1. Kongres UPU telah menetapkan Narob Postal Strategy sebaga roadmap strateg UPU dalam
kurun waktu 2009 – 2012. Seyogyanya strateg n menjad acuan bag pemerntah dalam
melaksanakan pembangunan sektor pos. 2. Indonesa telah merah sukses terplh kembal
menjad anggota Council of Administration CA dan Postal Operations Council POC untuk
perode 2009 – 2012. Oleh karena tu, pemerntah Indonesa harus membuktkan peran aktfnya
dalam memberkan kontrbus pada kedua badan UPU tersebut, khususnya dalam membawa aspras
negara-negara dalam wlayah Asa Pasfk. 3. Terminal Dues mengalam perubahan melalu

UPU CONGRESS
1. The UPU Congress has decded Narob Postal Strategy as UPU strategc roadmap for the perod
of 2009 to 2012. Ths strategy should serve a reference for the Government and PT. Pos Indonesa
as desgnated operator n the mplementaton of postal development n Indonesa.
2. Indonesa has acheved successful nomnaton to be a member of the Council of Administration
CA and Postal Operations Council POC for the perod of 2009-20012. Therefore, the Government
and PT. Pos Indonesa should prove ther actve roles n provdng contrbuton wth both UPU
organzatons, especally brngng aspraton of the Asa Pacfc Countres.
3. Terminal dues have changed through applcaton of revsed 2.8 tarff regularly per year begnnng

Indonesa, dampak sgnfkan perubahan regulas termnal dues belum berdampak merugkan
setdaknya hngga tahun 2013 karena Indonesa mash termasuk dalam kategor group 4, yang
mash menkmat fasltas ”masa transs”. Namun demkan, Indonesa tetap harus aktf melakukan
kajan, persapan dan skenaro untuk menuju masa target system.
4. Dengan telah dtetapkannya Akta Postal Payment Servces yang baru, maka mula Januar 2010
ketentuan yang lama sudah tdak berlaku lag.
5. EMS Cooperatve mewajbkan semua anggotanya untuk dapat menerapkan EMS Pay For Performance
pada Januar 2009 mnmal dengan 1 negara partner dan pada Januar 2010 dengan semua
anggota yang memlk nbound traffc. Selan tu knerja yang dtargetkan pada perode 2009
– 2012 adalah sebaga berkut: • Delvery on-tme 95

6. Peraturan baru tentang sanks bag kelambatan dan penunggakan pembayaran kontrbus telematc
cooperatve memungknkan dkenakannya mula dar pengenaan bunga 3 sd 6 bulan pertama
dan 6 pada bulan ketujuh, penghlangan hak suara dan beneft sebaga anggota, sampa dcabut
status keanggotaan dar Telematc Cooperatve. 7. Usulan program QSF tahun 2009 – 2012
memberkan prortas pada konekstas network fsk duna, nterkoneks dar jarngan elektronk
dan penggunaan teknolog nformas, mencakup pembangunan nfrastruktur dan pengembangan

1. Indonesa perlu secara lebh aktf dapat mengkut sdang-sdang study group ITU-T, dengan lebh
memfokuskan pada study group yang relevan dengan
stuas, konds,
dan kepentngan
standardsas telekomunkas d Indonesa, antara lan SG3 tarf , SG 13 future networks NGN,
dan SG17 securty. 2. Keterlbatan para operator telekomunkas dan
para akadems dar kalangan unverstas dan lembaga peneltan d Indonesa dalam kegatan-
kegatan ITU-T harus dapat lebh dtngkatkan, sejalan dengan telah dsepakatnya beberapa
resolus baru terkat hal tersebut. 3. Bridging standardization gap between developing
and developed countries tetap menjad fokus kegatan ITU-T dalam perode sdang berkutnya,
dan Indonesa harus dapat terlbat aktf dalam kegatan pengentasan kesenjangan standardsas
tersebut sehngga dapat dambl manfaatnya bag kepentngan nasonal.
4. Dtjen Postel wajb mendukung terplhnya Sdr. Gunawan Hutagalung sebaga Vce-charman TAS,
dan keberhaslan n perlu dtndaklanjut dengan keterlbatan yang bersangkutan serta staf terkat
lan secara kontnyu dan teratur pada sdang- sdang TAS dan SG3 untuk membawa kepentngan
nasonal dalam bdang tarf telekomunkasICT. Especally for Postal sector, Indonesa has not
determned postal statement of commtment SoC n WTO because natonal postal condton remans
n the process of beautfcaton through Bll of Postal Law whch s now dscussed n Parlament.
WTSA -08 ASSEMBLY
1. Indonesa should take parts n any councl of ITU-T Study Group focusng on relevant study
group wth stuatons, condtons and nterests of telecommuncaton standardzaton n Indonesa,
such as SG3 tarff, SG 13 future networks NGN and SG17 securty.
2. Involvement of telecommuncaton operators and academcans from unverstes and research
centers n Indonesa n the ITU-T actvtes should be ncreased along wth the agreement on several
related new resolutons
3. Bridging standardization gap between developing and developed countries has steadly been a focus
of the ITU-T actvtes n the next perod of councl and Indonesa should play parts n eradcatng
the standardzaton gap and that one may take ts benefts for the natonal nterest.

