2014 - 2016 INDONESIA-PHILIPPINE:S PLAN OF ACTION

To realize the objectives set out in the 1993 Memorandum of Understanding on the
Establishment of a Joint Commission for Bilateral Cooperation (JCBC) Between the
Government of the Republic of Indonesia and the Government of the Republic of the
Philippines and to draw up a Plan of Action for the period 2014-2016 as agreed upon at the

51h Meeting of the JCBC, Indonesia and the Philippines agreed to further deepen and
invigorate the relations between the two countries. This Plan of Action is intended to be a
living document that will be revised as mutually agreed upon by both Governments, taking
into account developments in bilateral relations. The governments of the Republic of
Indonesia and the Republic of the Philippines will endeavor to pursue the following
initiatives:

I. POLITICAL
1. To continue the exchange of high-level visits between ministries, agencies, local
governments, Parliaments, and representatives of both countries in all areas; and
enhance people-to-people contacts to further strengthen bilateral relations, and
facilitate exchange of information and knowledge;
2. To promote bilateral consultative mechanisms, in particular the JCBC between the
Republic of Indonesia and the Republic of the ]Philippines and its auxiliary bodies;

3. To create a Joint Working Group in each area of cooperation and organize the
Senior Officials Meeting (SOM) to ensure !the implementation of the Plan of
Action 2014-2016;

II. MINDANAO PEACE PROCESS
4. To work closely in completing the tripa1tite n!view of the implementation of the
1996 Final Peace Agreement between the Government of the Philippines (GPH) and the Moro National Liberation Front (MNLF), through the facilitation of the
Organization of Islamic Cooperation - Peace Committee fo r Southern Philippines
(OIC-PCSP), towards a comprehensive and final peace resolution in the Southern
Philippines, taking into account the Comprehensive Agreement on the Bangsamoro
signed with the Mora Islamic Liberation Front (MJLF).
5. To work closely in the peace process between GPH and the Moro Islamic
Liberation Front (MILF) through the International Monitoring Team (IMT);

ill. MARITIME BOUNDARY DELIMITATION
6. To conclude consultations conceming the Maritime Boundary Delimitation (MBD)
with the view of signing of the Agreement on the PH-RJ Exclusive Economic Zone
(EEZ) Boundary;

IV. SECURITY AND DEFENSE, AND BORDER COOPERATION

;\. Agreement on Cooperative Activities in the Fields of Defense and Security

7. To explore the possibility of cooperation in 1exchange of information to support
cooperation between the Indonesian Maritime Security Coordinating Board
(BAKORKAMLA) and the Philippine National Coast Watch Council to enhance
security and safety at sea;
8. To work towards the immecliate signing and implementation of the Memorandum
of Understanding beMeen the Philippine Navy and the Republic of Indonesia Navy
for the Enhancement of Mutual Cooperation, Information Sharing, and Other
Engagements;

9. To support the continued dialogue and coordination between the Philippine Navy
and the Republic of Indonesia Navy towards the establishment of direct liaison,
coordination, and information exchange be:tween their respective operations
centers;
10. To implement the Joint Understanding between the Indonesian National Defence

Forces (TNI) and the Armed Forces of the Philippines (AFP) on the PhilippinesIndonesia Military Cooperation (PHIUNDO MC) signed in Davao, Philippines on
10 December 2012:
11. To monitor and brief on the results of the activities of the Philippines-Indonesia

Joint Defense and Security Cooperation Committee (JDSCC);
12. To explore cooperative endeavors in the areas of education, research and training

between the National Defense College of the Philippines (NDCP) and the Lembaga
Ketahanan Nasional (LEMHANAS);

13. To review the 1975 Revised Border Crossing Agreement and the 1975 Border
Patrol Agreement between the Government of the Republic of Indonesia aud the
Government of the Republic of the Philippines with the objective of submitting
recommendations to the JCBC on the scope of cooperation, organization and the
terms of cooperation under the two aァイ・ュョエウセ@
C. Maritime Cooperation

