Pembangunan adalah proses perwujudan cita-cita negara untuk mewujudkan masyarakat yang
makmur dan sejahtera secara merata diseluruh wilayah Indonesia, namun demikian
pembangunan yang menjadi dasar terwujudnya masyarakat makmur dan sejahtera belumlah bisa
dinikmati secara merata oleh seluruh rakyat Indonesia karena berbagai faktor penyebab dimana
salah satu faktornya adalah faktor geografis. Penelitian ini bertujuan untuk mengetahui bimana
implementasi perencanaan partisipatif dalam mewujudkan pembangunan desa dan mengetahui
bagaimana kelibatan masyarakat dalam perencanaan pembangunan di Desa Dolok Merawan.
Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif.
Informan kunci sebanyak 7 responden dan informan tambahan sebanyak 20 responden. Hasil
penelitian ini menunjukkan bahwa perencanaan partisipatif sudah dipahami oleh masyarakat
Desa Dolok Merawan. Masyarakat Desa Dolok Merawan telah menyadari bahwa pentingnya
partisipasi masyarakat untuk pembangunan, bukan hanya tangan pemerintahan desa saja, tetapi
kebersamaan.

Development is the embodiment of the ideals of the country to create a society that is prosperous
evenly throughout the territory of Indonesia, however, the construction on which the
establishment of the community and prosperous is not yet able to be enjoyed equally by all
people of Indonesia because of the various factors which one factor is geographic factors. This
study aims to determine bimana implementation of participatory planning in achieving rural
development and know how complicity communities in development planning in the village
Dolok Merawan. This type of research is descriptive research with a qualitative approach. The
key informant as much as 7 additional respondents and informants as much as 20 respondents.
The results of this study indicate that participatory planning has been understood by the people
of the village of Dolok Merawan. Village Community Dolok Merawan have realized that the
importance of community participation for development, not only the hands of the village
administration alone, but together.
