Determinan Pemanfaatan Ulang Rumah Sakit Umum Daerah Sidikalang Tahun 2014
ABSTRAK
Pemanfaatan rumah sakit sebagai penyelenggara pelayanan kesehatan tidak
terlepas dari pencapaian penggunaan tempat tidur dan didukung dengan upaya
pemenuhan kebutuhan pasien sebagai konsumen dan rumah sakit sebagai provider.
Pemanfaatan Rumah Sakit Umum Sidikalang ditinjau dari pencapaian BOR tahun
2013 sebesar 49% dan tahun 2014 sebesar 52% dibawah target 60-85%.
Penelitian ini bertujuan untuk menganalisis faktor determinan yang
memengaruhi pemanfaatan ulang Rumah Sakit Umum Daerah Sidikalang. Jenis
penelitian survei explanatory. Penelitian ini dilaksanakan bulan Desember 2014
sampai dengan Februari 2015. Populasi adalah seluruh pasien rawat inap berjumlah
656 orang dan sampel berjumlah 111 orang diambil dengan sistematic random
sampling. Data diperoleh dengan wawancara menggunakan kuesioner, dianalisis
dengan regresi logistik berganda pada pengujian α=0,05.
Hasil penelitian menunjukkan bahwa secara statistik faktor determinan yang
berpengaruh terhadap pemanfaatan RSUD Sidikalang, meliputi faktor organisasional,
yaitu ketersediaan sumber daya manusia, faktor konsumen (pengetahuan tentang
pelayanan, persepsi tentang penyakit, persepsi tentang pelayanan, dan diagnosa
klinis), dan faktor provider (ketersediaan obat dan fasilitas umum). Faktor konsumen,
yaitu diagnosa klinis merupakan variabel yang paling berpengaruh terhadap terhadap
pemanfaatan.
Disarankan kepada: (1) Pemerintah Daerah Kabupaten Dairi mengupayakan
agar petugas medis harus berada ditempat kerja pada setiap jam kerja. (2) Manajemen
RSUD Sidikalang; (a) perlu dengan tegas penerapan tata kelola klinis (clinical
governance) terhadap pemahaman kapasitas sumber daya manusia sebagai organisasi
dan melakukan monitoring dan evaluasi hasil kerja dari para petugas medis secara
berkesinambungan, (b) mengupayakan peningkatan sosialisasi melalui berbagai
media seperti radio, spanduk dan brosur tentang keberadaan dan kemampuan RSUD
Sidikalang, (c) meningkatkan peran aktif Promosi Kesehatan Rumah Sakit (PKRS)
dalam rangka membantu pasien mempelajari keadaan dirinya dengan memberikan
penyuluhan terkait dengan persepsi tentang penyakit, (d) mengupayakan pembenahan
dan penataan fasilitas kamar mandi dan WC untuk pasien dan taman rumah sakit.

use of beds, supported by the attempt to fulfill the needs of patients as the consumers,
and hospital as the provider. The achievement of BOR (Bed Occupancy Rate) in
RSUD (Regional General Hospital) Sidikalang in 2013 was 49% and in 2014 was
52% which were below the target of 60-85%.
The objective of the research was to analyze determinant factors which
influenced the reuse of RSUD Sidikalang. The research was an explanatory survey. It
was conducted from December, 2014 until February, 2015. The population was 656
inpatients, and 111 of them were used as the samples, taken by using systematic
random sampling technique. The data were gathered by conducting interviews and
questionnaires and analyzed by using multiple logistic regression analysis at α=0.05.
The result of the research showed that, statistically, determinant factors which
influenced the use of RSUD Sidikalang were organizational factors (the involvement
of human resources), consumer factors (knowledge of services, perception on
diseases, perception on services, and clinical diagnosis), and the provider factors
(the availability of medicines and public facilities). The variable of clinical diagnosis
was the most influential factor on the use of the hospital.
It is recommended that 1) Dairi District Administration assign medical
personnel to be in their work place in working hours, 2) the management of the
hospital should a) firmly apply clinical government toward the understanding of
human resources as an organization, monitor and evaluate the performance of
medical personnel continuously, b) increase socialization through various media
such as radio, banners, and brochures about the existence and the capacity of RSUD
Sidikalang, c) increase the active role of PKRS (Hospital Health Promotion) in
helping patients learn their condition by providing counseling about the perception
on the illness, and d) improve and organize the facilities such as bathrooms, toilets
for patients, as well as hospital flower gardens.
