Pendidikan Politik Pada Partai Golongan Karya Di Jawa Barat.
ABSTRAK
Penelitian ini berjudul Pendidikan politik pada Partai Golkar di Jawa
Barat. Judul ini didasari berbagai pertimbangan, sebagai berikut: 1), Jawa Barat
merupakan barometer politik nasional dalam momentum pemilihan umum,
sebagai pintu gerbang lahirnya para pemimpin bangsa. 2), Partai Golongan Karya
berasal dari berbagai golongan masyarakat dan telah berpengalaman bersaing
dalam proses pemilihan umum; 3), pendidikan politik pada partai politik
berfungsi untuk transformasi dan internalisasi nilai-nilai demokrasi dalam
menciptakan melek politik (political literacy) dan political consciousness seperti
ditegaskan menurut Undang-Undang No.2 tahun 2011 tentang partai politik.
Berdasarkan pertimbangan tersebut, teori dalam analisis penelitian ini
adalah teori pendidikan politik darti Brownhill dan Smart. Adapun metode dalam
penelitian ini adalah kualitatif yang dilakukan melalui pendekatan secara
deskriptif. Metode ini dimaksudkan agar mampu memahami sifat, isi dan materi
penelitian. Teori dan metode penelitian ini untuk menjawab proposisi konstruksi
dan implementasi pendidikan politik pada Partai Golkar Jawa Barat yang memuat
political literacy dilihat dalam kurikulum, fungsi dan tujuan, materi, metode dan
media pendidikan politiknya.
Hasil penelitian sebagai betikut: 1) Konrtruksi pendidikan partai politik
pada partai politik Golongan karya bertujuan untuk meraih kepentingan kekuasaan
dan perlembagaan partai; 2) sistem kaderisasi partai dilakukan melalui
Karakterdes dan kaderisasi fungsional, 3) materi, mnetode dan medianya belum
diformulasikan secara integratif dalam sistem pendidikan politiknya sesuai dengan
situasi dan kondisi politik Jawa Barat. Hasil penilitian disarankan: 1) diperlukan
konstruksi pendidikan politik yang mempertemukan faktor kepentingan kader,
kekuasaan, kepemimpinan serta institusionalisasi partai; 2) diperlukan sistem
pendidikan politik secara terprogram dan sistematis, terencana dan terarah,
sehingga kader handal dalam berkiprah pada struktur kepemimpinan partai atau
jabatan strategis pemerintahan serta konstruksi partai secara visioner yang didasari
kemampuan dan militansi kader secara mengakar di Jawa Barat; 3) dilakukan
political literacy melalui kesatuan aspek materi, metode dan media dalam sistem
pendidikan politiknya.
ABSTRCT
The title of this reseach is the “Political Education on Golkar Party In
West Java. This title was based on some consideration, as follow: 1) West Java
province is a barometer of national politics in election momentum, as well as the
gateway of the birth of the leaders in the legislative and executive; 2), Golkar
Party derived from various society groups and has experienced compete in
general election; 3) Political education is a function of political parties to
transformation and internalization the values of democracy in creating political
literacy and political consciousness as affirmed according to Act 2 of 2011 about
Political Parties.
Based on the considerations, the theory and analysis in this reseach is the
theory of political education by Brownhill and Smart. The method employed in
this reseach was qualitative by using descriptive approach. The method was
meant to be able to understand the nature, content and mastter the study of the
reseach. This theory and method to answer a proposition ‘construction and
implementation of political education on Golkar Party in West Java load political
literacy viewed in curriculum function, purpose, matter, method and media.
This results of the reseach as follows: 1) Construction of Golkar
education aims to achieve the interests of power and the institutionalization of the
Golkar Party; 2), Cadres system is done through the Karakterdes and functional
cadres; 3) The matter, methods and media haven’t formulated as integrative
political education systems in accordance with the political situation and political
condition in West Java. The reseach therefore recommended: 1), Construction of
political education is required to bring the factors of cadre interest, power,
leadership cadres and institutionalization; 2) required political education system
in a systematic, planned and directed program, so that reliable cadres in the
party’s leadership to take in the structure of government or strategic positions,
and construction of a visionary party that is based on ability and militant cadres
are rooted in West Java; 3), political aspects of literacy through the unity of
matter, methods and media in the system of Golkar political education.
