GERAKAN SOSIAL PEDAGANG KAKI LIMA MENENTANG
KEBIJAKAN PEMERINTAH DAERAH KOTA MEDAN TERKAIT DENGAN
IMPLEMENTASI PERDA NO 8 TAHUN 2000
Abstract
The presence of street vendors (PKL) especially in the city of Medan always cause
problems in urban areas. Illegal street vendors always put their merchandise to the arena that
is banned by the government like on the sidewalk / shoulder of the road. This problem will
arise about the occurrence of congestion, looks shabby and chaotic so not well ordered and
neat. Therefore the government made a local regulation related to the prohibition of selling
on the sidewalks and on the shoulders of the road. Then the city government will reaffirm to
the enforcement officers so that the existence of street vendors can be properly managed by
relocating illegal street vendors.
In answering the problems above, the researcher uses qualitative description method
with data collection in the form of interviews and the results obtained by the researcher are
many that occur after the relocation of traders and the development of modern market among
them. The reason merchants to move trades is none other than in the background by the
disagreement of traders with the relocation and development of the modern market, on the
grounds that they fear the traditional market values will fade and expensive kiosk prices. The
various responses that resulted in the movement / contradiction with the demonstration
actions, trading outside the market area, back again selling in places that are not allowed and
hide to avoid the presence of officers who are conduct market control. Movement conducted
by street vendors have the support of some community leaders, investors, the elite and the
idealistic youth and assisted by several institutions. The existence of pro and kontara resulted
in the socio-economic life of traders where traditional traders before the relocation and
development of a modern market united in a market that is determined by the researchers,
after the existence of many traditional traders who do not occupy the modern market but
selling out in there or selling at Public places.

Abstrak
Kehadiran pedagang kaki lima (PKL) khususnya di kota Medan selalu menimbulkan
permasalahan-permasalahan di perkotaan. Para PKL yang ilegal selalu meletakkan barang
dagangannya ke tempat arena yang di larang oleh pemerintah seperti di trotoar/bahu jalan.
Hal ini akan muncul masalah mengenai terjadinya kemacetan, terlihat kumuh dan semerawut
sehingga tidak tertata dengan baik dan rapi. Oleh karena itu pemerintah membuat sebuah
peraturan daerah terkait pada larangan berjualan di atas trotoar maupun di bahu jalan.
Kemudian pemerintah kota akan menegaskan kembali kepada petugas penertiban agar
keberadaan PKL dapat di tata dengan baik dengan merelokasi PKL yang ilegal.
Dalam menjawab permasalahan di atas peneliti menggunakan metode deskripsi
kualitatif dengan pengumpulan data berupa wawancara dan hasil yang peneliti peroleh
ternyata banyak sekali yang terjadi setelah adanya relokasi pedagang dan pembangunan pasar
modren diantaranya.Alasan pedagang untuk pindah dagang tidak lain di latar belakangi oleh
ketidak setujuan pedagang dengan adanya relokasi dan pembangunan pasar modren, dengan
alasan takut akan nilai-nilai ketradisionalan pasar tersebut akan luntur dan harga kios yang
mahal. Berbagai respon yang muncul mengakibatkan terjadinya gerakan/pertentangan dengan
adanya aksi-aksi demonstrasi, berdagang di luar area pasar, kembali lagi berjualan di tempat
yang tidak di perbolehkan serta bersembunyi untuk menghindari adanya petugas yang sedang
melakukan penertiban pasar.Gerakan yang dilakukan PKL mendapat dukungan dari beberapa
tokoh-tokoh masyarakat, investor, para elit dan kaum muda idealis serta di bantu oleh
beberapa kelembagaan.Adanya pro dan kontara berakibat pada kehidupan sosial ekonomi
pedagang dimana pedagang yang tradisional sebelum adanya relokasi dan pembangunan
pasar modern bersatu di pasar yang di tentukan oleh peneliti, setelah adanya hal tersebut
pedagang tradisional banyak yang tidak menempati pasar modern tetapi berjualan di luaran
sana atau berjualan di tempat-tempat umum.
