The students had to be ready in the national examination, so that they could graduate from vocational high school with the satisfying results, after that they could get a job which was appropriate with their passion. The comparison of the basic competence, topics, and materials for XII grade students was shown in the attachment.

b. Specifying the Learning Indicators and Learning Activities

Having stated the core competence, basic competence, and learning topics, the researcher then determined how to measure whether or not the competences have been mastered by specifying the learning indicators. Borg and Gall 1983: p.779 explain that the most important point in planning is the particular objectives that want to be achieved by the design. In designing, the learning objectives were determined in order to identify and specify the goals or purposes. Indicators could also be used to construct tests for measuring students‟ progress as well as the guidelines for selecting tasks and learning materials. In this part, the researcher would present the learning indicators for X, XI, and XII grade students. The learning indicators for X grade students are presented in table 4.5. The learning indicators for X grade students were simpler and easier because they need to adjust with their new environment and the new teaching and learning process. It means that the researcher and teachers have the higher expectation to the students, so that the researcher decided the higher learning indicators for them. The XII grade students were prepared to join the national examination and to look for some jobs because the vocational high school students were expected to work after graduating from school and they could graduate with satisfying score, so that they could compete with other human resources from other countries. The learning indicators for X, XI, and XII grade students were designed based on the vocational high school s tudents‟ needs. Therefore, deciding the learning objectives was done to identify the learning outcome. Learning objectives aimed to be a target that should be reached and what the learning outcome was like in the end of the course or meeting. Finally, in this part, the concept of the iconic model of a competence-based English learning material model for vocational high school students was described and designed.