14. To enhance maritime cooperation in search and rescue, safety and security, human

resource development, and infonnation exchange between relevant agencies of the
two countries, including the conclusion of .a Memorandum of Understanding

between the Indonesian Narional Search and Rescue Agency (BASARNAS) and the
Philippine Coast Guard (PCG);

D. Cooperation on Counter Terrorism and Other Transnational Crimes
15. To conduct the Joint Maritime Law Enforcement Exercises (MARLEX) between
the Indonesian National Police (JNP) and the Philippine National Police (PNP)
with a view to enhancing interoperability, information exchange and law
enforcement capabilities in preventing and combating transnational 」イ ゥュ ・ウセ@ and to
report the outcomes to the JCBC;
16. To renew the 2005 MOU between the Indonesia National Police (INP) and the
Philippine National Police (PNP) on Cooperation in Preventing and Combating
Transnational Crimes and Capacity Building;

17. To implement PHILINDO activities, especial.ly the conduct of hot pursuit along

the waters of Indonesia and the Phi lippines, thte handover of suspects and criminals
in accordance with respective national laws and regulations, and the conduct of
joint training in combating transnational crimes, and to report the outcomes to the
JCBC;

18. To implement the 2008 MOU between the National Narcotics Board (BNN) and
the Philippine Drug Enforcement Agency (PDEA) on the Establishment of Nationro-Na/ion Connectivity Against 1//icit Production and Trafficking of Narcotic
Drugs, Psychotropic Substances, and its Precursors and to report the outcome to
the JCBC;

V. TRADE, INVESTMENTS AND OTHER ECONOMIC COOPERATION
A. Bilateral Trade Relations
19. To fu lly implement the 1986 MOU on Trade, lnveslments, Handicrafts and
Shipping and to promote bilateral trade coop·eration of both countries as agreed

upon at the 6 h Meeting of the Joint Working Group of Senior Trade Officials
hosted by the Philippine Department of Trade and Industry (DTI) in 20 12; and to
promote and facilitate business-to-business contacts, as well as to encourage
business sectors from the two countries to explore the untapped potentials with a
view to further intensifying mutually beneficial trade relations;

20. To review and update the 197-1 Indonesia-Philippines Border Trade Agreement
and to report on its progress to the JCBC;

B. Trade and Investment Promotion Task Force
2 1. To expedite the establishment of the Investment Promotion Task Force (IPTF) to
fulfill the objectives of the 2011 Agreemenl between the Government vf rhe

Republic of Indonesia and the Government of the Republic of the Philippines
Concerning !he Promo/ion and Protection of Investments;
22. To immediately conclude the Terms of Reference (TOR) for the Task Force with a
view to facilitating the implementation of the 20 II Agreement between the
Government of the Republic of Indonesia and' the Government of the Republic of
the Philippines Concerning the Promotion and Protection of Investments; and to
regularly report all activities and programs covered by the Indonesia-Philippines
Trade and Investment Promotion Task Force to the JCBC;

23. To enhance the understanding of the private sector of respective trade and
investment laws, regulations and policies of both countries, including, but not

limited to exchanges of knowledge, sharing of best practices and dissemination of
relevant information;

C. Promotion of Halal Industry
24. To prioritize the promotion of both countries' halal brands in trade expos and
business missions and improve access for halal certified exports in both markets;

D. Promotion of Content and Other Industries
25. To identify and list projects/activities that are consistent with the objectives of
expanding opportunities in the multi-media sector and content industry;
26. To identify feasible projects/activities to be listed in the annual work programs
agreed by the parties such as the promotion of jpharrnaceuticals, food and beverage,
coconut oil, construction, shipping, coal and counter trade;

E. Marine and Fisheries Cooperation
27. To further the discussion on formulating a m:w Memorandum of Understanding
between the Government of the Republic of Indonesia and the Government of the
Republic of the Philippines on Murine and Fisheries Cooperation;
28. To implement activities in supp011 of efforts to combat Illegal, Unregulated and
Unreported (IUU) Fishing as stated in the 2007 Joint Ministerial Statement and the

