  T h e a i m c f r h i s s t u d y i s t o e x a m i n e t h e d i r e c t a r i d i n d i r e c t

  e f f e c t o f t a x f a i r n e s s , e t h i c a l a t t i t u d e s a n d c o m m i t m e n t o n t a x p a y e r c o m p l i a n c e b e h a v i o r . T h i s s t u d y w a s c o n d u c t e d in S u r a b a y a , E a s t J a v a . T h e r e s p o n d e n t s o f t h e s t u d y a r e i n d i v i d u a l t a x p a y e r w o r k i n g in s e r v i c e i n d u s t r i e s . S t u d i e s in t a x f a i r n e s s a n d its i n f l u e n c e t o c o m p l i a n c e b e h a v i o r h a v e b e e n d o n e b y B r a d l e y ( 1 9 9 4 ) . H i s f i n d i n g s s h o w t h a t t a x e v a s i o n i n c r e a s e d , a s t h e p e r c e n t a g e o f t a x p a y e r s c o n s i d e r i n g t a x e s u n f a i r . ‘ P e r c e p t i o n o f f a i r n e s s c a n a l s o c r e a t e e t h i c a l a t t i t u d e s a m o n g t a x p a y e r s , t h i c s i n v o l v e s m o r a l i s s u e s a n d c h o i c e s a n d d e a l s w i t h r i g h t a n d w r o n g b e h a v i o r . E t h i c a l a t t i t u d e s a r e a f f e c t e d b y i n t e r n a l a n d e x t e r n a l f o r c e s ( L u t h a n s , 2 0 0 2 ) . I t is n o w r e a l i z e d t h a t n o t o n l y i n d i v i d u a l s a n d g r o u p s b u t a l s o a n u m b e r o f r e l e v a n t f a c t o r f r o m t h e c u l t u r a l , o r g a n i z a t i o n a l a n d e x t e r n a l e n v i r o n m e n t d e t e r m i n e e t h i c a l b e h a v i o r . T h e e x t e r n a l f o r c e s h a v i n g a n i m p a c t o n e t h i c a l b e h a v i o r i n c l u d e p o l i t i c a l , l e g a l , e c o n o m i c , a n d i n t e r n a t i o n a l d e v e l o p m e n t s .   A n i n d i v i d u a l c a n u s e d i f f e r e n t c r i t e r i a in m a k i n g e t h i c a l c h o i c e s . O n e o f t h e c r i t e r i a is to f o c u s o n j u s t i c e o r f a i r n e s s ( R o b b i n s , 2 0 0 1 : 1 4 4 ) . F a i n e s s is s e e n a s a f u n d a m e n t a l h u m a n r i g h t in s o c i a l , e c o n o m i c a n d a c a d e m i c o r g a n i z a t i o n s . S i n c e p e r c e p t i o n is r e a l i t y t o a f f e c t e d i n d i v i d u a l s , f a i r n e s s c a n p o w e r f u l l y i n f l u e n c e p e r s o n a l b e h a v i o r ( H e n r i d o n , 1 9 9 2 ) . F a i r n e s s is p e r c e i v e d a s a b a s i c e n t i t l e m e n t , c o n s e q u e n t l y , i n s t a n c e s o f p e r c e i v e d u n f a i r n e s s c o u l d p r o d u c e i n t e n s e p e r s o n a l e m o t i o n s .

  T a x f a i r n e s s e n c o m p a s s e s a t l e a s t tw o d i f f e r e n t d i m e n s i o n s ( J a c k s o n a n d M i l l i r o n , 1 9 8 6 ) . O n e d i m e n s i o n s a p p e a r s to i n v o l v e th e e q u i t y o f t r a d e - t h e b e n e f i t s r e c e i v e d f o r t h e t a x r u p i a h s g i v e n . T h e o t h e r d i m e n s i o n a p p e a r s t o i n v o l v e t h e e q u i t y o f t h e t a x p a y e r ’s b u r d e n in r e f e r e n c e to t h e o t h e r i n d i v i d u a l s ( t a x p a y e r s ’ p e r c e p t i o n s o f t h e h o r i z o n t a l a n d v e r t i c a l e q u i t y o f t h e t a x s y s t e m ) . I n th e o t h e r w o r d s , t a x l i a b i l y a m o n g t a x p a y e r s s h o u l d b e c o n s i s t e n t w i t h t h e a b i l i t y t o p a y .
