1. Research and Information Gathering
To begin this research, research and information gathering were conducted as the starting point. They were done to collect information dealing
with the development of the planning, such as goals, instructions, learners‟
characteristics and learning context. In order to obtain that information, therefore, review of literature, classroom observations, and interview were used as the data
gathering techniques. In conducting this step, there were three sub steps involved. They were
identifying instructional goals, conducting instructional analysis, and analyzing learners and context. The first sub step in this research, identifying instructional
goals, was aimed to determine the intended goals which the learners had to be able to achieve in their current level as stated in the applied curriculum. In this
research, the speaking goals which the seventh grade hearing impaired students of SLB Wiyata Dharma I should perform were adopted from School-Based
Curriculum. Afterwards, the second sub step, conducting instructional analysis, was aimed to analyze the steps which the learners should do in purpose of
achieving the goals. Next, the third sub step, analyzing learners and context, was aimed to find out
the learners‟ needs and characteristics as well as the learning context. Since this sub step was parallel to the previous sub step, the analyses
results of the le arners‟ needs and characteristics and the learning context helped
adjust the instructions which the students had to fulfil in order to reach the goals.

2. Planning
Having gathered all of the needed information, the next step of this research was planning. In this step, performance objectives which were resulted
from the step conducted previously were written. These objectives specifically indicated some statements which described what the learners would be able to
perform after they had completed the instructions which had been adjusted to the current curriculum demand, their needs and characteristics, and the learning
context.
