. Impact of Fiscal Policy for Education and Health Sectors on

Committee Human Development Index HDI as a proxy for performance of human
development has been recognized at national and international. Indonesia which has a nominal value of 72.9 in human development index within the scale of 0 to
100 is under the intermediate group 50 HDI 80 and ranked at the 111
th
level in the world, in year 2009. At the national level, the human development index in
each province shows some disparities between provinces from year to year. If this phenomenon allowed then could make a social jealousy and a disintegration of
the nation. This study has successfully formulated a panel method of simultaneous equations as a tool in formulating fiscal policy to increase a human
development index as well as to ensure equal distribution of the development. The result of 5 years data analysis year 2004 through year 2008 is showed that a fiscal
policy through education and health sector expenses has a causal relationship to human development index, but with a minimum impact. The most efective fiscal
policy used to improve the human development index is through an effort aimed to improve peoples purchasing power. The forecast’s results are indicated that the
Indonesian millennium development goals of year 2015 can not being achieved. Efforts for improving human development index must be supported by an
affirmative policy in order to reduce development gap among regions in Indonesia.