SIDANG COUNCIL ITU
Sebaga tndak lanjut atas sdang n, Dtjen Postel untuk menyapkan tanggapan terkat dengan kajan
management and functonng of the Unon dan kajan mengena partspas stakeholder pada kegatan ITU
dan WSIS. Lebh lanjut, sebagamana dsampakan dalam pertemuan nformal dengan Sekretars
Jenderal ITU dan Menkomnfo pada tanggal 12 November 2008, dlaporkan juga dua hal pentng
yakn Indonesa dmnta untuk menjad tuan rumah penyelenggaraan WTDC-10 dan Regonal Presence.
Memperhatkan regional presence, n, ITU telah menemukan rumusan pengaturan hak dan kewajban
yang akan dtuangkan dalam Host Country Agreement HCA dan menyatakan bahwa ITU tdak akan
menark keberadaan beberapa Area Office AO ITU d beberapa negara, termasuk Area Office d Indonesa.
Adapun poss HCA antara Indonesa dengan ITU adalah tahap fnalsas termnolog “ free of charge

and Mnster of Communcaton and Informaton on November 12, 2008, t reports two mportant ponts,
that s, Indonesa s asked to become a host of WTDC- 10 organzaton and Regonal Presence. Consderng
ths regonal presence, ITU has formulated the arrangement of rghts and dutes to be specfed n the

pkran dan pengalaman. Sehubungan dengan su ”climate change”, kam juga menyampakan
bahwa Indonesa telah melakukan research and development telekomunkas yang ramah
lngkungan dengan menggunakan green energy sepert solar cell, wind power dan bio fuel. Energ
ramah lngkungan tersebut telah dgunakan pada Based Transceiver Station BTS d Bal sebaga
salah satu proyek percontohan. 3. Dalam ses nteraktf dengan peserta forum, kam
menyampakan bahwa satellite, radio dan internet based communication juga dapat dgunakan
sebaga Disaster Communication System selan mobile communication sebaga solus alternatf
penyelenggaraan komunkas sehngga mobile communication bukan satu – satunya sarana
komunkas yang dgunakan sebaga Disaster Communication System.
4. Beberapa hal pentng yang menjad kesepakatan bersama antara lan:
• Membangun innovative partnership untuk menanggulang
bencana alam
melalu koordnas regonal yang mencakup 3 hal
yatu cross boundaries, cross agencies dan cross border.
• Membuat langkah nyata dalam membangun manajemen

penanggulangan bencana alam. Membangun kerjasama antar sektor selan su-su

to accommodate several sgnfcant ssues as medum of dscusson, exchange of opnon and
experence. Regardng the “clmate ssue”, we also present that Indonesa has carred out research
and development
of frendly-envronment
telecommuncaton by usng green energy such as solar cell, wnd power and bo-fuel. Ths
frendly-envronmental energy has been used n the Transcever Staton BTS n Bal as a plot
project.
3. In nteractve sesson wth the forum partcpants, we presented that satellte, rado and nternet-
based communcaton can also be used as Dsaster Communcaton System n addton to moble
communcaton as alternatve soluton to organze communcaton
and therefore,

System. 4. Several mportant ponts mutually agreed are:

Ke depan pemerntah perlu menegaskan skap bagamana poss Indonesa dalam MRA, sebab dalam
dskus-dskus maupun perbncangan nformal, Indonesa dlhat tdak menunjukkan perkembangan
berart dalam MRA jka dlhat dar beberapa ndkator sepert jumlah laboratorum testng,
lembaga sertfkas dan jumlah laboratorum yang sudah dsertfkas. Sehngga, untuk memasuk Fase I
MRA saja Indonesa terlhat belum memada. Dalam menentukan skap Indonesa ke depan, perlu
dpertmbangkan secara matang dampak dar MRA, bak Fase I maupun Fase II terhadap rencana
pengembangan ndustr dalam neger dan Indonesa sebaga pasar potensal duna. Sebaga pasar potensal
duna, negara-negara maju tentu mengngnkan Indonesa untuk juga segera memasuk fase-fase
MRA. Dengan pengubahan pengaturan eksport tradsonal
dmana negara pengekspor tetap harus melakukan testng dan sertfkas perangkat d negara yang
mengmpor, dengan Fase I, yang dlanjutkan dengan Fase II, maka testng dan sertfkas perangkat
cukup dar negara pengekspor. Dengan begtu, maka produk negara-negara maju akan cepat masuk ke
Indonesa. Selan potens kehlangan pendapatan dar sertfkas dan testng, termasuk juga tenaga
kerja yang terkat dengan kedua hal tersebut, yang perlu dkedepankan juga adalah masalah rencana
pemerntah mengembangkan produks dalam neger d sektor telekomunkas. Dengan memasuk Fase I
dan kemudan Fase II, maka produk Indonesa yang baru mula menata dr bsa saja mat dan program
mengembangkan ndustr dalam neger gagal karena serbuan produk asng yang demkan mudah akses
masuknya dan tentunya secara kualtas juga telah lebh bak.
Hanya saja, Indonesa juga tdak bsa melepaskan dr dar legacy MRA sebaga kesepakatan yang

