Pengaruh Sumber Daya Organisasi Terhadap Kesiapsiagaan Petugas Badan Penanggulangan Bencana Daerah (Bpbd) Kota Langsa Menghadapi Bencana Di Kota Langsa

ABSTRAK

Ancaman bahaya bencana alam di Aceh masih sering terjadi, sehingga perlu
dilakukan berbagai upaya untuk meminimalisir dampaknya. Salah satunya adalah
dengan meningkatkan kesiapsiagaan dalam menghadapi bencana. BPBD selaku
penyelenggara penanggulangan bencana di daerah yang meliputi tahap pra bencana,
tanggap darurat, dan pasca bencana dituntut memiliki kesiapsiagaan yang tinggi.
Penelitian ini bertujuan untuk menganalisis pengaruh sumber daya organisasi
meliputi personil, sarana dan dana terhadap kesiapsiagaan petugas Badan
Penanggulangan Bencana Daerah (BPBD) Kota Langsa dalam menghadapi bencana
di Kota Langsa
Penelitian ini menggunakan penelitian survei dengan pendekatan explanatory
research, dengan tujuan menjelaskan hubungan kausal antara variabel-variabel
melalui pengujian hipotesa. Sampel penelitian ini adalah seluruh petugas Badan
Penanggulangan Bencana Daerah (BPBD) Kota Langsa berjumlah 31 orang. Analisis
data dilakukan dengan uji regresi linear berganda.
Variabel personil (p=0,001), sarana (p=0,000) dan dana (p=0,000)
berpengaruh terhadap kesiapsiagaan petugas dalam menghadapi bencana. Variabel
sarana merupakan variabel yang paling dominan mempengaruhi kesiapsiagaan
petugas dalam menghadapi bencana dibandingkan dengan variabel personil dan dana
BPBD Kota Langsa harus dapat memprediksi kebutuhan sarana medis dan

sarana pendukung lainnya saat terjadi bencana agar tidak mengalami kekurangan
dalam mengatasi bencana yang datang. BPBD juga harus melaksanakan pelatihan
secara berkala bagi personil untuk meningkatkan kualitas personil dalam menghadapi
bencana.

ABSTRACT

Menacing danger of disaster in Aceh still frequently occurs so that various
attempts are made to minimize its impact. One of them is by increasing preparedness
and complete alertness in facing it. BPBD (Regional Disaster Mitigation Board) as
the agency which handles disaster in local areas includes pre-disaster, emergency
response, and post-disaster, is demanded to have full preparedness and complete
alertness. The objective of the research was to analyze the influence of organizational
resources which included personnel, facility and infrastructure, and funds on the
preparedness and complete alertness of BPBD personnel at Langsa in facing disaster
at Langsa.
The research was a survey with explanatory research method which was
aimed to explain the causality among the variables through hypothesis testing. The

samples were all 31 BPBD personnel at Langsa. The data were analyzed by using
multiple linear regression analysis.
It was found that there was the influence of the variables of personnel (p =
0.001), facility (p = 0.000), and funds (p = 0.000) on personnel’s preparedness and
complete alertness in facing disaster. The variable of facility had the most dominant
influence on personnel’s preparedness and complete alertness in facing disaster.
It is recommended that the management of BPBD of Langsa predict the need
for medical facility and the other enabling facility when disaster occurs so that they
will not lack of them in facing disaster. The management of BPBD should also
provide training regularly for the personnel in order to increase the quality of the
personnel in facing disaster.
