FUNGSI PENGAWASAN DPRD (Studi Tentang Pengelolaan Konflik Kepentingan

Antara Kepentingan Partai Politik dan Kepentingan Publik pada DPRD
Provinsi Riau)” Mar Syahid, 080920101009: 2011: 147 Halaman : Program Studi
Ilmu Administrasi Negara Jurusan Ilmu Administrasi Fakultas Ilmu Sosial dan Ilmu
Politik
Dengan adanya otonomi daerah, peran DPRD dalam menjalankan fungsi
pengawasan terhadap Pemerintah Daerah akan semakin otonom dan berdaya. Namun,
sebagai tempat berkumpulnya para wakil partai politik, DPRD dalam
memperjuangkan kepentingan publik terkadang masih banyak diwarnai oleh
kepentingan partai politik, sehingga membuat kinerja DPRD kurang optimal.
Berkaitan dengan adanya kepentingan publik dan kepentingan paartai politik yang
melingkupi anggota DPRD, maka penelitian ini memfokuskan pada pengelolaan
dilema antara kepentingan publik dan kepentingan partai politik. Lokasi penelitian
adalah DPRD Provinsi Riau. Teknik yang digunakan untuk mengumpulkan data
adalah wawancara, observasi dan dokumentasi. Teknik analisa data menggunakan
deskriptif – kualitatif.
Berdasarkan temuan di lapangan dapat disimpulkan bahwa : (1) Alat
kelengkapan DPRD Provinsi Riau pada umumnya telah bekerja sesuai dengan tugas
pokok dan fungsinya. Namun ada beberapa yang masih kurang optimal, yaitu Panitia
Musyawarah, Badan Kehormatan, dan Panitia Anggaran; (2) Mekanisme pelaksanaan
fungsi pengawasan yang dilakukan DPRD Provinsi Riau kurang sesuai dengan
agenda, karena ada beberapa agenda yang kadang berbenturan. Prosedur pelaksanaan
pelaksanaan lebih bersifat admisnistratif terhadap surat – surat masuk, dan belum
memiliki pedoman yang baku untuk pelaksanaan pengawasan secara umum; (3)
Kemampuan anggota DPRD Provinsi Riau dalam mengartikulasikan kepentingan
publik terkadang banyak disebabkan keterpaksaan, karena masalah tersebut telah
diberitakan secara intensif oleh pers atau didesak oleh publik melalui unjuk rasa
(demo); (4) Kemampuan anggota DPRD Provinsi Riau dalam mengartikulasikan
kepentingan sudah cukup baik, karena adanya koordinasi dengan pengurus fraksi dan
parpol. Hanya saja adanya pengawasan daari fraksi dan parpol ini terkadang membuat
kinerja anggota dewan agak lambat, karena hati – hati takut salah; (5) Kemampuan
anggota DPRD Provinsi Riau dalam mengelola Konflik kepentinagan antara
kepentingan partai politik dan kepentingan publik secara umum dapat dikatakan
cukup. Anggota dewan mampu mendahulukan kepentingan yang lebih tinggi di atas
kepentingan kelompok. Anggota dewan mendahulukan kepentingan publik (negara)
diatas kepentingan parpol dan kepentingan individu. Pada umumnya mereka berusaha
bekerja secara proporsional, namun demikian ada juga yang lebih mementingkan
kepentingan parpol, absen saat melakukan fungsi pengawasan (kunjungan kerja)
karena lokasi/masyarakatnya bukan konstituennya.
