topreventthelegalrecognitionofaperson’sgenderidentity.Nooneshallbe subjectedtopressuretoconceal,suppressordenytheirsexualorientationor
genderidentity.
Statesshall:
ensurethatallpersonsareaccordedlegalcapacityincivilmatters,withoutdiscrimination onthebasisofsexualorientationorgenderidentity,andtheopportunitytoexercisethat
capacity, including equal rights to conclude contracts, and to administer, own, acquire includingthroughinheritance,manage,enjoyanddisposeofproperty;
take all necessary legislative, administrative and other measures to fully respect and legallyrecogniseeachperson’sself-deinedgenderidentity;
takeallnecessarylegislative,administrativeandothermeasurestoensurethatprocedures existwherebyallstate-issuedidentitypaperswhichindicateaperson’sgendersex—
includingbirthcertiicates,passports,electoralrecordsandotherdocuments—relect theperson’sprofoundself-deinedgenderidentity;
ensure thatsuchproceduresareeficient,fairandnon-discriminatory,andrespect the dignityandprivacyofthepersonconcerned;
ensurethatchangestoidentitydocumentswillberecognisedinallcontextswherethe identiicationordisaggregationofpersonsbygenderisrequiredbylaworpolicy;
undertaketargetedprogrammestoprovidesocialsupportforallpersonsexperiencing gendertransitioningorreassignment.

Statesshall:
repealallformsofcrimethathavethepurposeoreffectofprohibitingconsensualsexual activityamongpersonsofthesamesexwhoareovertheageofconsentand,untilsuch
provisionsarerepealed,neverimposethedeathpenaltyonanypersonconvictedunder them;
remitsentencesofdeathandreleaseallthosecurrentlyawaitingexecutionforcrimes relatingtoconsensualsexualactivityamongpersonswhoareovertheageofconsent;
cease any state-sponsored or state-condoned attacks on the lives of persons based on sexual orientation or gender identity, and ensure that all such attacks, whether by
governmentoficialsorbyanyindividualorgroup,arevigorouslyinvestigated,andthat, where appropriate evidence is found, those responsible are prosecuted, tried and duly
punished.
THERIGHTTOSECURITYOFTHEPERSON
Everyone,regardlessofsexualorientationorgenderidentity,hastherightto securityofthepersonandtoprotectionbytheStateagainstviolenceorbodily
harm,whetherinlictedbygovernmentoficialsorbyanyindividualorgroup.
Statesshall:
takeallnecessarypolicingandothermeasurestopreventandprovideprotectionfromall formsofviolenceandharassmentrelatedtosexualorientationandgenderidentity;
take all necessary legislative measures to impose appropriate criminal penalties for violence,threatsofviolence,incitementtoviolenceandrelatedharassment,basedonthe
sexualorientationorgenderidentityofanypersonorgroupofpersons,inallspheresof life,includingthefamily;
takeallnecessarylegislative,administrativeandothermeasurestoensurethatthesexual orientationorgenderidentityof thevictimmaynotbeadvanced tojustify,excuseor
mitigatesuchviolence; ensure that perpetration of such violence is vigorously investigated, and that, where
appropriateevidenceisfound,thoseresponsibleareprosecuted,triedanddulypunished, and that victims are provided with appropriate remedies and redress, including
compensation; undertake campaigns of awareness-raising, directed to the general public as well as
toactualandpotentialperpetratorsofviolence,inordertocombattheprejudicesthat underlieviolencerelatedtosexualorientationandgenderidentity.
