1. Overview of Jakarta Stock Exchange Trading Activities in 2006

The year 2006 proved to be a challenging one for the capital market industry in Indonesia, particularly with the

serious concerns at the start of 2006 regarding the negative impact from the domestic fuel prices hike in early

October 2005.

Nevertheless, with the dedicated hard work of all parties involved, the Jakarta Composite Index (JCI) in 2006

posted a growth of 55.30% compared to the previous year’s end, rising from 1,162.63 at year-end 2005 to reach

1,805.52 at year-end 2006. The growth of the JCI was attributable to the encouraging increase in share transactions

during 2006, which grew by 19.92% from 4.01 million transactions in 2005 to 4.81 million transactions in 206. As a

result, the value of share transactions at the Jakarta Stock Exchange (JSX) also recorded a respectable growth of

9.78%, increasing from Rp 406.00 trillion in 2005 to Rp 445.71 trillion in 2006. The growth of these important trade

indicators resulted in a more active and liquid market at the JSX during the year under review. This was also

reflected in a more active and liquid market at the JSX during the year under review. This was also reflected on the

average daily market turnover value that grew by 10.23% from Rp 1.67 trillion in 2005 to reach Rp 1.84 trillion in

2006.

The year 2006 also marked another achievement of JSX in the provision of trading facilities, with the acquirement

of an ISO 9001-2000 certification for its trading operation. The certification should help improve the confidence

and safety of market participants on the services provided by the JSX as a facilitator of stock trading.

As of year-end 2006, all active JSX Members Securities Companies (JSX Members) have taken advantage of our

remote trading facility. By using the remote trading facility, JSX Members can input client orders directly from

their offices, which makes it possible to expand their market access to clients. Up until year-end 2006, some 88%

of all share transactions at the JSX have been facilitated through the system. To minimize the possibility of human

errors, the JSX in 2006 issued a new trading regulation to ensure the effectiveness of the remote trading system.

This new regulation put a limit on the maximum number of share unit that can be input for a single order entry.

This limit currently stand at either 5 million share units or 5% of the total registered number of share units for a

particular stock, whichever come first.

With regards to new product development, in December 2006 the JSX has completed the necessary regulations

concerning the Trading of Exchange Traded Funds (ETF). The regulation has been approved by Bapepam-LK, and

trading of ETF is expected to commence at the JSX in 2007.

In anticipation of future needs, the JSX regards the enhancement of the Jakarta Automated Trading System (JATS)

as one of its priorities. Preparatory steps were taken in 2006, in which the JSX established a business prerequisite

guideline for the JATS enhancement project. The enhanced trading system is planned to be implemented in May

2008. According to the guidelines, the development of an enhanced JATS should fulfill the following conditions:

Compatibility with the existing Remote Trading System.

Ensuring that changes due to the enhancement project have minimum impact on other systems that are

already integrated with the present JATS, such as data feed, the SMARTS monitoring system, reporting system

and data storage

The provision of trading facilities for derivative and debt instruments.

a. Jakarta Automated Trading System (JATS)

JSX provides 444 terminals for stock traders at Trading Floor, which is located at the Ground Floor of the JSX

Building. These terminals, called Trader Workstations or booths are connected directly to the Trading Engine via

The JSX network.

Currently, the JATS has the capacity to process up to 300,0000 orders and 150,000 transactions daily. Transactions’

allocations are set based on price and time priority, and today, the response time to orders received and the

related transactions’ allocations is 1 second at the most. To ensure that trading activities can run smoothly, the JSX

also provides a hot backup for the current trading engine.

The JATS implementation can be divided into the following stages:

The integration of scripless trading with the Clearing and Guarantee System of PT. Kliring Penjaminan Efek

Indonesia (Indonesia Clearing and Guarantee Corporation).

Launching of the Remote Trading System, where the Exchange Members can access JATS directly from their

offices through JONEC on broker’s site (Jakarta Stock Exchange Open Network Environment Client) and JONES

on JSX’ site (Jakarta Stock Exchange Open Network Environment Server).

The trading system application is called The Jakarta Automated Trading System (JATS).

All Trader Workstations in the Jakarta Stock Exchange floor is connected to the Trading Engine through a gateway

machine. The Ethernet Network connects the Trader Workstation, Gateway, and Trading Engine.

