The initial data collections from respondents were done through interviews documented in written expressions. This is a structured interview referred from the implementation of Value For Money performance measurement. This structured interview model is also aimed both to test whether this guidance is well functioned or not and to examine whether this structured model is precise to
be implemented in such a research. The structured interviews on 2 respondents of the common people (P) shows that this model leads to a less satisfied result yet some significant points acquired.
Based on the findings of the implementation of the structured interviews, a non structured interview is next developed with Value For Money performance measurement based. With the unstructured interview, all respondent get the main topic issue as guidance but the researcher will explore the information based on each responds from the interviewee. These unstructured interviews are taped and documented in needed significant points. a little late schedule of the interviews. The interviews last for about two months starting from the middle of June up to August 2010. These unstructured interviews firstly came to Planology and Urban Official. This interview came for twice for about one and a half month one after another. This is done since data gathered from the agency is the thing in the evaluation of the city walk. In its first phase, data gathered dealing with backgrounds of the city walk’s establishment concept including its tenders. Its second talks more on the tenders’ processes equipped with an examination of the report on the working contract of the city walk. in the case of data need fulfillment, it is truly fulfilled yet some supporting data is not adequate since some reports of the working contracts are not available including a report of the city walk’s working contract budgeted from the central government’s budget. It is important to note that city walk is budgeted half from the local and the rest coming from the central government budget.
The second interview was done with the head field Promotion of Culture and Tourism Department. The interview comes around an issue of the agency’s role in the city walk’s program.
Third interview is done with the head of Financial Planning Division. This interview emphasizes on this agency’s role in managing budget to develop city walk. the interview is a little bit special since there is a miss set of its permittance letter yet this problem is easily solved by the respondent.
Fourth interview goes to Market Department. The interview talks about the management of cadgers in the site and the retributions. Here, the respondent is very helpful for this study. This interview lasts for twice and the second one is taped.
Interview with Transportation Department is the fifth. It comes around the relevancy of the agency to the city walk including its parking matters and licensing.
Cadgers surrounding the city walk become the next interviewees. The sixth interview goes to those cadgers range from the junction of Purwosari to Solo Grand Mall. They are chosen randomly based on the numbers of them vending along the city walk. The numbers of the cadgers along Purwosari are less than those vending along Solo Grand Mall site. The interviews come around the topic of effects of the city walk’s establishment on their businesses. This issue is raised for they are directly impacted by the establishment of city walk.
Next interview, the seventh one was conducted with academicians. The interview’s topic is about the views of the assessment program of City Walk which has lasted until today.
The eighth is conducted with leaders of the legislature. Interview with the legislature is seen as a fortune because of resource persons met is very open and very helpful in providing direction and vision. Interview with him talks about the view of the Board of the Government's program of Surakarta which is City Walk development.
Ninth is the interview with a fairly well-known activist in this city. Opportunity to meet him is a fortune that was not intentional. Because of this unexpected opportunity interviews were conducted with preparations that are less supported by recording a perfect process, consequently to be able to catch the required information is done by documenting in the written form.
The tenth is an interview with the Public Works Department carried out during the day before break. Interview with him is needed for more confirmation about the participation of the Office on the implementation of the auction bidding and the role of the Office related to City Walk.
The eleventh is an interview with one of the humanists of Surakarta and Mangkunegaran palace. Twelfth is the interview with the Head of Gardening Division. Topics that are carried out come around the tasks and role of this Office to the sustainability and preservation of all existing supportive facilities in the area of landscaping along the City Walk site.
The thirteenth interviews were conducted with representatives of entrepreneurs with business backgrounds Kauman’s batik, glass carving up to to tour and travel businessman. Interview with entrepreneur completed and then proceed with the interview a retired from the Regional Monitoring Agency who now serves as Secretary of Radya Pustaka Foundation, at which time the concept of City Walk in effect he has served as one of the ranks of leadership in the internal audit unit, so that he knows more about the ins and outs of City Walk.
