ABSTRAK
Tujuan penelitian ini adalah untuk mengetahui pengaruh dan pendekatan
yang digunakan oleh elit ekonomi desa dalam usaha untuk mengarahkan pilihan
masyarakat pada pemilihan kepala desa di Desa Simare untuk masa jabatan 2010 2016, dalam hal ini adalah berfokus pada peran elit ekonomi di Desa Simare.
Peneliti merasa tertarik dan tertantang untuk melakukan penelitian ini, karena dari
penelitian ini akan menemukan fakta-fakta bahwa elit ekonomi mendominasi
masyarakat dan struktur pemerintahan Desa Simare. Elit ekonomi sebagai
pemrakarsa pemekaran Desa Simare dan berperan penting dalam pemilihan kepala
desa. Dengan menganalisis dominasi kekuatan elit Ekonomi dalam struktur
pemerintahan desa, maka penelitian ini memberi jawaban bagaimana elit ekonomi
mampu mengontrol dan mengarahkan masyarakat untuk kepentingan elit
ekonomi. Teknik pengumpulan data dengan menggunanakan metode wawancara.
Teori yang digunakan dalam menjelaskan penelitian ini adalah teori
kekuasaan dari Charles F. Andrain untuk melihat secara lebih luas tentang
kekuatan ekonomi dalam memperoleh kekuasaan politik. Teori elit yang
dijelaskan oleh Huky, untuk menyimpulkan bahwa elit meliputi semua pemegang
kekuasaan dalam suatu bangunan politik dan peran elit dalam proses perubahan
politik dan ekonomi yang terjadi. Dominasi ekonomi yang berpengaruh terhadap
penentuan kepala Desa Simare menjadi bukti dari kekuatan elit ekonomi.
Hasil yang diperoleh dari penelitian ini menunjukkan bahwa kekuatan
ekonomi mendominasi dalam sistem penentuan kepala Desa Simare dimana elit
ekonomi mampu mengontrol dan menngarahkan masyarakat dalam mendapatkan
kepentingan elit ekonomi tersebut. Dengan mendapatkan kekuasaan politik
memperrmudah dalam mengarahkan setiap kebijakan untuk kepentingan elit
ekonomi.

ABSTRACT
The purpose of this study was to determine the effect and approach used by the
economic elite village in an attempt to direct the people's choice in the election of village
heads in the village Simare for the period 2010 - 2016, in that it is focused on the role of
economic elites in the village Simare. Researchers were interested and challenged to do
this study, because of the research will discover facts that the economic elite dominates
society and government structures Simare village. Economic elites as initiators division
Simare village and was instrumental in village elections. By analyzing the economic elite
domination in village governance structures, this study gives answers to how the
economic elite is able to control and direct the public to the interests of the economic
elite. By analyzing the economic elite domination in village governance structures, this

the interests of the economic elite. Data collection techniques using interviews.
The Theory used in this research is to explains the power of Charles F. Andrain
to look more broadly about economic strength in gaining political power. Elite theory
described by Huky, to conclude that elite includes all holders of power in a political
structure and the role of elites in the process of political and economic changes that
occurred. Economic dominance that affect the determination Simare village head is proof
of the strength of the economic elite.
The results obtained from this study indicate that the economic power to
dominate in determining the system of village head Simare where the economic elite is
able to control and direct the community to get the interest of the economic elite. By
gaining political power fasilitate in directing every policy in the interests of the economic
elite.