All Trader Workstations on the remote site is connected to the Trading Engine through a gateway machine JONEC

at Broker’s site/ASP’s (Application Service Provider) site and JONES at JSX’ site). The WAN (Wide Area Network)

connects the JONEC and the JONES

b. Remote Trading

JATS Remote trading (JATS RT) at the JSX utilizes a host-to-host model, using FIX, an internationally-recognized

standards of protocol, to support the open system. In this way, JSX Members can develop their businesses in the

near future, for example, developing on-line trading. The JSX also integrated the front end of JATS RT with the

back-end application of the JSX Members.

To ensure safety and availability, remote trading at the JSX is also supported by a dedicated and redundancy link.

The JSX also cooperates closely with the application service provider (ASP), to ensure that JSX Members receive

full supports and services.

Over the years, there has been a marked increase with regard to remote trading system utilizations, as indicated

by the following tables:

3. Trading Regulations

a. Order-Driven Market and Open-Auction System

Trading in the Jakarta Stock Exchange is based on an order-driven market system. Investors must contact brokerage

companies. Trading at the JSX can only be done by JSX Members who are already registered as the Members of

the Indonesian Clearing and Guarantee Corporation (KPEI). Brokerage companies then execute their orders. A

brokerage company may also buy and sell securities using its own name as part of its investment portfolio.

Brokerage companies who are registered as Exchange Member appoint representatives to execute all orders.

Those representatives who are assigned at the exchange floor are called JATS Traders and those at the office are

called Order and Trading Authorizers. Both of these professions must be registered at the Exchange.

Using the JATS, orders are processed by computers that carry out “bids” and “asks” matching processes based on

price and time priorities. This open-auction system operates continuously during exchange hours.

Regular Market and Cash Market

Stock trading at the Regular Market and Cash Market is based on fixed lot and fixed time of the continuous

auction market mechanism. In the Regular and Cash Markets, trades are done in “round lots”, which is the

minimum units of trades that can be executed. Currently, 1 lot is equal to 500 shares. However, trades in the

Negotiated Market can be carried out without using these criteria. Consequently, trades in the Negotiated

Market are often executed in “odd lots”

Prices resulting from orders and the continuous auction market as described above form the basis of the

regular market. The regular market is then used to calculate the indices. The prices formed in the regular

market are also used as the quoted prices for the Jakarta Stock Exchange, which are distributed throughout

the world.

ii.

Pre-Opening System

The trading in the Regular Market is started with the Pre-opening session every trading day. This session

allows Exchange Members to make the selling and buying orders to form the opening price. Pre-opening

system began on February 3rd 2004. For the first stage, the priority is given to the LQ-45 stocks.

iii.

Pre-Opening Trading

Pre-opening Trading is applicable only in the Regular Market.

Bargaining is based on the previous price or the offering price.

(22)

o

Pre-Opening Orders that are not allocated and are out of the new Auto Rejection range will be

withdrawn automatically by JATS (see Auto Rejection diagram)

If the Opening Price is not formed:

o

The opening price on Windows Securities is equal to 0.

o

Auto Rejection for sessions I & II is based on the Previous Price

o

The status Order will remain Open and will be continued to the Trading Session I.

Beginning on February 1

st

, 2006, there are 66 listed companies that have been pre-selected and evaluated

as appropriate for pre-opening trading sessions.

iv.

The Jakarta Stock Exchange also provides stock trading based on the negotiation between buyer and seller. Trading

Between Clients and an Exchange Member, or

(23)

The price is based on the agreement between the transacting parties.

Unlike in the Regular Market, in Negotiation Market matched transactions are not included in the indices

calculations.

The Settlement date is based on the agreement between sellers and buyers. If there is no agreement,

then the settlement follows the T+3 rule.

g. Margin Trading

September 1997 and the Bapepam-LK Letter No. S-2138/PM/1997, which stated that there are no restrictions for

foreign investors to purchase any shares listed at the JSX.

However, there are still token limitations for shares of banks, as stated by the Indonesian Government Regulation

No. 29/1999 (released in May 1999), which regulates the Buying of Shares of Commercial Banks. This regulation

states that:
