2. Rules Underlined International Standard School

International standard school which is held by the government andor the society must descend on some regulations and policies as follows as quoted in www.pelangi.dit-plp.go.id286 : 1 Legislation number 20 year 2003 about national education system in section 50, states that: a Sentence 2 : “Pemerintah menentukan kebijakan nasional dan standar nasional pendidikan untuk menjamin mutu pendidikan nasional” b Sentence 3 : “Pemerintah danatau pemerintah daerah menyelenggarakan sekurang-kurangnya satu sekolah pada semua jenjang pendidikan untuk dikembangkan menjadi sekolah yang bertaraf internasional” 2 Legislation number 17 year 2007 about national long-range development plan year 2005-2025 that arrange long-range development planning as the aim and the priority of the development completely that will be done in stages to realizes prosperous and fair society. 3 Government regulation number 19 year 2005 about national education standard in section 61, sentence 1 states that: “Pemerintah bersama-sama pemerintah daerah menyelenggarakan sekurang-kurangnya satu sekolah pada jenjang pendidikan dasar dan sekurag-kuragnya satu sekolah pada jenjang pendidikan menengah untuk dikembangkan menjadi sekolah yang bertaraf internasional.” xxiii 4 Strategic plan of national education department year 2005-2009 state that: to improve nation competitiveness , it needs to develop international standard school in the regency through consistent corporation between government and regional government 5 Policy of national education department year 2007 about guidance of quality guarantor of international standard school on basic and average education ladder, for example stated on page 10: “…….diharapkan seluruh pemangku kepentigan unuk menjabarkan secara operasional esuai dengan karakteristik dan kebutuhan sekolahmadrasah bertaraf internasional….”