to promptly enter the MRA phases.

domestc ndustry n telecommuncaton sector. Enterng Phase I and Phase II, Indonesa’s products

untuk memasuk fase-fase MRA menunggu sampa Indonesa mempunya produk telekomunkas yang

menurut standar nternasonal serta menyapkan lembaga-lembaga sertfkas yang handal. Selan
tu juga, dalam forum-forum yang sama ke depan tetap perlu dtanyakan apa tmbal balk dar negara-
negara maju jka negara Indonesa djadkan pasar saja, sementara, msalnya, Indonesa tdak memlk
produk andalan d sektor telekomunkasICT. Tanpa tmbal balk, negara berkembang sepert Indonesa,
hanya djadkan pasar produk atau bahkan penjajahan dalam bentuk baru neo kolonalsme.

sngapura pada frekuens 2.3 dan 2.5 GHz. Hasl lelang frekuens untuk BWA d Sngapura
terdapat 90 MHz bandwdth yang terseda untuk perznan BWA. Saat n ada 4 operator
BWA sngapura ynag menggunakan frekuens 2.5 GHz.
2. Koordnas Frekuens E-GSM • Dtjen Postel menjelaskan bahwa frekuens
825-845 MHz870-890 MHz dalokaskan untuk seluler dan FWA sejak tahun 1990. Pada
tahun 2005 frekuens tersebut datur kembal dan dalokaskan untuk 4 operator CDMA.
• Operator CDMA Indonesa memaparkan nterferens antara EGSM dan CDMA uplnk
jarngan EGSM akan terganggu oleh downlnk jarngan CDMA.
• IDA menjelaskan bahwa mula 1 januar 2009 frekuens 825-845 MHz870-890 MHz akan
dalokaskan untuk pengembangan EGSM d masa depan.
• Kedua belah phak sepakat untuk mencar solus akan masalah nterferens antara
EGSM dengan CDMA dmana Dtjen Postel menjelaskan melalu presentas phak Indosat
bahwa gangguan tersebut akan menjad problem kepada kedua belah operator, Starhub,
operator EGSM Sngapura akan mengrmkan analsa teknk untuk menyelesakan masalah
nterferens palng lambat 2 bulan setelah pertemuan BCCM n.
• Dtjen Postel menjelaskan bahwa antara EGSM dan CDMA dapat beroperas pada kanal yang
berdampngan dengan cara menggunakan flter dan guard band sebesar 685 kHz. Kedua
belah phak sepakat untuk bekerja sama untuk memtgas masalah nterferens yang akan

• The partes agree to fnd soluton to the nterference problem between EGSM and
CDMA n whch the Drectorate General of Post and Telecommuncaton explans through
Indosat part that the nterference wll become a problem to both operators. The Starhub - EGSM
operator n Sngapore - wll send techncal analyss to resolve the nterference problem not
later than 2 months after ths BCCM meetng. • The Drectorate General of Post and
Telecommuncaton clarfes that EGSM and CDMA may operate n the adjacent canal by
usng flter and guard band of 685KHz. The partes agree to cooperate for mtgatng any
potental nterference.

wlayah perbatasan Indonesa dan Malaysa dan jka ada gangguan yang terjad maka kedua belah
phak akan mengnformaskan pada phak terkat 2. Terkat dengan laporan nterferens dar phak
Malaysa antara Suara Johor Studo Transmtter Lnk pada frekuens 173.7 MHz dan Indonesa
Rajawal Martme pada frekuens 173.675 MHz, phak Indonesa menjelaskan bahwa Dtjen Postel
tdak pernah menerma laporan tersebut bak lewat fax maupun emal dan phak Indonesa
memnta agar phak Malaysa mengrm ulang laporan tersebut.
3. Sehubungan dengan laporan nterferens tersebut, kedua delegas sepakat bahwa gangguan tersebut
telah selesa mengngat Suara Johor tdak menggunakan frekuens 173.7 MHz karena telah
mgras pada jarngan serat optk. 4. Dalam rangka menghndar kasus nterferens pada
masa mendatang phak Indonesa mengusulkan untuk salng bertukar nformas penggunaan
frekuens dan lokas pemancar FMTV yang berada d wlayah perbatasan dan phak Malaysa
setuju akan usulan d maksud.

