Th i ~ Study was a descriptive corTelat ionaJ resean:h to observe the relationships
of the researcl1 variables . The population was aJI, amounting lO 307 and tho sample
were 71 people or 23,13 % taken from the population using stratified proportional
random sampling by tehnique. The illStrument used to collect the datas were
questionnaires for the discontent of c.onstroctive variable with reliability coefficient
r11 = 0,857, the administrative leadership with reliability coefficient r 11 • 0,894 and the
institutionalloyality with reliability coefficient r1 1= 0,875.
The results of hypoteses testing indicated that ( 1) there was a significant

significant relationship between the discontent of constructive and the administrative
le&dership together with institutional loyality. This was shown with a correlation
coeffieicn of R = 0,8 11 0 with determinant index of R2 = 0,6580 wich means that
