Everyone has the right to freedom of opinion and expression, regardless of sexualorientationorgenderidentity.Thisincludestheexpressionofidentity
orpersonhoodthroughspeech,deportment,dress,bodilycharacteristics,choice ofname,oranyothermeans,aswellasthefreedomtoseek,receiveandimpart
information and ideas of all kinds, including with regard to human rights, sexualorientationandgenderidentity,throughanymediumandregardlessof
frontiers.
Statesshall:
takeallnecessarylegislative,administrativeandothermeasurestoensurefullenjoyment offreedomofopinionandexpression,whilerespectingtherightsandfreedomsofothers,
withoutdiscriminationonthebasisofsexualorientationorgenderidentity,includingthe receiptandimpartingofinformationandideasconcerningsexualorientationandgender
identity,aswellasrelatedadvocacyforlegalrights,publicationofmaterials,broadcasting, organisationoforparticipationinconferences,anddisseminationofandaccesstosafer-
sexinformation; ensurethattheoutputsandtheorganisationofmediathatisstate-regulatedispluralistic
andnon-discriminatoryinrespectofissuesofsexualorientationandgenderidentityand that thepersonnelrecruitmentandpromotionpoliciesofsuchorganisationsarenon-
discriminatoryonthebasisofsexualorientationorgenderidentity; take all necessary legislative, administrative and other measures to ensure the full
enjoyment of the right to express identity or personhood, including through speech, deportment,dress,bodilycharacteristics,choiceofnameoranyothermeans;
ensurethatnotionsofpublicorder,publicmorality,publichealthandpublicsecurityare notemployedtorestrict,inadiscriminatorymanner,anyexerciseoffreedomofopinion
andexpressionthatafirmsdiversesexualorientationsorgenderidentities; ensurethattheexerciseoffreedomofopinionandexpressiondoesnotviolatetherights
andfreedomsofpersonsofdiversesexualorientationsandgenderidentities; ensurethatallpersons,regardlessofsexualorientationorgenderidentity,enjoyequal
accesstoinformationandideas,aswellastoparticipationinpublicdebate.

Everyone has the right to freedom of peaceful assembly and association, including for the purposes of peaceful demonstrations, regardless of sexual
orientationorgenderidentity.Personsmayformandhaverecognised,without discrimination,associationsbasedonsexualorientationorgenderidentity,and
associationsthatdistributeinformationtoorabout,facilitatecommunication among,oradvocatefortherightsof,personsofdiversesexualorientationsand
genderidentities.
Statesshall:
takeallnecessarylegislative,administrativeandothermeasurestoensuretherightsto peacefullyorganise,associate,assembleandadvocatearoundissuesofsexualorientation
and gender identity, and to obtain legal recognition for such associations and groups, withoutdiscriminationonthebasisofsexualorientationorgenderidentity;
ensureinparticularthatnotionsofpublicorder,publicmorality,publichealthandpublic security are not employed to restrict any exercise of the rights to peaceful assembly
andassociationsolelyonthebasisthatitafirmsdiversesexualorientationsorgender identities;
under no circumstances impede the exercise of the rights to peaceful assembly and associationongroundsrelatingtosexualorientationorgenderidentity,andensurethat
adequatepoliceandotherphysicalprotectionagainstviolenceorharassmentisafforded topersonsexercisingtheserights;
Providetrainingandawareness-raisingprogrammestolawenforcementauthoritiesand otherrelevantoficialstoenablethemtoprovidesuchprotection;
ensurethatinformationdisclosurerulesforvoluntaryassociationsandgroupsdonot,in practice,havediscriminatoryeffectsforsuchassociationsandgroupsaddressingissuesof
sexualorientationorgenderidentity,orfortheirmembers.

Everyonehastherighttofreedomofthought,conscienceandreligion,regardless ofsexualorientationorgenderidentity.Theserightsmaynotbeinvokedbythe
Statetojustifylaws,policiesorpracticeswhichdenyequalprotectionofthe law,ordiscriminate,onthebasisofsexualorientationorgenderidentity.
Statesshall:
takeallnecessarylegislative,administrativeandothermeasurestoensuretherightof persons,regardlessofsexualorientationorgenderidentity,toholdandpractisereligious
andnon-religiousbeliefs,aloneorinassociationwithothers,tobefreefrominterference withtheirbeliefsandtobefreefromcoercionortheimpositionofbeliefs;
ensurethattheexpression,practiceandpromotionofdifferentopinions,convictionsand beliefswithregardtoissuesofsexualorientationorgenderidentityisnotundertakenin
amannerincompatiblewithhumanrights.

EveryonelawfullywithinaStatehastherighttofreedomofmovementand residence within the borders of the State, regardless of sexual orientation or
genderidentity.Sexualorientationandgenderidentitymayneverbeinvokedto limitorimpedeaperson’sentry,egressorreturntoorfromanyState,including
thatperson’sownState.
Statesshall:
takeallnecessarylegislative,administrativeandothermeasurestoensurethattheright tofreedomofmovementandresidenceisguaranteedregardlessofsexualorientationor
genderidentity.