Regional Plan ofAction (RpoA) to Promote Responsible Fishing Practices;
29. To sign and ratify the 2009 United Nations Food and Agriculture Organization
Agreement on Port State Measures to Prevent, Deter and Eliminate fllegal,
Unreported and Unregulaied Fishing, acco1rding to the prevailing laws and
regulations of both countries;
30. To intensify the implementation of commitments and cooperation arrangements
under the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security
(CTI-CFF) to achieve the goals of conserving and sustainable management of

coastal and marine resources and its related activities, including the signing and
ratification of the Agreement on the Establishment of a Regional Secretariat of
Coral Reefs, Fisheries and Food Security and to support the establishment of the
CTl-CFF Regional Secretariat in Manado, Indonesia;

F. Agriculture, Forestry and Wildlife Issues
31. To reactivate the Working Group on Agriculture as a bilateral forum to discuss
future cooperation on agriculture that focus on exchange of agricultural
technology, information on agricultural polic.ies, experts and comparative studies
between the officials of the Mini stry of Agriculture of the Republic of Indonesia
and the Department of Agriculture of the Republic of the Philippines fanners and

farmers;

32. To explore the possibility of concluding a .Memorandum of Understanding on
Agriculture Cooperation;

33. To identify and implement projects that will encourage closer government-togovernment and business-to-business linkages, particularly among plant operators
promoting coconut products and by-products;

34. To conclude a bilateral agreement on combaling cross-border wildlife poaching
and illegal wildlife trade and smuggling;
35. To revise the 197-1 Agreemenl on Forestry with a view
are relevant to present trends in forestry;

36. To share and exchange best practices in forestry management;
37. To share experiences, best practices and policy approaches rn sustainable
rehabilitation and management of mangrove resources;

G. Energy Cooperation
38. To establish a working group that will review and revise the 2001 A1emorandum of
Understanding between the Ministly of Energy and Mineral Resources of the
Republic of Indonesia and the Department of Energy of the Republic of the
Philippines on Cooperation on Long-Term Coal, Oil. and Gas Supply and
Geothermal Energy d・カャッーュョエセ@

39. To revise the title of the MoU from "Cooperation on Long-Term Coal, Oil) and
Gas Supply and Geothermal Energy Development" to "Cooperation in the field of
Energy". The areas of cooperation under the MoU are coal, oil and gas, renewable
energy, energy efficiency, and the forms of cooperation are capacity building;
transfer of technology; exchange of information, experience, best practices; and
other forms of cooperation as may be agreed by both countries;

40. To exchange information on technology and investment in the field of minerals
processing and refining;
H. Tourism, Transportation and Information

41. To program training and educational exchanges in tourism promotion and

management for tourism personnel and tour operators of both countries;
42. To implement specific activities on the conduct of sales missions and
familiarization tours;
43. To complete the review of the 2001 MOU on Tourism Cooperation, and to
formulate an implementation program for エッオイゥウュセ@
44. To expeditiously amend the 1972 Air Services Agreement with a view to enhancing
connec6vity between the two countries especially the Southern part of the
Philippines and the Eastern part of Indonesia;
45. To conclude a Memorandum of Understanding on Roll On-Roll Off (RORO)
linkages to promote connectivity (trade, investments and people-to-people
exchanges) in the BIMP-EAGA sub-regions;
46. To draw up projects that will encourage investors to maintain existing routes, as
well as initiate other routes between Mindanao and Sulawesi;
47. To propose activities that will implement the 2011 Memorandum of Understanding
befV.Ieen the municipalities of Glan, Saranggani and Parang, Maguindanao, and
Tahuna, North Sulawesi;

48. To organize business mtsswns between Glan, Saranggani, and Parang,
Maguindanao, and Tahuna and Manado;
49. To review and renegotiate the 1996 MOU on Cooperation in the Field of
Information and Communications Technology, to include broadcasting, postal
services, and digital media, and to report the pr,ogress to the JCDC;

VI. CULTURE, EDUCATION AND SPORTS COOPERATrON
50. To implement activities outlined in the Mutual Assistance in Agriculture, ICT and
Madrasah (MAIN AIM) work plan under the framework of the Memorandum of
Understanding on Basic Education;

