MEMORANDUM SALING PENGERTIAN
ANTARA
DEPARTEMEN LUAR NEGERI REPUBLIK INDONESIA
DAN
KEMENTERIAN LUAR NEGERI, PERDAGANGAN
INTERNASIONAL DAN AGAMA .REPUBLIK ARGENTINA
UNTUK KERJASAMA PENDIDIKAN DAN PELATIHAN DIPLOMATIK
Departemen Luar Negeri Republik Indonesia dan Kementerian Luar Negeri, Perdagangan
Internasional dan Agama Republik Argentina selanjutnya disebut "Para Pihak";
BERHASRAT memperkuat hubungan bilateral yang bersahabat yang ada melalui kerjasama
yang lebih erat di bidang pendidikan dan pelatihan antara Para Pihak;
MENIMBANG kebutuhan untuk mengembangkan dan memajukan kerjasama pendidikan dan
pelatihan sebagaimana juga kerjasama antara lembaga diplomatik Kedua Pihak;
SESUAI dengan hukum dan peraturan perundang-undangan yang berlaku di kedua negara;
TELAH DICAPAI KESEPAHAMAN SEBAGAI BERIKUT:
Pasall
TUJUAN
Tujuan dari Memorandum Saling Pengertian ini selanjutnya disebut sebagai "MoU" adalah
untuk:
(1) Memberikan kerangka bagi kerjasama di bidang pendidikan dan pelatihan bagi para
diplomat dari kedua negara. Kerjasama demikian tidak akan dilakukan atas dasar
pertimbangan komersial;
(2) Menciptakan kondisi untuk memelihara hubungan yang tetap dan kerjasama antara
lembaga diplomatik dari Para Pihak;
(3) Meningkatkan pengembangan sumber daya manusia bagi para diplomat dari kedua
negara.
Pasal 2
BIDANG KERJASAMA
Bidang kerjasama di bawah MoU ini dapat terdiri dari:
(1) Pertukaran informasi kurikulum kursus diplomatik, program pelatihan, seminar-seminar
dan kegiatan akademik lainnya mengenai isu-isu yang menyangkut kepentingan bersama;
(2) Pertukaran bahan publikasi dan bahan cetakan lainnya yang diterbitkan oleh Para Pihak
atau lembaga-lembaga lainnya di negaranya masing-masing di bidang kebijakan luar
negeri, hubungan internasional, hukum internasional, masalah-masalah ekonomi
internasional, ilmu pengetahuan politik atau bidang-bidang lain mengenai kepentingan
bersama;
(3) Pertukaran para dosen dengan maksud untuk saling menukar pengetahuan dan
pengalaman masing-masing dengan para dosen dan siswa dari Para Pihak;
( 4) Pertukaran para pejabat atau siswa untuk bel ajar lebih lanjut kursus tertentu mengenai
topik yang menyangkut kepentingan bersama seperti linguistik, kebudayaan, sistem politik
dan ekonomi dan kebijakan luar negeri dari salah satu Pihak di lembaga diplomatiknya
atau di lembaga pendidikan dari Para Pihak yang disetujui oleh kedua belah pihak;
Pasal 3
LEMBAGA PELAKSANA
(1) Departemen Luar Negeri Indonesia menunjuk Pusat Pendidikan dan Pelatihan Departemen
Luar Negeri Republik Indonesia sebagai Pelaksana yang bertanggung jawab untuk
melaksanakan MoU ini;
(2) Kementerian Luar Negeri 1 Perdagangan Internasional dan Agama Republik Argentina
menunjuk Lembaga Kedinasan Luar Negeri dari Negara (Instituto del Servicio Exterior de
Ia Naci6n) sebagai Pelaksana yang bertanggung jawab untuk pelaksanaan MoU ini;
Pasal4
PELAKSANAAN
(1) Para Pihak mengadakan konsultasi secara periodik bilamana dianggap perlu dalam
pelaksanaan MoU ini;
(2) Untuk pelaksanaan MoU ini 1 Para Pihak akan mendirikan suatu kelompok kerja bersama
untuk menyusun prosedur, rencana dan program kerjasama yang direkomendasikan
dengan maksud untuk mencapai tujuan dari program;
(3) Pengaturan keuangan dan administrasi dari program tersebut di atas dan programprogram bersama lainnya yang disetujui dan dibuat berdasarkan MoU ini akan ditentukan
oleh Para Pihak atas dasar kasus per kasus bagi pelaksanaannya;
Pasal 5
PENYELESAIAN PERSELISIHAN
Setiap perselisihan antara Para Pihak berkaitan dengan penafsiran danjatau pelaksanaan MoU
ini diselesaikan secara bersahabat melalui konsultasi-konsultasi dan perundinganperundingan.
