ADDITIONAL FINANCIAL PROTOCOL
relating to the French credits for the financing
of SOEKARNO-HATTA INTERNATIONAL AIRPORT
(Phase II)
The Government of the Republic of Indonesia and
Government of the French Republic, with a view to facilitate
development of Indonesia, agreed on the following provisions.

ARTICLE I a) A maximum amount of FIVE HUNDRED MILLION FRENCH FRANCS
(500 MF) of which 150 MF for local part financing, is put at the
disposal of the Indonesian Government in the form of credits for
the financing of SOEKARNO-HATTA INTERNATIONAL AIRPORT (Phase II,
Contract II) which will be further referred to as "the PROJECT".
b) The above mentioned credits for the foreign part (ie.
350
MF) will be used for the financing of the equipment, engineering
and services for the construction of the Project, listed in the
annex of the protocol of 1985, September 11.
ARTICLE II The credits set in Article I consist of a loan from the
French Treasury to the Ministry of Finance of the Republic of
Indonesia, acting on the account of the Indonesian Government, of a
maximum of 250 MF and bankers' credits guaranteed by the French
Treasury of a maximum amount of 250 MF.
ARTICLE III The loans from the Treasury and the guaranteed bankers'
credits which are extended in conjunction with the former will be
respectively utilized in the proportion of 50 % and 50 % of the
contract.
The rights of drawing on the Treasury loan will thus be equal
to 50 % of the value of the contract.
ARTICLE IV The loans from the French Treasury mentioned in article II
are repayable in twenty-six (26) years by equal and successive
semi-annual instalments which are calculated from the date of each
drawing and bear an interest rate of 2% per annum, allowing a grace
period of ten (10) years. The interests due on the balance are
repayable at the end of each half-year.
The guaranteed bankers' credits mentioned in article II will
be redeemed in ten (10) years by twenty (20) equal and successive
semi-annual instalments, the first one falling due six months after
commissionning of the project as stipulated in the commercial
contract or in the bankers' credits agreement. The rate(s)
of
interest is(are) the current export rate(s) to which is added the
cost of credit insurance of COFACE.
An implementation agreement between the Ministry of Finance
of the Republic of Indonesia on the one hand and Credit National
acting on account of the French government and the French banks on
the other hand, will stipulate the modalities of utilization and
reimbursement of these facilities.
ARTICLE V The credit shall be utilized for the financing of contract(s)

Contractor/Engineering firm and/or French
subject to the approval of the competent French and Indonesian
authorities.

ARTICLE VI The ultimate date for the signing of the contract(s)
to be
financed under the present agreement is set at the 31st of December
of 1987.
No drawing may be made from the Treasury loans allocated

ARTICLE VII First drawing from the present protocol cannot be made before
complete utilization of the credits opened by the September 11,
1985 financial protocol.
ARTICLE VIII Any party may proceed to undertake post evaluation of the
project financed under this protocol provided the existence of a
prior information formalised by an exchange of letters between the
French Economic and Commercial Counsellor to the French Embassy in
Indonesia and BAPPENAS.
Audit results will be forwarded to the
other party.
ARTICLE IX The present agreement enters into force on the date
signature.
