Providetrainingandawareness-raisingprogrammestoensurethatallrelevantagencies areawareofandsensitivetotheneedsofthosefacinghomelessnessorsocialdisadvantage
asaresultofsexualorientationorgenderidentity.
THERIGHTTOEDUCATION
Everyonehastherighttoeducation,withoutdiscriminationonthebasisof,and takingintoaccount,theirsexualorientationandgenderidentity.
Statesshall:
takeallnecessarylegislative,administrativeandothermeasurestoensureequalaccess toeducation,andequaltreatmentofstudents,staffandteacherswithintheeducation
system,withoutdiscriminationonthebasisofsexualorientationorgenderidentity; ensurethateducationisdirectedtothedevelopmentofeachstudent’spersonality,talents,
andmentalandphysicalabilitiestotheirfullestpotential,andrespondstotheneedsof studentsofallsexualorientationsandgenderidentities;
ensurethateducationisdirectedtothedevelopmentofrespectforhumanrights,and ofrespectforeachchild’sparentsandfamilymembers,culturalidentity,languageand
values,inaspiritofunderstanding,peace,toleranceandequality,takingintoaccountand respectingdiversesexualorientationsandgenderidentities;
ensurethateducationmethods,curriculaandresourcesservetoenhanceunderstanding ofandrespectfor,interalia,diversesexualorientationsandgenderidentities,includingthe
particularneedsofstudents,theirparentsandfamilymembersrelatedtothesegrounds; ensurethatlawsandpoliciesprovideadequateprotectionforstudents,staffandteachers
ofdifferentsexualorientationsandgenderidentitiesagainstallformsofsocialexclusion andviolencewithintheschoolenvironment,includingbullyingandharassment;
ensure that students subjected to such exclusion or violence are not marginalised or segregated for reasons of protection, and that their best interests are identiied and
respectedinaparticipatorymanner; takeallnecessarylegislative,administrativeandothermeasurestoensurethatdiscipline
ineducationalinstitutionsisadministeredinamannerconsistentwithhumandignity, withoutdiscriminationorpenaltyonthebasisofastudent’ssexualorientationorgender
identity,ortheexpressionthereof;
