakan oleh kekuatan-kekuatan damai didunia untuk penjelesaian
Internasional jang penting, seperti penghentian

seluruh pertjobaan-pertjobaan sendjata nuklir, perlutjutan sendjata
dan lain-lain persoalan penting dapat membuka djalan kearah pei-

penjelesaian jang adil dan memuaskan dari persoalan-persoalan Inter- I

Kedu.a. fihak menjatakan kejakinannja, bahwa sendi-sendi
jang ditetap.kan dalam Konperensi Asia-Afrika di Band"Wlg dalam tahun
1955 dapat dipergunakan sebagai dasar kuat untuk mentjapai sli.asana
kerdjasama antara Bangsa-Bangsa dan untuk memperkuat perdamaian duni •
Republik Indonesia dan Republik Rakjat Bulgaria dengan
tegas menolak kolonialisme sebagai sietim. jang tidak sesuai dengan
hak-hak manusia pokok dan kemerdekaan, dan j ang menghalang-halangi
perkembangan politik, ekonomi dan kebudajaan dari Bangsa-Bangsa.
Republik Indonesia dan Republik Ra.kjat Bulgaria bersamasama dengan seliiruh umat manusia jang progreasip memberikan sokongan
sepenuhnja kepada perdjoangan Bangsa-Bangsa Asia dan A;'rika dan
lain-lain Bangsa melawan kolonialisme dan im.perialisme.
Walau.pun demikian kedua fihak mentjatat, bahwa masih

terdapat kekuatan-kekuatan jang berkeras kepala jang menghalangi aru.s
membubung dari perdjoangan rakjat-rakjat terdjadjah di Asia dan
Afrika, soal mana merupakan bahaja bagi perdamaian dunia.
Kedua fihak menolak dengan kuat politik memperbedakan
bangsa-bangsa, sebagajmana dilaku.kan oleh Pemerintah Uni Afri.kaSelatan dan menghu.kum tindakan kedjam jang menjebabkan korban djiwa
pada banjak orang-orang Afrika.
Republik Rakjat Bulgaria menjokong perdjoangan rakjat
Indonesia jang benar u.n:tuk menghapuskan sisa-sisa sistim pendjadjahan
dan untuk mengembalikan Irian Ba.rat kepada Republik Indonesia.
Kedua fihak menjatakan harapannja, agar dalam waktu jang
tidak lama harus diketemukan suatu penjelesaian _untuk mempersatukan
kembali bangsa-bangsa jang masih terpisah-pisah.
Hubungan-hubungan persahabatan antara Republik Indonesia
dan ｾ･ｰｵ｢ｬｩｫ＠
Rakjat Bulgaria membenarkan kenjataan, bahwa tata-
kemasjarakatan jang berlainan dari Negara-Negara tidak merupak:an
auatu rintangan kearah ko-eksistensi setjara damai antara bangsabangsa.
Dalam hubungan ini Republik Indonesia menjokong usaha-
usaha jang sedang dilakukan oleh Republik Rakjat Bulgaria kearah
ｴ･ｲ｡Ｌｾｩｮｪ＠
auasana saling mengerti, kerdjaaama dan perdamaian di
Balkan.
Kedua fihak menjatakan kepertjajaannja, bahwa pengluasan
hubungan-hubungan diplomatik, politik, dagang dan kebudajaan akan
lebih memperkuat persahabatan antara kedua Bangsa.
Telah diadakan pertukaran pandangan dalam hubungan

Telah disetudjui, bahwa badan-badan jang diberi kuasa

mengadakan perundingan dalam waktu jang tidak lama untuk merun-

dingkan suatu persetudjuan dagang djangka pandjang dan auatu

persetudjuan kebudajaan antara kedua Negara.
Presiden Republik Indonesia, Dr. Sukarno, telah menjampaikan undangan kepada Presiden Presidium Dewan Perwakilan
Nasional, Dimiter Ganev, untuk mengundjungi Indonesia pada waktu

The President of the Republic of Indonesia ,
Dr . Sukarno, paid a State visit to BUl garia from April 8 to
April 11 , 1960 , at the invitation of the President of the
presidium of the .National Assembl y of the people's Republic
of Bul garia , Dimitcr Ganev .
President Sukarno and the officials accompanying
him made a tour in tho country meeting many representatives
of various walks of life, who ·welcomed them cordially.

