  In this final project, the writer explains the communication channels that are used by Public Relations practitioners in the Local House of Representative of Surakarta.

ABSTRACT

  This final project report is written based on the job training done at the Local House of Representative of Surakarta within a month in Public Relations and Protocol Division.

  The writer did some jobs with the Public Relations Practitioners of the Local House of Representative of Surakarta by helping them in finishing their job like clipping news, attending the meeting and greeting the guest from other local government.

  The objectives of this report are to evaluate the communication channels in The Local House of Representative of Surakarta and to propose the improvement in the existing communication channels in the Local House of Representative of Surakarta (Media Relations). The media relations in the Local House of Representative of Surakarta is less effective, because the other channels (internet), it is not used properly. On part of press reception the writer propose to improve the facilities to the journalists and invite more media. On the part of internat the writer propose to improve the usa of facebook and make use of blog and twitter.

This final project report is written based on the job training done at

the Local House of Representative of Surakarta within a month in

Public Relations and Protocol Division.

The writer did some jobs with the Public Relations Practitioners of

the Local House of Representative of Surakarta by helping them in

finishing their job like clipping news, attending the meeting and

greeting the guest from other local government.

The objectives of this report are to evaluate the communication

channels in The Local House of Representative of Surakarta and to

propose the improvement in the existing communication channels

in the Local House of Representative of Surakarta (Media

Relations). The media relations in the Local House of

Representative of Surakarta is less effective, because the other

channels (internet), it is not used properly. On part of press

reception the writer propose to improve the facilities to the

journalists and invite more media. On the part of internat the writer

propose to improve the usa of facebook and make use of blog and

twitter.

CHAPTER I INTRODUCTION A. Background Communication is the action or process of communicating. People need

  communication to convey information, ideas and feelings to others; it means that communication is proces of sharing a meaning with many people.

  In Public Relations point of view, communication is very essential. Communication functions as one of the important things that is used to establish good relations and mutual understanding with others. The task of Public Relations is creating good communication between an organization and its internal public as well as external public. Internal public consists of the employees in the company.

  External public covers of costumers, press, government, other companies, etc.

  Communication is one way to maintain the image of a company and help them share their new products or their services. It is not only companies that need communication, but governmental institutions also need communication with the publics. Communication will help governmental institutions to socialize information to the publics.

  As a governmental institution, the Local House of Representative of Surakarta has to be able to establish good communication with its publics. This task is handled by Public Relations division. Public Relations division serves as a communication bridge among people in the Local House of Representative itself, between the Local House of Representative and other governmental institutions,

  

commit to user Therefore, The Local House of Representative of Surakarta needs communication channels to communicate information to the publics, especially society around Surakarta. It is mainly because the communication channels influence the success of communication.

  To know the effectiveness of communication in the Local House of Representative of Surakarta which is carried out by the Public Relations division,

  the writer did the job training activity on March 4 until 31 , 2011 in the Local House of Representative of Surakarta.

  By considering the job training activity, the writer composes the final project report entitled

  “Communication Channels in the Local House of Representative of Surakarta” B. Research objectives 1.

  To evaluate the communication channels in the Local House of Representative of Surakarta.

2. To propose the improvement in the existing communication channels in the Local House of Representative of Surakarta.

CHAPTER II LITERATURE REVIEW A. Public Relations 1. Definition of Public Relations Public Relations is well-known to people who work in big companies. There are some definitions about Public Relations. Oxford dictionary defines

  “Public Relations is the state of public relationship between an organization and the public”.

  Meanwhaile Cutlip, Center and Broom (2000: 2) state that “Public

  Relations is the management function that establishes and maintains mutually beneficial relationship between an organization and the publics on whom its success or failure depends.” Moreover, Harlow explain the definition of Public Relations in Theaker,

  

Public Relations is distinctive management function which helps

establish and maintain mutual lines of communication, understanding,

acceptance, and co-operation between an organization and its publics;

involves the management of problems or issues helps management to

keep informed on and responsive to public opinion; defines and

emphasizes the responsibility of management to serve the public

interest; helps management keep abreast of and effectively utilize

change, serving as an early warning system to help anticipate trends;

and uses research and ethical communication techniques as its

principal tools.

  (2001: 4) Seitel also explain that

  ”Public Relations is the management function which evaluates public attitudes, identify the policies and procedures of an individual or an organization with the public interest, and plans and execute a program of action to earn public understanding and acceptance. commit to user

  ” (1998:7) From some of definitions above, it can be concluded that Public Relations is the management function that establishes and maintains mutually beneficial relationship between an organization and its publics to get understanding and support.

2. The Roles of Public Relations Practitioners

  Cutlip, Center and Broom describe the types of Public Relations role in Kithcen (1997:16). The Public Relations Practitioners may fulfill: communication technician, expert prescriber, communication facilitator, and problem-solving facilitator. While Cutlip, Center and Broom give the explanation about the roles of Public Relations:

  1. Expert prescriber: in this role practitioners are regarded as expert on public relations and consequently they are seen as best qualified to handle public relations problems and identify solutions to them.

