takeallnecessarylegislative,administrativeandothermeasurestoensureopportunities fortheparticipationinculturallifeofallpersons,regardlessof,andwithfullrespectfor,
theirsexualorientationsandgenderidentities; fosterdialoguebetween,andmutualrespectamong,proponentsofthevariouscultural
groupspresentwithinthestate,includingamonggroupsthatholddifferentviewson mattersofsexualorientationandgenderidentity,consistentlywithrespectforthehuman
rightsreferredtointhesePrinciples.

Statesshall:
takeallnecessarylegislative,administrativeandothermeasurestoensureafavourable environmentforactivitiesdirectedtowardsthepromotion,protectionandrealisationof
humanrights,includingrightsrelevanttosexualorientationandgenderidentity; takeallappropriatemeasurestocombatactionsorcampaignstargetinghumanrights
defendersworkingonissuesofsexualorientationandgenderidentity,aswellasthose targetinghumanrightsdefendersofdiversesexualorientationsandgenderidentities;
ensure that human rights defenders, regardless of their sexual orientation or gender identity,andregardlessofthehumanrightsissuestheyadvocate,enjoynon-discriminatory
accessto,participationin,andcommunicationwith,nationalandinternationalhuman rightsorganisationsandbodies;
ensuretheprotectionofhumanrightsdefenders,workingonissuesofsexualorientation and gender identity, against any violence, threat, retaliation, de facto or de jure
discrimination,pressure,oranyotherarbitraryactionperpetratedbythestate,orbynon- stateactors,inresponsetotheirhumanrightsactivities.thesameprotectionshouldbe
ensured,tohumanrightsdefendersworkingonanyissue,againstanysuchtreatment basedontheirsexualorientationorgenderidentity;
support the recognition and accreditation of organisations that promote and protect thehumanrightsofpersonsofdiversesexualorientationsandgenderidentitiesatthe
nationalandinternationallevels.
THERIGHTTOEFFECTIVEREMEDIES ANDREDRESS
Every victim of a human rights violation, including of a violation based on sexualorientationorgenderidentity,hastherighttoeffective,adequateand
appropriateremedies.Measurestakenforthepurposeofprovidingreparation to,orsecuringadequateadvancementof,personsofdiversesexualorientations
andgenderidentitiesareintegraltotherighttoeffectiveremediesandredress.
Statesshall:
establish the necessary legal procedures, including through the revision of legislation and policies, to ensure that victims of human rights violations on the basis of sexual
orientationorgenderidentityhaveaccesstofullredressthroughrestitution,compensation, rehabilitation, satisfaction, guarantee of non-repetition, andor any other means as
appropriate;