advance in the development of the friendly relations between

general disarmament . It has been particularly emphasized by
the two s i des that in efforts to obtain a just and satisfactory
solution of current international probl ems , due consideration
should be given to the spirit of the Charter of the United
Nations and that consequently appropriate pr esentation should
be offered to the nations of Asia and Africa to have their

TENTANG KUNDJUNGAN PRESIDEN REPUBLIK INDONESIA, DR. SUKARNO
KE REPUBLIK RAKJAT BULGARIA DARI TANGGAL
8 APRIL SAMPAI 11 APRIL 1960.
Atas undangan Presiden dari Presidium. Dewan Perwakilan
Nasional dari Republik Rakjat Bu.lgaria, Dimiter Ganev, Presiden
Republik Indonesia, Dr. Sukarno, telah mellt?Ulldjungi Bulgaria
dari tanggal 8 April sampai 11 April, 1960.
Presiden Sukarno dan para pesertanja telah mengadakan
perdjalanan keliling dan telah bertemu dengan banjak wakil-wakil
dari pelbagai lapisan rakjat, _jang memberikan sambutan setjara
meriah kepada para Ta.ma.-Agung. Telah disaksikannja hasil-hasil
dari pembangunan sosialis di-Bulgaria.
Selama kundjungan Presiden Sukarno telah diadakan pembitj araan dalam. mana ikut serta dari fihak Indonesia:

Kedua fihak bersamaan pendapat, bahwa segala persoalan
Internasional dapat diselesaikan setjara damai dengan tjara
berunding antara Negara-Negara jang bersangkutan.
Kedua fihak menjatakan dengan kepuasan, bahwa kini telah
terdapat perbai.kan dalam hubungan-hubungan Internasional.

membenarkan harapan dan kepertjajaan mereka, bahwa usaha-usaha jang

jang ditetap.kan dalam Konperensi Asia-Afrika di Band"Wlg dalam tahun
1955 dapat dipergunakan sebagai dasar kuat untuk mentjapai sli.asana
kerdjasama antara Bangsa-Bangsa dan untuk memperkuat perdamaian duni •
Republik Indonesia dan Republik Rakjat Bulgaria dengan
tegas menolak kolonialisme sebagai sietim. jang tidak sesuai dengan
hak-hak manusia pokok dan kemerdekaan, dan j ang menghalang-halangi
perkembangan politik, ekonomi dan kebudajaan dari Bangsa-Bangsa.
Republik Indonesia dan Republik Ra.kjat Bulgaria bersamasama dengan seliiruh umat manusia jang progreasip memberikan sokongan
sepenuhnja kepada perdjoangan Bangsa-Bangsa Asia dan A;'rika dan
lain-lain Bangsa melawan kolonialisme dan im.perialisme.
Walau.pun demikian kedua fihak mentjatat, bahwa masih

terdapat kekuatan-kekuatan jang berkeras kepala jang menghalangi aru.s
membubung dari perdjoangan rakjat-rakjat terdjadjah di Asia dan
Afrika, soal mana merupakan bahaja bagi perdamaian dunia.
Kedua fihak menolak dengan kuat politik memperbedakan
bangsa-bangsa, sebagajmana dilaku.kan oleh Pemerintah Uni Afri.kaSelatan dan menghu.kum tindakan kedjam jang menjebabkan korban djiwa
pada banjak orang-orang Afrika.
Republik Rakjat Bulgaria menjokong perdjoangan rakjat
Indonesia jang benar u.n:tuk menghapuskan sisa-sisa sistim pendjadjahan
dan untuk mengembalikan Irian Ba.rat kepada Republik Indonesia.
Kedua fihak menjatakan harapannja, agar dalam waktu jang
tidak lama harus diketemukan suatu penjelesaian _untuk mempersatukan
kembali bangsa-bangsa jang masih terpisah-pisah.
Hubungan-hubungan persahabatan antara Republik Indonesia
dan ｾ･ｰｵ｢ｬｩｫ＠
Rakjat Bulgaria membenarkan kenjataan, bahwa tata-
kemasjarakatan jang berlainan dari Negara-Negara tidak merupak:an
auatu rintangan kearah ko-eksistensi setjara damai antara bangsabangsa.
Dalam hubungan ini Republik Indonesia menjokong usaha-
usaha jang sedang dilakukan oleh Republik Rakjat Bulgaria kearah

auasana saling mengerti, kerdjaaama dan perdamaian di
Balkan.
Kedua fihak menjatakan kepertjajaannja, bahwa pengluasan
hubungan-hubungan diplomatik, politik, dagang dan kebudajaan akan
lebih memperkuat persahabatan antara kedua Bangsa.