Pasal6
PERU BAHAN
MoU ini dapat ditinjau atau diubah kembali setiap waktu atas kesepakatan bersama oleh Para
Pihak. Peninjauan kembali atau perubahan-perubahan tersebut akan mulai berlaku pada
tanggal sebagaimana yang ditentukan Para Pihak dan akan menjadJ bagian yang tak
terpisahkan dari MoU ini.

CAPACITACION EN DIPLOMACIA
El Ministerio de Relaciones Exteriores, Comercio Internacional y Culto de Ia Republica
Argentina y el Departamento de Relaciones Exteriores de Ia Republica de Indonesia, en
adelante denominados "las Partes";
DESEOSOS de fortalecer las relaciones de amistad bilaterales a traves de una mayor
cooperacion en el campo de Ia educacion y Ia capacitacion entre las Partes;
CONSIDERANDO Ia necesidad de desarrollar y promover Ia cooperacion en educacion y
capacitacion asf como tambien Ia cooperacion entre los institutes diplomaticos de las Partes;
DE CONFORMIDAD con las leyes y reglamentaciones vigentes en los dos pafses;
HAN ACORDADO LO SIGUIENTE:
Articulo 1
OBJETIVOS
Los objetivos del Memorandum de Entendimiento, en adelante denominado el "ME", son
para:
(1) Proporcionar un marco para Ia cooperacion en el area de Ia educacion y Ia capacitacion
para diplomaticos de ambos pafses. Dicha cooperacion no estara dirigida par ningun tipo
de consideracion comercial;
(2) Crear condiciones para mantener los contactos y Ia cooperacion entre los institutes
diplomaticos de las Partes en forma regular;
(3) Promover el desarrollo de los recursos humanos para los diplomaticos de ambos pafses.
Articulo 2
AREA DE COOPERACION
El area de cooperaci6n de conformidad con el presente ME podra consistir en:
(1) El intercambio de informacion relativa a los planes de estudio de los curses, programas
de capacitaci6n, seminaries y otras actividades academicas sabre temas de interes
comun relacionados con Ia diplomacia;
(2)
El intercambio de publicaciones y demas material impreso publicado par las Partes u
otras instituciones en sus respectivos pafses en el area de polftica exterior, relaciones
internacionales, derecho internacional, relaciones economicas internacionales, ciencias
polfticas y otras materias de interes comun;
(3) El intercambio de conferencias con el fin de compartir sus conocimientos y experiencia
respectivos con oradores y estudiantes de Ia otra Parte;
(4) El intercambio de funcionarios o estudiantes para cursar en profundidad materias de
interes mutuo, como lingUistica y sistemas cultural, politico y econ6mico y polltica
exterior de Ia otra Parte, en el i11stituto diplomatico de esa Parte o en las instituciones
educacionales de las Partes que ambas acuerden.
Articulo 3
ORGANISMOS EJECUTORES
(1) El Ministerio de Relaciones Exteriores, Comercio Internacional y Culto de Ia Republica
Argentina designa al Institute del Servicio Exterior de Ia Naci6n como Organismo Ejecutor
responsable de Ia implementaci6n del presente ME.
(2) El Departamento de Relaciones Exteriores de Ia Republica de Indonesia designa al Centro
de Educaci6n y Capacitaci6n del Departamento de Relaciones Exteriores de Ia Republica
de Indonesia como Organismo Ejecutor responsable de Ia implementaci6n del presente
ME.
Articulo 4
IMPLEMENTACIONES
(1) Las Partes realizarim peri6dicamente las consultas que sean necesarias para Ia
implementaci6n del presente ME.
(2) Para Ia implementaci6n del presente ME, las Partes formaran un grupo de trabajo
conjunto para elaborar los procedimientos, planes y programas recomendados de
cooperaci6n con el fin de lograr los objetivos de los programas.
(3) Los acuerdos financieros y administrativos de los programas antes mencionados y otros
programas acordados mutuamente de conformidad con el presente ME seran
determinados por las Partes para su implementaci6n en base a cada caso.
Articulo 5
SOLUCION DE CONTROVERSIAS
Cualquier controversia entre las Partes que surja de Ia interpretacion yjo implementaci6n del
presente ME sera solucionada amistosamente mediante consultas y negociaciones.
