Institution Infrastructure Application Digital divide Local e-Government in Bandung and Surabaya

185 Ministry of Communication and Information DEPKOMINFO through the Directorate of e-Government Directorate General of Telematics Applications has been conducting e-Government Ranking Indonesia PEGI for the first time in 2007. All provinces in Indonesia were invited, as many as 11 provinces participated, namely Aceh, Lampung, South Sumatra, Banten, West Java, Central Java, Yogyakarta, East Java, West Kalimantan, Southeast Sulawesi and East Nusa Tenggara. Welcome speech of the Director General of Telematics Applications in the book of e-Government Ranking Indonesia, 2007: i Bandung as one of the cities in west Java was ranked at fourth below the city of Cimahi, city of Bogor and Bekasi regency with ‘good’ category at 2,92 points out of 5 in 2015. While Surabaya as one of the cities in East Java was ranked at first position above Malang City and Bodjonegoro regency. The five dimensions are policy, institution, infrastructure, applications of e- government, and planning. Each dimension has equal weight in the assessment considering that each dimension is important, interrelated and mutually supportive of one another E-Government Ranking Indonesia 2007: 3. a. Policy The Policy is the main foundation for the development and implementation of e-government. The evaluations of policy are conducted in the real form of the official documents which have legal force. These documents contain the determination of directions objectives, work program, ordinance or regulation for the development and implementation of e-government in participants’ agency environment. Forms of documents can be decrees, regulations, guidelines or other forms of official documents. It’s also involving the evaluation of the allocation of sufficient financing to undertake the development and implementation of ICT appropriately, including one of the aspects evaluated in policy dimension.

b. Institution

Institutional dimension is closely related to the presence of authorities and organizations responsible for the development and use of ICT. The Evaluation of Institutional Dimensions conducted the existence of the organization as well as the complete structural, thus can be run functions ICT governance, development, operation, provision of ICT 186 services and another function. There must the documents that provide clear formulation regarding its tasks and functions and existence work unit and its personnel to review and support the utilization and development of adequate ICT according to number, competence, career path, as well as employment status.

c. Infrastructure

The dimensions of the infrastructure related to the facilities and infrastructure that support the development and use of ICT. Evaluation in this dimension conducted on data centers computer hardware and software, network LAN, WAN, Internet access, and also the hardware and software on the user desktop, notebook etc. service delivery channels, web-based, telephone, SMS and others supporting facilities such as, the special room, air conditioning, UPS, Genset, as well as a means of securing other amenities.

d. Application

Dimensions of application are related to the availability and utilization rate of software applications that support e-government services directly front office or indirectly back office. Evaluation of Applications conducted to the availability and level of implementation of the various applications that needs to perform the function of e- government in accordance with the duties and functions of the agency. Evaluation is performed towards services, administration, and management, legislation, development, finance, staffing, governance, regional, community, facilities and infrastructure, considering: 1 Compliance with the priority needs of agencies and stakeholders 2 Compliance with existing conditions such as the availability of infrastructure, the level of competence of human resources, and others. 3 The effectiveness and efficiency of institutions in providing quality services both internally and externally 4 Ability to follow changes over time ease of application maintenance. 5 The independence of the agency in terms of minimal dependence on other parties.