  2. Communication facilitator: in this role practitioners are cast as sensitive listeners and information brokers who act in a ‘go- between’ role, facilitating communications.

  3. Problem-solving facilitator: in this role practitioners collaborate with other managers to help define and solve organizational communication problems. Whereas the expert prescriber role implies a passive role for other manager in problem-solving process, in this role practitioners work with other managers to arrive at solution to the problems facing an organization.

4. Communication technician: in this role practitioners merely

  provide technical communication services such as writing release and features for the media, preparing and editing newsletters, and handling contacts with the media. All decisions regarding strategy and actions are taken by the dominant management coalition in which practitioners have no role and they are simply given the task of communicating about the decisions taken by this dominant coalition.

  Expert prescriber seems to be same as the role of problem-solving facilitator. From the explanation above, it can be seen that expert prescriber is different from problem-solving facilitator. As expert prescriber, Public Relations Practitioners work by themselves. While as problem-solving facilitator, Public Relations Practitioners identify and solve problems together with other managers.

B. Public Relations in Governmental Institution

  According to Cutlip and Center (1978:498), the Public Relations in governmental institution contribute to:

  1. The implementation of public society.

  2. Assisting the news media in coverage of government.

  3. Reporting to the citizenry on agency activities.

  4. Increasing the internal cohesion of the agency.

  5. Increasing the agency’s sensitivity to its publics.

  6. Mobilizations of support for the agency itself.

commit to user Public Relations Practitioners in governmental institution also have duties to give information to their internal public. (Black, 1988: 174). The aim of the Public Relations in governmental institution is similar to that of Public Relation in general; giving the information to the internal and to the external publics.

  Sam black adds that the relationships between institution and press are important to socialize the program of the institution. (1988: 175)

C. Communication

  Communication is carried out by people to socialize with others. In Public Relations, communication is very essensial in giving information from sender to the receiver to get mutual understanding. (Roslan, 1998:79)

  H. Frazier Moore also explains that Communication is

  the exchange of facts, opinions, and ideas in the business of commercial and non commercial

  organizations with their public to get mutual understanding. (2004: 86) In Public Relations, communication is devided into two which are internal communication and external communication:

  1. Internal communication

  According to H. Frazier Moore in his book entitled Humas (2005:87),

  exchange of information between the

  internal communication refers to the management of an organization and its internal public .

  Meanwhaile, Seitle (1998:9) stated that, “internal public are inside the organization: supervisors, clerk, managers, stockholders, and the board of directors.”

  The function of the internal communication is getting mutual understanding between the Public Relations officers and its institution. (Moore, 2005:87)

  2. External Communication Onong Uchjana Effendy says that external communication is the relationship between company or institution and its external public. Seitle states that “external public are those not directly connected with the organization: the press, government, educators, customers, the communit y, and suppliers.”(1998:9)

  The function of this communication is similar to the function of the internal communication, which is to get mutual understanding between company and their external public and to give information about their goods or services.

commit to user Public Relations is the bridge to communicate any information not only between an institution and its internal public but also between an institution and its external public. Communication among institutions must be maintained well. By using effective communication networks or communication channels, good communication will be established.

  Bernstein in Kristina (2006: 6) explains the form of Public Relations that relates to the communication channels. Diah Kristina says that this model functions as a check list in Public Relations plan.

  The center of the wheel is a communication plan for institution or company. The grills of communication are as channels of communication that can be used by company to reach their public. The circle of the wheel is target audiences that have been included into nine.

  The target audiences are internal (the employee or staff in a company), local (the local communities such as society, local media and local government), influence groups (the activities of group that influences into the planning of Public Relations), governments (the local and nation government that responsibility into the company on their region), the media (the local media), financial (bank or institution that relates into planning in economy of the company), trade, customers (the receiver of goods or services), and general public (everyone that is related to the company).

commit to user They are product (good or service), literature (leaflet, newsletter, brochure, and bulletin), media relation (news releases, product launching, press conference and all of facility from company to the journalist), permanent media (The sign, vehicle, uniform, letterhead that are used to apply the habit of company), personal presentation (a presentation between the employee of a company), impersonal presentation (Utilizitation of video, sponsorship, publication board and exhibition), correspondence (used letter), advertising (The function of advertising in a company to give inform to their public), and point of sale (Goods or service which are offered to the publics.). (Harrison in Kristina, 2006:26)

  The Local House of Representative of Surakarta is a governmental institution in Surakarta. As a governmental institution, The Local House of Representative of Surakarta uses communication channel to establish good relation. There are several channels which are used in The Local House of Representative of Surakarta which are, Literature, Media Relations, Personal presentation, impersonal presentation and ccorrespondence.

  Literature Literature is communication channel which is used in the Local House of Representative of Surakarta to convey information in writing form. For example, annual report, leaflet, and bulletin.

  Media Relations Media relations is one of the communication channels which is used in The Local House of Representative of Surakarta. The media relations in

  Personal presentation The personal presentation is a communication channel that is used to keep the relationship of internal communication harmonious by holding a meeting.