51. To conclude the Memorandum of Understanding on Academic Cooperation
between the Ministry of National Education of the Republic of Indonesia and I he
Commission on Higher Education (CHED) ofthe Republic of the Philippines;

52. To conclude an Memorandum of Understanding on Cooperation in the Technical
Vocational Education and Training;
53. To conclude a Cultural Agreement to enhance knowledge and understanding of the
culture, arts and heritage of both 」ッオョエイゥ・ウセ@
54. To support A SEAN-led initiatives in the field of culture, arts and heritage;
55. To implement projects under the Memorandum of Understanding in Sports
Cooperation;
56. To conclude a Memorandum of Understanding on Youth Cooperation;

VII.

TWINNING COOPERATION OF CITIE:S AND PROVINCES

57. To implement projects under the agreements between Bitung and Davao as well as
Manado/Tahuna and General Santos and to urg:e Manado and Davao to renew their
sister-city agreement, in order to accelerate mutual development in trade,
investments and people-to-people exchanges;

Vlll. HEALTH COOPERATION
58. To conclude and implement a Dual Certification and Mutual Recognition
Agreements (MRAs) in the fields of medical and allied services;
59. To develop activities of technical cooperation on health under the Basic Agreement
on Economic and Technical Cooperation betrveen the Government of the Republic
of Indonesia and the Government of the Republic of Philippines, especially in
health human resources development and health in post-disasters;

IX. LABOR COOPERATION
60. To conclude a bilateral Migrant Management Plan that will promote the welfare
and protect the rights of Filipino and Indonesian migrant workers abroad;
61. To continue mutual support for the promotion and protection of the rights and
welfare of the two countries' domestic workers through the implementation of
international and regional agreements;

X. CONSULAR MATTERS
62. To conclude an Agreement on Mandatory Consular Notification and Assistance in
order to establish regular bilateral consular consultations, to effect immediate and
efficient consular assistance to distressed nationals;

63. To explore the possibility to exchange information on depOitation and repatriation
regulations and procedures to facilitate effici ent deportation/repatriation of each
other' s nationals from the host country;
64. To establish a technical working group that will study and recommend a permanent
solution to the problem of illegal entrants in both countries;
65. To conduct exploratory meetings with a view towards concluding a Transfer of
Sentenced Persons Arrangement in accordance with each country' s laws and
regulations;

XI. COOPERATION IN REGIONAL AND INTIERNATIONAL FORA
66. To intensify cooperation, coordination and mutual support in regional and
international fora, such as ASEAN, APEC, the United Nations and WTO;
67. To support the operation of ASEAN institutions such as the ASEAN Secretariat,
ASEAN Intergovernmental Commission on Human Rights (AICHR), ASEAN
Centre for Human Rights (ACHR) and ASEAN Centre for Biodiversity (ACB)
and ASEAN Institute for Peace and Reconciliation (AIPR);
68. To strengthen the implementation of the ASEAN Agreement on Disaster
Management and Emergency Response (AADMER) and its Work Programme
Phase 2 (2013-2015);
69. To sustain active participation in various ASEAN-led mar1t1me mechanisms,
especially in the ASEAN Maritime Forum and Expanded ASEAN Maritime
Forum;
70. To sustain part1c1pation in the Coordinating Committee on ASEAN Trade in
Goods Agreement (ATIGA), Coordinating Committee on Investment and ASEAN
Coordinating Committee on Services (ASEAN CCS);
71. To support the implementation of the ASEAN COST Flagship Progtammes on
Climate Change co-led by the Philippines with Vietnam and the Flagship
Programme on Open Source and Early Warning Systems led by Indonesia;
72. To support and carry out the BIMP EAGA Implementation Blue Print (2012-2016)
as well as to strengthen BIMP-EAGA programs and activities;
73. To support and strengthen the Asia Cooperation Dialogue (ACD), promoting its
objective of interdependence among Asian members in all areas of cooperation,
specifically in the field of energy security;
74. To follow-up decisions made in the I 01h and ll 1h Southwest Pacific Dialogue
(SwPD), including the development of connectivity in the Southwest Pacific subregion; and

75. To continue efforts to support each other's candidatures in regional and
international fora;