The President of the Republic of Indonesia ,
Dr . Sukarno, paid a State visit to BUl garia from April 8 to
April 11 , 1960 , at the invitation of the President of the
presidium of the .National Assembl y of the people's Republic
of Bul garia , Dimitcr Ganev .
President Sukarno and the officials accompanying
him made a tour in tho country meeting many representatives
of various walks of life, who ·welcomed them cordially.

They acquainted themselves with the successes of the socialist
construction i n Bulgaria .

The t;i.vo sides note with satisfaction that a considerable
advance in the development of the friendly relations between

the Republic of Indonesia and the People's Republic of Bulgaria,
has been achieved .
The leaders of the tvm countries conducted talks in a

on matters relating to possibilities of

broadening mutual co-operation and exchanged opinions on

current international probl ems .

The tvm sides are unanimous in their opinion that all
controversal international :problems can be settled by peaceful
means through negociations between the countries concerned.

general disarmament . It has been particularly emphasized by
the two s i des that in efforts to obtain a just and satisfactory
solution of current international probl ems , due consideration
should be given to the spirit of the Charter of the United
Nations and that consequently appropriate pr esentation should
be offered to the nations of Asia and Africa to have their
vo i ces heard and their interests repr esented at future SU111IJ1it

meetings .
The two sides express their conviction that the

The Republi c of Indonesia and the People ' s Republic
of BUlgaria firml y r eject colonialism as a system incompatible
with the elementary human rights and freedom , hinderine; the
political , economic and cul tural development of nations . The
liquidation of colonialism in its various manifestations

responds to the interests of general peace .
The Republic of Indonesia and the Peopl e ' s Republic
o:C Bulgaria together \. Jith the whol e pro gressive mnrllcind give
their wholehearted support to the strugt-·le of Asian, African
and other peoples against colonialism and imperialism.

The two sides note, however , that there still are
unconcil!iator;y forces standing in the way of the rising tide
of the struggle of colonized peoples in Asia and Africa , which
constitutes a danger to world peace .
The two sides express their strong disapproval of
the policy of racial discrimination , such as that being
conducted by the Government of the union of south- Africa and
deplore the cruel measures \Vhich have caused the death to a
large nmnber of t\.fricans .
The People ' s Republic of BUl0aria support the just
struggle of the Indonesian people for the liquidation of the
remnants of the colonial system and for the return of Vvest-

Irian to the Republic of Indonesia .
The two sides express their hope that in the fore I
seeable future an equitable solution should be found that will
lead to the reunification of still divided nations .
The friendly relations between the Republic of
Indonesia and the People's Republic of B'ulgaria confirm the fact
that difl'erent social structures of states do not cons t itute

a hindrunce towards peaceful coexistance among n:.::.ti. ons . In
this connection the Republic of Indonesia supports the efforts
v1hich are being made by the People ' s Republic of Bulgaria

towards establishing an atnos1iliere of mutual understanding,
cooperation and peace in the B'llkans .
The two sides express their belief that the extension

of the diplomatic, political, trade .::m d cultural relc.tions will
further strengthen the friendship between the t\vo l)eoples .
Vie-.s ho..ve been exchan:....,ed in connection with the

economi c coopera·tion and the 1Nidening of trade rel ations based
on mutual benefit . It uas noted that the extension of cultural
and scientific exchange between the Republic of Indonesia and
the people ' s Republic of Bulgaria vdll further promote the
friendl y relations bet\;rnen the ti.vo countries and the mutual
acquaintance of the Indonesian and the Bult:;arian peoples .
It has been agreed that authorized bodies of the
Re_;mblic of Indonesia and of the :?eople ' s Republic of RUlgaria
will undertake talks in the nenr future in order to conclude
a long- term trade agreement and an agreement on cultural
exchanges between the tvvo countri es .
