Untuk menyempurnakan paket regulas nterkoneks berbass baya agar dapat

2 Kebijakan duopoli
Undang-Undang Nomor 36 Tahun 1999 tentang Telekomunkas mengamanatkan
kompets d
bsns telekomunkas.
Pada tahap
awal Pemerntah
telah menerapkan kebjakan Duopol untuk jens
penyelenggaraan jarngan tetap lokal, SLJJ maupun SLI. Namun dampak kebjakan
Duopol tersebut ternyata tdak membuat terjadnya penurunan tarf dan penngkatan
teledenstas secara sgnfkan. Duopol hanya any company whch operates trust servce
shall have permt ssued by the Drectorate General of Post and Telecommuncaton.
So far n the year-end of 2008, there are 23 twenty three permts for the relevant
companes.
2. Telecommunication Sector
a. Regulation 1 Interconnection tariff
To mprove cost-based regulaton package for ts better mplementaton and deal
nterconnecton regulaton, any actvty focuses on the Revson of the Mnsteral
Regulaton 82006 related to the future trends of Interconnecton and telecommuncaton
admnstraton, update
and formula
calculaton, arrangement of comprehensve Regulatory Fnancal Report ncludng to
RSAC that one may present retal tarff and revew of charge-zone determnaton for
nterconnecton and retal charge zone n transent cellular and permanent networks.

2 Duo-poly Policy
The 1999 Law Number 36 “Undang- Undang Nomor 36 Tahun 1999” about
Telecommuncaton nstructs competton n the telecommuncaton busness. At
prelmnary step, the Government has appled Duopoly polcy for Local Permanent
Network, Drect-Dal Long Dstance Network and Internatonal Network. In fact, mpact of
the Duopoly polcy does not cut the tarff and ncrease n teledensty sgnfcantly. Duopoly

sambungan langsung nternasonal SLI. Dalam hal n Pemerntah juga telah
melakukan workshop yang dhadr oleh para pemangku kepentngan stake holders
bdang telekomunkas, bak penyelenggara telekomunkas, pengamat telekomunkas,
ahl telekomunkas, dan lan-lan sebaga bentuk konsultas publk untuk mendapatkan
masukan-masukan yang akan menjad bahan pertmbangan dalam kebjakan peluang
usaha. Pemerntah mengambl kebjakan tentang
pembukaan peluang usaha penyelenggaraan telekomunkas yang bertujuan untuk :
a. Menngkatkan laju pertumbuhan dan perkembangan ndustr telekomunkas
yang dharapkan
dapat memcu
pertumbuhan d sektor-sektor usaha lannya;
b. Menngkatkan kualtas
layanan telekomunkas bag masyarakat dengan
menngkatkan ketersedaan sarana dan prasarana telekomunkas yang lebh
luas; c. Mendorong tercptanya klm kompets
yang sehat, adl dan transparan bag para penyelenggara telekomunkas, sehngga
dapat mendorong
penyelenggaraan telekomunkas yang lebh efsen.
d. Mendorong tercptanya pertumbuhan ekonom baru dalam bentuk tumbuhnya
berbaga peluang usaha baru bag perusahaan skala kecl dan menengah
forms only a method rather than an end of the competton.

telecommuncaton experts, and others n the form of publc consultaton for nputs
as consderaton n the polces on busness opportuntes.
