Applications has been conducting e-Government Ranking Indonesia PEGI for the first time in 2007. All provinces in Indonesia were invited, as many
as 11 provinces participated, namely Aceh, Lampung, South Sumatra, Banten, West Java, Central Java, Yogyakarta, East Java, West Kalimantan,
Southeast Sulawesi and East Nusa Tenggara. Welcome speech of the Director General of Telematics Applications in the book of e-Government
Ranking Indonesia, 2007: i Bandung as one of the cities in west Java was ranked at fourth below the
city of Cimahi, city of Bogor and Bekasi regency with ‘good’ category at 2,92 points out of 5 in 2015. While Surabaya as one of the cities in East
Java was ranked at first position above Malang City and Bodjonegoro regency.
The five dimensions are policy, institution, infrastructure, applications of e- government, and planning. Each dimension has equal weight in the
assessment considering that each dimension is important, interrelated and mutually supportive of one another E-Government Ranking Indonesia
2007: 3. a. Policy
The Policy is the main foundation for the development and implementation of e-government. The evaluations of policy are
conducted in the real form of the official documents which have legal force. These documents contain the determination of directions
objectives, work program, ordinance or regulation for the development and implementation of e-government in participants’ agency
environment. Forms of documents can be decrees, regulations, guidelines or other forms of official documents. It’s also involving the
evaluation of the allocation of sufficient financing to undertake the development and implementation of ICT appropriately, including one of
the aspects evaluated in policy dimension.