Articulo 6
MODIFICACIONES
El presente ME podra ser revisado o modificado en cualquier momenta por mutuo
consentimiento de las Partes. Dichas revisiones o modificaciones entraran en vigor en Ia
fecha en que las Partes lo determinen y formaran parte integral del presente ME.

OF THE ARGENTINE REPUBLIC
FOR COOPERATION ON DIPLOMATIC EDUCATION AND TRAINING
The Department of Foreign Affairs of the Republic of Indonesia and the Ministry of Foreign
Affairs, International Trade and Worship of the Argentine Republic hereinafter referred to as
"the Parties";
DESIRING to strengthen the existing friendly bilateral relations through closer cooperation in
the field of education and training between the Parties;
CONSIDERING the need to develop and foster education and training cooperation as well as
cooperation between the diplomatic institutions of the Parties;
PURSUANT to the prevailing laws and regulations of the two countries;
HAVE REACHED THE FOLLOWING UNDERSTANDING:
Article 1
OBJECTIVES
The objectives of the Memorandum of Understanding hereinafter referred to as the "MoU" are
to:
(1) Provide a framework for cooperation in the field of education and training for the diplomats
of both countries. Such cooperation shall not be guided by any commercial consideration;
(2) Create conditions for maintaining regular contacts and cooperation between the diplomatic
institutions of the Parties;
(3) Promote human resources development for the diplomats of both countries.
Article 2
AREA OF COOPERATION
The area of cooperation under this MoU may consist of:
(1) Exchange of information of the curricula of diplomatic courses, training programs, seminars
and other academic activities on issues of common interest;
(2) Exchange of publications and other printed materials published by the Parties or other
institutions in their respective countries in the field of foreign policy, international relations,
international law, international economic affairs, political sciences or other subjects of
common interest;
(3) Exchange of lecturers with a view to sharing their respective knowledge and experience
with lecturers and students of the other Party;
(4) Exchange of officials or students to further study certain courses on topics of mutual
interest such as linguistics, cultural, political and economic systems and foreign policies of
the other Party at the Party's diplomatic institution or at the educational institutions of the
Parties that both side agreed.
Article 3
EXECUTING AGENCIES
(1) The ·Department of Foreign Affairs of the Republic of Indonesia designates the Centre for
Education and Training of the Department of Foreign Affairs of the Republic of Indonesia as
the Executing Agency that is responsible for the implementation of this MoU;
(2) The Ministry of Foreign Affairs, International Trade and Worship of the Argentine Republic
designates the National Foreign Service Institute (Institute del Servicio Exterior de Ia
Naci6n) as the Executing Agency that is responsible for the implementation of this MoU.
Article 4
IMPLEMENTATIONS
(1) The Parties shall hold periodical consultations as deemed necessary in implementing this
MoU.
(2) For the implementation of this MoU, the Parties shall establish a joint working group to
draw up the procedures, plans and recommended programs of cooperation with a view to
achieving the objectives of the programs;
(3) The financial and administrative arrangements of the above mentioned programs and other
mutually agreed-upon programs made under this MoU shall be determined by the Parties
on a case-by-case basis for their implementation.
Article 5
SETTLEMENT OF DISPUTE
Any disputes between the Parties concerning the interpretation and/or implementation of this
MoU shall be settled amicably through consultations and negotiations.
Article 6
AMENDMENT
This MoU can be reviewed or amended at any time by mutual consent by the Parties. Such
revisions or amendments shall enter into force on such date as may be determined by the
Parties and shall form an integral part of this MoU.

IMPLEMENTATIONS
(1) The Parties shall hold periodical consultations as deemed necessary in implementing this
MoU.
(2) For the implementation of this MoU, the Parties shall establish a joint working group to
draw up the procedures, plans and recommended programs of cooperation with a view to
achieving the objectives of the programs;
(3) The financial and administrative arrangements of the above mentioned programs and other
mutually agreed-upon programs made under this MoU shall be determined by the Parties
on a case-by-case basis for their implementation.
Article 5
SETTLEMENT OF DISPUTE
Any disputes between the Parties concerning the interpretation and/or implementation of this
MoU shall be settled amicably through consultations and negotiations.
Article 6
AMENDMENT
This MoU can be reviewed or amended at any time by mutual consent by the Parties. Such
revisions or amendments shall enter into force on such date as may be determined by the
Parties and shall form an integral part of this MoU.