  Impersonal presentation.

  Impersonal Presentation is used to inform internal public by using publication board.

  Correspondence Corespondence is one of channel that is used to improve good relations between The Local House of Representative of Surakarta and other institutions by inviting other institutions to attend a meeting.

D. The Local House of Representative of Surakarta 1. History

  The Surakarta government has several institutions in many different sectors. One of the institutions is the The Local House of Representative of Surakarta (DPRD). This institution makes people’s aspiration come true. The The Local House of Representative of Surakarta was established in 1950 based on Law No.16/1950 about the capital city establishment in the East Java, Central Java, West Java and Yogyakarta.

  Fighting for Justice and Wealth of the Surakarta society in running the government and development.

  2. Increasing sensitivity and concern on problems occurring in the Surakarta society.

  3. Improving professionalism of The Legislative Council of Surakarta on its duties and functions.

  4. Building communications and partnership of The Legislative Council of Surakarta with the local government of Surakarta, society, academics, press and other media.

  5. Improving mind power, sense value, civilized attitude and beneficial works for the wealth of Surakarta society.

  3. The History of Secretariat in the Local House of Representative of Surakarta

  At the first time the Secretariat in The Local House of Representative of Surakarta was located in Jendral Sudirman street No. 2, Surakarta. But there was a fire accident in 1998, so the Secretariat in The Local House of Representative of Surakarta was moved on Adi Sucipto street, No. 143 A Jajar, Laweyan sub district, Surakarta.

  According to article 5 Law No. 6/2008, the Secretariat of the Local House of Representativeis a staff which is given by Local Government to The Local House of Representative to support The Local House of Representative of Surakarta in implementing their duties and responsibilities. The secretariat is headed by secretary of Legislative Council that has a responsibility to the head of The Local House of Representativeand the mayor of Surakarta.   1. Secretary The Secretary has tasks to execute secretarial administration, financial administration, to support the task accomplishment and functions of the Local

  House of Representative, and also to provide and coordinate experts needed by the Local House of Representative of Surakarta being adjusted to the financial affordance of the local government.

  2. Legislation The task of this division is to execute the preparations for the administration arrangement and service in a meeting, regulation arrangement and evaluation and regulation reports.

  3. Finance The finance division has duties to do preparations on executing and serving administration in the fields of planning and budgeting, accountancy and inventory to support the tasks and functions of the Local House of Representative of Surakarta.

CHAPTER III DISCUSSCION A. Discussion 1. Public Relations Division in The Local House of Representative of Surakarta Public Relations Division has to be able to communicate among the

  management of the institution and to give the information about the Local House of Representative of Surakarta.

  There are some job descriptions of Public Relations in The Local House of Representative of Surakarta, as follows: a.

  Building a good relationship between institutions Public Relations in the Local House of Representative of Surakarta create good relations with the other government institutions by inviting them to attend annual meeting.

  b.

  Accommodating the society aspirations Giving the solution is one of the Local House of Representative of Surakarta

  ’s missions. Public Relations Practitioners functions as a bridge of communication between the society and the Local House of Representative. This division is accomodating the society aspirations or problems. The society gives report to the Public Relations Prctitioners.

  Then, the Local House of Representative tries to find out the solutions about the problems faced by the society.

  Preparing official journey Another task of Public Relations division in the Local House of Representative of Surakarta is preparing the official journey in order to make the official journey run well.

  Clipping the news Making clipping from some local newspapers such as, Suara Merdeka,

  

Kompas, Republika, Solopos, Jawa Pos, Joglo Semar, and Kedaulatan

Rakyat which is used to measure the succes of Public Relations jobs.

  Making press reception By using press reception the Local House of Representative of Surakarta improve good relations in patnership among government, press, and society. The function of press reception is to give information directly to the journalists.

  g.

  Making a bulletin Bulletin is made by Public Relations to be a communication that is given to the other local governments. This bulletin explains about Surakarta such as, tourism resort, culture, etc.

  Holding a meeting

  commit to user Holding a meeting in the Local House of Representative of Surakarta is a duty of Public Relations. In this task, Public Relations Division prepares everything which is related to the meeting. i.

  Greeting the guest from other local government There are some guests from other local governments every week. In this task, the Public Relations Practitioners in the Local House of Representative of Surakarta have duties to greet them.

2. Communication Channel in The Local House of Representative of Surakarta

  As a government institution, The Local House of Representative of Surakarta uses communication channel to convey information to their publics. The communication channel that is used in The Local House of Representativeare Literature, Media Relations, Personal Presentation, Impersonal Presentation, and Correspondence.

  A.

  Literature Literature is a communication channel which is used in the Local House of Representative of Surakarta. It is a writing communication form.

  The example of literature which is used in the Local House of Representative of Surakarta is annual report and bulletin.

meeting is used to evaluate the achievement in the previous year and to

explain the work plan in the next years.

  Bulletin is one of the forms of communication that is given to the other local governments. In the bulletin, Public Relations Practitioners in the Local House of Representative of Surakarta explains about cultures, tourism resorts and the government activities of Surakarta.
