67 In the next steps, the pollution data can be calculated by a certain method and formulation before comparing to the quality standard Government Regulation: Ministry Degree. If the data ambient and outlet is less than quality standard, it means that the environment still has tolerable pollution level in the Ranking terminology: Blue Green grade. Otherwise, outlet data have black or red grade industrial pollution indicators and from ambient data the impact to environment would be determined. Starting from this condition, the monitoring and control activities can be created, such as law and enforcement, compliance, installation of water treatment plan, cleaner production implementation, improving processing technology and so on. On the other hand, the government has the capability also for fitting the river class A, B, C, etc. according to capacity of the river within the certain criteriaregulation. In this research, if the condition of the river is still good accepted by stakeholders, it means that the river segment can receive the industrial wastewater disposal. If the result is fair then some criteria and regulations are needed. It should be carefully related to wastewater disposal where, type of industry and importance. If the condition of the river is bad, the government should provide with some protection programs. It’s a really monitoring function by the government and the final goal of this research. Generally, the government needs a high quality spatial information to support their planning, especially to monitor the industry and also the environmental protection program.

4.7 Capabilities of the System Prototype

Currently, IWMS prototype is built in a standalone platform. The prototype has At least 13 capability to support the decision in environmental management Figure 22, e.g.: 68 1 Visualization of Industry. Sometimes this information is needed by spatial to know the industrial sites exactly, whether it is suitable or not related to the land use in term of Regional Planning. It is needed therefore in the spatial analysis, the equilibrium of carrying capacity of resource and environments were considered. When the situation unsuitable, then the government should do relocation or other decision of changing. 2 Visualization of Monitoring Site. This information is needed to know the representative level of monitoring site in term of regional representation related to the analysis of environmental status. The representation of monitoring site is needed to improve the quality of regional analysis. It has consequent to the increasing of cost and other resource, especially in term of increasing the number of laboratory analysis. 3 Comparing the Chart Pattern. The time series data of river water quality ambient data and industrial waste water effluent data can be used to analyze the similarity of chart pattern. When the chart pattern is different, although in the same of time frame relatively, then further field investigation is need needed to verify the industrial data. 4 Identifying Polluted Industry. The comparison between the measurement of industrial waste water and waste water quality standard, some parameters of industry which have higher value than quality standard will be known. Therefore, identification of polluted industry can be provided. 5 Identifying Polluted River. The polluted river can be identified using two methods, e.g. Storet and Pollution Index. Both of them need comparing to the water quality standard according to the Government Regulation PP 822001. Each method has some criteria and range of value which is different each other. But, the classification of river water quality status has similar decision, such as heavy polluted, moderate, light polluted and unpolluted good. 69 Figure 22 . Diagram of System Capabilities 70 6 Findings of Industrial Compliance Level. According to the industrial monitoring, especially in term of industrial statement of compliance, there are several points of statement which can be evaluated by official government who has to supervise and to control the industrial activities directly. IWMS can evaluate the final result of compliance in percentage. When the percent of compliance is still low, then the intensive supervision and guiding is needed. This monitoring result can also be used to apply the reward and punishment. 7 Findings of the Priority Scale of River. Some information about priority scale of river according to people’s opinion stakeholder side can be found from analysis using Fuzzy Logic. The result can be used as the second opinion for decision maker to decide the high priority of river. This opinion is needed to couter the weaknesses of measurement result, such as human or instrument error, measurement in rainy season etc. For instance, among five of most polluted rivers as a result of implementation of two methods e.g. Storet and IP, then Fuzzy Analysis can decide a good alternative of sequences of polluted river with α-cut value. 8 Storing of Environmental Problems. When some environmental problems occur, then the government should have a quick responses and control the situation soon. IWMS can provide the detailed information of environmental problems, kind of treatment and stakeholder information related to these cases. 9 Findings of the Potential of Polluted Industry. The indication of potential polluted industry can be estimated using IWMS spatial analysis. By inputting a certain distanceradius in km from monitoring site, then the potential polluted industries can be viewed. This result based on the map scale and altitude of the industrial site must be higher than monitoring site position. Further investigation is needed to make sure a certain polluted industries which has contribution of pollution significantly. 71 10 Water Management Intake or Exploration. Most of industrial activities need supporting of water resources. Generally, industries have Water Intake License SIPA. Related to the water intake or exploration, the government need to monitor the water intakeexploration based on the quota as printed in the license document. Without a good monitoring, the deposits of water will decrease uncontrollable. 11 Reward and Punishment based on Possessing of License. Generally, the industry has license document, but in reality, most of industries do not have the complete license document. Therefore, the license document should be recorded by IWMS as monitoring supports. 12 Reward and Punishment based on Possessing of Environmental Document. The environmental document can be recorded by IWMS. The complete of environmental document indicates the level of industrial compliance. It can be used for industrial monitoring and supervision, especially related to giving reward and punishment. 13 Estimation of BOD Potential sources. BOD source can be estimated using distribution approach of population. According to the Water Research Centre Puslitbang Air in Bandung, there is different value of BOD source among rural and urban area. Rural area has BOD conversion about 25 mglpersonday, while for urban area about 45 mglpersonday. The value can be cited as reference in BOD source estimation. 72
