lxxvii make Indonesian people smart and competitive internationally who are able to compete and collaborate globally. It can be concluded that the objective of the use of English as the instructional language in teaching and learning activities is to make students have international standard which includes 1 the outcomes can continue their studies in the international standard school both inside and outside the country, 2 the outcomes can work at the international departments andor other countries, 3 getting international medals in various Science, Mathematics, technology, art, and sport competition. But in fact, the teachers didn’t use English optimally during the teaching learning process. They still have limited mastery of English. Teachers also didn’t concern on the students’ language rather concern more on the concept.

b. The syllabus model

The syllabus model used in the Designated International Standard School is the same as the one used in regular class but the language used is English. The syllabus is implemented to the lesson plan. And based on the lesson plan, the teachers conducted the teaching-learning activities. From the analysis of the documents done by the researcher, the syllabus and the lesson plan of Physics, Biology, Mathematics, and English were written in English. The syllabus and lesson plan contain the basic competence, indicator, main materials, learning activities and completed by the worksheets and scoring system. lxxviii The syllabus is the same as the regular class because the curriculum used is also the same. The difference between these two classes is in the “X” factor in which the RSBI class has to fulfill. It is based on the interview below: “Jadi memang sillabusnya dalam bahasa Inggris. Sama dengan sillabus yang kelas reguler tapi ada plusnya.” Interview with teacher KT, on Monday February 16 th 2009 This is in accordance to the Hy statements in which the syllabus used is the same as the regular class. “Selama ini silabus yang dipakai masih seperti yang dihimbaukan dari Ditjend, jadi menggunakan KD Kompetensi Dasar dan SK Standar Kompetensi. Silabus dikembangkan lewat MGMP dan formatnya masih sama dengan yang dipakai di kelas regular” Interview with teacher Hy, on Wednesday February 18 th 2009 The interview with teacher Ht and teacher CS supported the previous statements that the syllabus used the Designated International Standard School is the same as the regular class. The differences are the used of English and the used of ICT in teaching learning process. P : Seperti apa bentuk sillabusnya? Ht : Sillabus itu dibuat kurang lebih berdasarkan peraturan dari Ditjend. P : Apakah sillabusnya sama dengan yang kelas reguler? Ht : Memang itu sama, hanya saja ada faktor X-nya. lxxix P : Faktor X-nya itu apa saja pak? Ht : Ya penggunaan bahasa Inggris sebagai bahasa pengantar, penggunaan ICT yang lebih kuat, kemudian buku-bukunya juga berbahasa Inggris. P : Berarti materinya sama dengan kelas yang reguler ya pak? Ht : Ya sama, hanya ada plus X-nya tadi. Media yang digunakan juga penggunaan bahasa Inggrisnya. Kalau di SBI penggunaan bahasa Inggrisnya itu dalam porsi yang lebih banyak. Juga medianya sudah memakai ICT” Interview with teacher CS, on Thursday March 5 th 2009 From the observation done by the researcher, the teachers implemented the syllabus in teaching and learning activities. And because it is the Designated International Standard School, the language used in writing the syllabus and lesson plan is also in English. It can be concluded that the syllabus the teachers used was written in English. It indicated that the use of English not only in the teaching-learning process in class, but also in writing syllabus. In fact, the content of the syllabus used in the Designated International Standard School is the same as the regular class. lxxx