Kedua Negara menyetuju untuk menerapkan Appendx 5 tertuang dalam Rado Regulaton bahwa
koordnas satelt tdak dperlukan dan danggap selesa COMPLETE bla jarak slot orbt sama dengan
atau lebh besar dar : 1. 10 derajat untuk satelt yang menggunakan C-
Band; 2. 9 derajat untuk satelt yang menggunakan Ku-
Band. Selan Koordnas satelt yang menjad perhatan
kam adalah pada frekuens L-Band antara satelt Garuda 2 123E dan Emarsat-4S 98.5E. Garuda-2
yang sekarang telah beroperas dengan beam contur yang melngkup wlayah sebagan besar Asa dan
Australa sedangkan Emarsat-4S melngkup wlayah yang hampr overlappng dengan Garuda-2 selan tu
juga dtambah dengan Afrka dan Eropa. Pada pertemuan ORM Garuda-2 dan Emarsat 4S telah
dtetapkan alokas frekuensnya yatu : 1. Garuda-2 telah mendapatkan alokas pta frekuens
8 Mhz dmana frekuens n dgunakan secara reuse pada peta spot-spot beamnya, sedangkan
2. Emarsat-4S telah mendapatkan alokas pta frekuens 1 Mhz.
Emarsat-4S dengan menggunakan alokas pta frekuens 1 Mhz sudah tdak memlk masalah
koordnas dengan Garuda-2 dan tdak mendapatkan ganggunan nterferens frekuens, namun dalam
koordnas n Emarsat-4S berkengnan untuk menambah pta alokasnya dengan cara sharng
frekuens dengan frekuens yang dgunakan oleh Garuda-2 pada spot beam yang berdekatan adjacent,
sehngga dperlukan perhtungan nterferens kedua sstem dmaksud.
Koordnas tersebut telah memakan waktu yang cukup lama, salah satu kendalanya adalah bahwa
untuk mendapatkan lokas spot beam Emarsat-4S harus mendapatkan zn dar pabrkan yang berasal
dar USA karena satelt n drancang pada standar mlter yang telah memakan waktu 3 tahun, begtu

band Emarsat-4S, usng the allotment of 1MHz frequency
band, has no coordnaton problem wth Garuda-2 and frequency nterference, as well .However, n ths
coordnaton, the Emarsat-4S wants to add ts band allotment by sharng frequency wth that the Garuda-
2 uses n the adjacent spot-beam and that one requres nterference calculaton between both systems.
Ths coordnaton has spent 3 years due to a problem that for the spot-beam locaton, Emarsat-4S should
have a permt from US manufacturer as ths satellte s desgned wth mltary standard. Lkewse PSN wll
gve ts beam-contours and ask 6 months as from the date of ths December 2008 meetng because t wll

Penermaan Negara Bukan Pajak PNBP merupakan keseluruhan penermaan Pemerntah Pusat yang
tdak berasal dar penermaan perpajakan. D bdang pos dan telekomunkas, PNBP dpungut dalam bentuk
Baya Hak Penyelenggaraan BHP yang menjad kewajban yang harus dbayar oleh penyelenggara
pos dan telekomunkas. Untuk bdang pos, perolehan PNBP hanya berasal dar zn penyelenggaraan jasa
ttpan perjastp; sedang bdang telekomunkas berasal dar zn frekuens rado dan orbt satelt,
preor, penyelenggaraan
jasa telekomunkas,
penyelenggaraan USO, serta sertfkas alat dan perangkat telekomunkas.
IZIN PERJASTIP
Per defns, penyelenggaraan jasa ttpan perjastp adalah kegatan yang dlakukan oleh penyelenggara
untuk menerma, membawa dan atau menyampakan surat pos jens tertentu paket dan uang dar
pengrm kepada penerma dengan memungut baya. Realsas besaran PNBP yang berasal dar Perznan
perjastp selama tahun 2008, lebh tngg jumlahnya dbandngkan dengan dua tahun sebelumnya lhat

provder to pay. For postal sector, the PNPB s only drawn from the permt for delvery-servce operaton;
whereas for the telecommuncaton s from rado frequency and satellte orbt, preor, provson of
telecommuncaton servce, USO, certfcaton of telecommuncaton nstrument and devce.
PERJASTIP PERMIT
In defnton, the delvery servce operaton “perjastip” s any actvty carred out by the
provder to receve, carry andor submt postal document, package and money from sender to
recever by chargng admnstraton fee. Realzaton of the PNPB sum collected from the perjastp durng
