A. The Concept of International Standardized School

1. The Background

In order to improve the quality, efficiency, relevancy, and the improvement of the competitiveness in the basic and average education both nationally and internationally, the importance of carrying out international standard education has been specified both for government and non-government school. Related to the carrying out of the international standard education, 1 certifiable international standard education is education which able to reach national and international quality standard; 2 efficient international standard education is education which produces standard quality of optimal graduate nationally and internationally standard with minimal cost; 3 international standard education must also be relevant, that is, the carrying out of education must be adapted to the need of the students, parents, society, physical area, school environment, and the ability of the region; and 4 international standard education must have high competitiveness in the case of educational product output and outcome, the process, and the input of the school both nationally and internationally. As quoted in www.pelangi.dit-plp.go.id286 the backgrounds of the proposing international standard education in the basic and average education which can be said as “International Standard School” are: 7 xx 1 Globalization era prosecutes strong competitiveness in technology, management, and human resource. Technological excellent will decrease production cost, improve added value content, extends product diversity, and improve product quality. Management excellent can influence and determine the school performance, and the excellent of human resources that have high competitiveness internationally, will be bargain power in this globalization era. 2 In the effort on the improvement of the quality, efficiency, relevancy, and high competitiveness, the government gives some strong basis in carrying out the Internationally Standard School. They are: 1 legislation number 20 year 2003 about national education system UUSPN 202003 section 50: “Pemerintah danatau Pemerintah Daerah menyelenggarakan sekurang-kurangnya satu sekolah pada semua jenjang pendidikan untuk dikembangkan menjadi sekolah yang bertaraf Internasional” www.depdiknas.com 2 Government regulation number 19 year 2005 about national educational standard; 3 Legislation number 17 year 2007 about national long-range development year 2005-2025 which prioritizes to improve the quality and the society access for educational services. 3 The carrying out of the International Standard School is based on the existentialism philosophy and essentialism functionalism. Existentialism philosophy believes that education should fertilizes and develops students’ existency as optimal as possible by using the facilities which is xxi held through prestigious educational process, pro-changes creative, innovative, and experimentfull, raise and develop students’ talent, enthusiasm, and ability. The carrying out of the education in Indonesia must concern to the differences of the students’ intelligence, skill, talent, and enthusiasm. So the students must be given maximal treatment to actualize intellectual, emotional, and spiritual ability. Student is valuable national asset and one of the factor of strong competitiveness, that potentially able to respond globalization challenge. Essentialism philosophy stresses that education must functioning and relevant with the needs; individual, family, and many others need. Related to the globalization demand, education must prepare Indonesian human resources who able to compete internationally 4 In actualizing those two philosophies, the four educational pillars; learning to know, learning to do, learning to live together, and learning to be; are the valuable directive for the harmonization of the practice of educational implementation in Indonesia, start from the curriculum, teacher, learning process, facilities and basic facilities, up to the assessment. It means that study does not only introduce the value learning to know, but also must able to awakens full and total comprehension and motivate the implementation those values learning to do which is done collaboratively learning to live together and make the students to be confident and respect themselves learning to be. xxii
