Pengaruh Iklim Organisasi dan Motivasi terhadap Kinerja Dokter dalam Pengisian Rekam Medis di Rumah Sakit Bhayangkara Tingkat II Medan

ABSTRAK

Rekam medis yang lengkap dan legal merupakan ciri yang mencerminkan
mutu pelayanan medis yang baik kepada pasien. Berdasarkan survei pendahuluan di
Rumah Sakit Bhayangkara Tingkat II Medan ditemukan persentase ketidaklengkapan
pengisian rekam medis oleh dokter sebesar 70%. Ketidaklengkapan pengisian rekam
medis sebagian besar pada pengisian diagnosa, kolom tanda tangan dan resume hasil
diagnosa pasien.
Penelitian ini bertujuan untuk menganalisis pengaruh iklim organisasi dan
motivasi terhadap kinerja dokter dalam pengisian rekam medis di Rumah Sakit
Bhayangkara Tingkat II Medan. Jenis penelitian survei explanatory. Penelitian ini
dilaksanakan bulan Agustus sampai dengan Desember 2011. Populasi adalah seluruh
dokter sebanyak 35 orang dan seluruh populasi dijadikan sampel. Data diperoleh
dengan wawancara dan observasi menggunakan kuesioner, dianalisis dengan regresi
berganda pada pengujian α=0.05.
Hasil penelitian menunjukkan bahwa secara statistik variabel iklim organisasi
dan motivasi berpengaruh signifikan terhadap kinerja dokter dalam pengisian rekam
medis di Rumah Sakit Bhayangkara Tingkat II Medan. Variabel iklim organisasi
berpengaruh lebih besar terhadap kinerja dokter dalam pengisian rekam medis.
Disarankan kepada manajemen Rumah Sakit Bhayangkara Tingkat II Medan
untuk: (1) mengupayakan iklim organisasi yang nyaman dan mampu secara aktual

memenuhi kebutuhan dokter karir polisi dan non polisi, sehingga penerapan fungsi
manajemen dan fungsi kepemimpinan lebih optimal serta memberikan insentif non
finansial berupa penghargaan dalam bentuk perhatian secara personal, pujian atau
bahkan pemberian reward bagi yang berprestasi, (2) mengupayakan kebijakan tentang
pemberian sanksi disiplin (punishment) sesuai aturan dan menanamkan rasa tanggung
jawab melalui pendekatan persuasif mulai dari peringatan sampai sanksi berat bagi
yang tidak melaksanakan pengisian rekam medis serta memberikan apresisiasi atas
kinerja yang telah dicapai, (3) mengaktifkan peran komite medis secara terus menerus
untuk mengevaluasi hasil pelaksanaan pengisian rekam medis, dan (4) mengupayakan
SOP (Standard Operating Procedures) tentang rekam medis.

ABSTRACT

The complete medical records and legal is characteristic that reflects the
good quality of medical services to patients. Based on preliminary survey at the
Bhayangkara Hospital region II Medan, found the percentage of the incompleteness

of medical records filling by doctors as much as 70%. Filling incompleteness of
medical records are mostly found in the diagnosis field, the signature field, and
diagnosis of patients field.
The purpose of this explanatory survey was to analyze the influence of
organizational climate and motivation on the performance of doctors in filing
medical records at the Bhayangkara Hospital region II Medan. This research was
conducted in August until December 2011. The population of this study were all of
the 35 doctors and all of them were selected to be sample. The data for this study
were obtained through interviews and observation based on the questionnaire. The
data obtained were analyzed through multiple regression test at α = 5%.
The result of this study showed that statistically the organizational climate
and motivation variables had significantly influence on the performance of doctors in
filling of medical records at Bhayangkara Hospital region II Medan. Organizational
climate variables was the greater influence on the performance of doctors in filling of
medical records.
It is recommended to management Bhayangkara Hospital region II Medan to:
(1) create a comfortable climate of the organization and be able to actually meet the
needs of doctors police careers and non-police careers, and to provide non-financial
incentives in an award form, personal attention, compliments or even giving rewards
for high achievers, (2) efforts a policy about disciplinary sanctions (punishment) by

the rules and infuse a sense of responsibility through persuasive approaches ranging
from warnings to severe of sanctions for those who not implement the filling of
medical, (3) activate the role of continuous medical committee for evaluating the
results of the implementation of filling medical records, and (4) pursue the SOP
(Standard Operating Procedures) of medical records.
