The present study was the qualitative research. There were 2 municipalities selected to collect the data by purposive sampling method, which were 1 Kalasin Municipality 2 Bou Kaw Municipality The results of the study were as follows: People Participation for monitoring public sector operations, it was found that people participation for monitoring public sector operations in Bou Kaw Municipality is non-formal patterns and participation in the monitoring of procurement through an agent. While in Kalasin Municipality, Is operated by the Volunteers Community Monitoring. Problems of monitoring public sector findings were as follows: the problems of people aspect, people were lack of enthusiasm. Moreover, the problems that directly came people lack of knowledge about the procurement and do not know their rights in the procurement process. While the guidelines to support people participation for monitoring public sector operations to promoting the use of energy to participate in monitoring the municipality, to increase the citizenship of people in monitoring local government. In addition, this research discover innovative people participation for monitoring public sector operations of government procurement is a Volunteer Community Monitoring. The 2nd Khon Kean University International Conference on Public Administration 2015 Introduction Although there are constitutional laws and other laws that provide opportunities and means, particularly for local municipality administrative organizations which are the bedrock of democratic governance, city communities also face problems of political participation not much different from politics on national level, or even worse. From said issue, the problem did not originate just from municipalities, subdistrict administrative organizations, or local administrative organizations, as the local administrative organizations in Kalasin also faced similar issues like other areas, particularly the two town municipalities in the province. The issues derived from the people, who were rightfully entitled to the authority over local administrative organization, but lack of understanding of their own basic functions in terms of public participation. The people in general believed that public participation in the management of local administrative organizations was essentially the act of electing representatives to be inserted into the administrative organizations; local government organizations and members thereof. However, the other aspect of public participation in reviewing the operations of local administrative organizations has largely been overlooked, despite the fact that it was a role of the public to partake in local administrative organization in the most objective manner. Kalasin, one of the provinces having undergone sub-regional strategic schemes to promote participation and good governance, that is, basic foundation of citizen consciousness building, with local information gathered in a field survey on “People Participation in Development Plan of Local Government: Case Study of Town Municipalities in Northeastern Region” in 2013, has found that participation in reviewing the administrative organizations in Central Northeastern Region was on a moderate to high degree; having appointed the Procurement Audit Volunteers, who played a key role in evaluating local administrative organizations in the civil sector, unlike any local administrative organizations in other areas of the Northeast. The problem caused local administration to be short of participation from the people in local development. This issue was fundamentally a matter of policy in nature that the government must confer with all related parties, leading to a subject matter of People Participation in Audit of Public Procurement of Local Government in Kalasin Province Objectives To develop a systemic public participation in monitoring the procurement of local administrative organizations in Kalasin.
