d. Application
Dimensions of application are related to the availability and utilization rate of software applications that support e-government services
directly front office or indirectly back office. Evaluation of Applications conducted to the availability and level of implementation
of the various applications that needs to perform the function of e- government in accordance with the duties and functions of the agency.
Evaluation is performed towards services, administration, and management, legislation, development, finance, staffing, governance,
regional, community, facilities and infrastructure, considering:
1 Compliance with the priority needs of agencies and stakeholders 2 Compliance with existing conditions such as the availability of
infrastructure, the level of competence of human resources, and others.
3 The effectiveness and efficiency of institutions in providing quality services both internally and externally
4 Ability to follow changes over time ease of application maintenance.
5 The independence of the agency in terms of minimal dependence on other parties.
e. Planning
Planning Dimension is related to the governance or management of ICT planning. The evaluation conducted on the planning process for the
development and the use of ICT, the existence of the needs assessment and deployment strategy that contains complete ICT goals objectives,

of needs in the future and the implementation of the decision-making and realization of development refers to the development plan.
E-Government Web Analysis This study of e Government Imlementation can also defined by web
analysis. According to Liu et. 2010 there are three measurement used that consist of:
a. Content Index
According to Oni et.al 2016, content index deals with how well government is committed to disseminating timely information.
Government websites is not an ordinary website; it should promote openness and transparency of administration by providing adequate
and updated information about government and its activities. The UN e-government model defines the enhanced online presence of
government as one in which it provide dynamic, specialized and regularly updated information. The content of government should be
geared towards open administration, publicity and provision of unique and innovative services to citizens
b. Function index
According to Oni et.al 2016, the function service index checks if the government portal is service oriented. A service-oriented government
portal is one that delivers integrated online services to the citizens with high efficiency and effectiveness Liu et al., 2010. The function
index also examines the interaction performance of the government websites, that is, functions that facilitate citizens understanding of
government’s administrative procedure, allows online services such as license renewal, registration forms download and submission and
offer citizens and government interaction.
