The main purpose of learning technology is to identify and solve learning problems. Problemsolving learning is very important because it is associated with increased quality of learning.
Given the quality of learning process will produce qualified human resources.
One of the real contribution that can be shown to the field of Learning Technology is the
provision of learning resources through the development activities (development). Meanwhile,
based on observations in the field, learning Course Development Media Video / TV on S1
Tenologi Education Studies Program - Faculty of Education (FIP ) State University of Surabaya
yet available learning materials specially designed (by design) for learning.Learning materials
used are still limited to print media in the form of textbooks and general video programs (by
utilization). Therefore, it is necessary to design and develop learning materials, one of them in
the form of interactive multimedia learning
Multimedia learning is developed by loading the components of learning materials based on the
study of learning technology, in hopes of optimizing the learning process and facilitate students
in learning, because by using the learning materials developed allows students to learn actively
and independently.

In developing the design of learning we need a model of learning development in accordance
with the characteristics of the content developed. Model development of multimedia interactive
learning courses on development of video using the model of Kemp and Dayton, where the steps
in the development of instructional media to go through 9 steps, namely determining: (1) an idea
or a general purpose learning, (2) specific learning goals, ( 3) characteristics of the audience, (4)
content of the materials (content outline), (5) treatment, (6) storyboards, (7) script (script), (8)
developing, editing, and mixing, and (9) testing and Revising .This model is arranged in
sequence and systematically so easy to follow in the development of instructional media.
Based on expert review and field testing of the product of this learning video medium, it can be
concluded: (1) This program could be used because one part of a strategy to achieve learning
goals at the Media Development Course Video / TV, (2) learning by using multimedia interactive
as one part of the learning content delivery strategy has appeal for students to learn.
