Kemampuan Fleksibilitas Kepemimpinan Dinas Kesehatan Kabupaten Kota di Provinsi Sumatera Utara

ABSTRAK

Penelitian ini untuk menganalisis kemampuan fleksibilitas kepemimpinan
Dinas Kesehatan Kabupaten/Kota di Propinisi Sumatera Utara. Jenis penelitian ini
adalah dengan penelitian survai. Penelitian dilaksanakan di Dinas Kesehatan
Kabupaten/Kota Provinsi Sumatera Utara. Populasi dalam penelitian ini adalah
Kepala Dinas Kesehatan Kabupaten/Kota di Provinsi Sumatera Utara yang
berjumlah sebanyak 99 responden namun diperlakukan sebagai 33 sampel. Setiap
Kabupaten/Kota ada 3 responden yaitu Kepala Dinas (eselon IIb), Sekretaris
(eselon IIIa) dan Kepala Bidang Lainnya (eselon III b). Analisis data dengan: a)
Univariat , b) Bivariat c). Multivariat regresi logistik ganda.
Ada hubungan signifikan antara karakteristik individu pemimpin dan gaya
kepemimpinan dengan fleksibilitas kepemimpinan. Pemerintah Daerah Provinsi
Sumatera Utara agar mengintensifkan pelaksanaan penilaian LAKIP untuk Kepala
Dinas Kesehatan kabupaten / Kota. Pemerintah Daerah Kabupaten / Kota di
Propinsi Sumatera Utara menyelenggarakan pelatihan /pendampingan (Coach)
kepemerintahan baik (Good Governance). Syarat Kepala Dinas Kesehatan
Kabupaten / Kota sebaiknya umur
≥ 45 Tahun.
Pendidikan S-1/S-2 bidang
Kesehatan. Pengalaman Kerja ≥ 10 tahun. Pengalaman Organisasi ≥ 10 tahun.

Bersertifikat Diklat Pim II, Berprestasi tinggi. Berkemampuan Kepemimpinan
Fleksibilitas (Fokus, Lentur, Cepat, Ramah dan Adil ). Pengangkatan Kepala
Dinas Kesehatan Kabupaten / Kota diselenggarakan secara terbuka (lelang).
Penelitian lanjutan agar meneliti dimensi lain atau ditempat lain dengan
menggunakan teknik pengumpulan data yang memberikan informasi yang lebih
lengkap.

ABSTRACT

The purpose of this study was to the capacity of management flexibility of
The Health Agencies in District/town of North Sumatera Province This type of
research is the research survey with explanatory research. Research conducted at
the Agencies of Health Office district / town North Sumatra Province. The study
begins with a preliminary study to the stage of open examination takes 16 (sixteen
months) starting from May 2014 through July 2015. The population in this study
is the Health Office district / town North Sumatera Province numbering as many
as 99 people but the count 33 sample. Every district/town there are 3 respondents,
Head of Department (echelon IIb), Secretary (echelon IIIa) and Head of Others
(Echelon III b). Analysis of the data by a) Univariat, b) Bivariat c).Multivariat
regresi double logistik.
The have significant connection individual character agencies and
agencies style with flexibility leader. For North Sumatra Provincial Government
in formulating policies and strategies at provincial level of human resource
management agencies coaching health districts / town In order to take into
account the capacity of agencies flexibility to support the accelerated
development of the province of North Sumatra. The Government district/town of
North Sumatera Province in formulating policies and strategies on the

procurement of human resource management-led health authorities in order to
take into account age, education, work experience, experience ≥ 10 year, bachelor
and magister Health education, experience organization

leadership course license grade two. Have achievement. Have Flexibility agencies
(Focus, Flexi, Fast and fair). Future studies can investigate other aspects of
flexibility leadership abilities health districts/town in North Sumatra province
using data collection techniques that provide more complete information.
