4.7. Priority of Coastal Development

In the analysis conducted before, land suitability analysis for coastal development showed that each kind of aquamarine cultivation, fishing activities, and tourism development has potencies to develop in the study area based on physical criteria. Nevertheless, there are still some factors that need considerations, such as economic and sustainable factors. Therefore, selecting of priority of economic and sustainable criteria will be performed. Determining priority of activities that to be developed in Maros was based on Multi Criteria Decision Making MCDM analysis, also called MCA Multi Criteria Analysis. In MCDM, weighting is the most influential value of criteria to select priority. For this case, determining weighting will use quantitative analysis based on measuring criteriasub-criteria assessment selected that is derived from researching and experts. Input weighting value entered has function to obtain rank from MCDM processing analysis, and the result will be used for coastal land development.

4.7.1. Land Conflict

The tourism development and fishpond suitability maps were combined to show areas of conflict. Areas suitable for both tourism and fishpond cultivation are shown in Table 4.8, and Fig 4.23. Of the total area 67.727 km2, all areas are suitable for either tourism or fishpond cultivation, even 40.301 km2 are suitable 81 for both tourism and fishpond that are also dominated by fishpond and resort tourism suitability area. The shaded part of Table 4.8 indicates the areas of conflict. There are six 6 conflicting situations occurring in the study area that has an area of 67.727 km2. But, only 40.301 km2 of total area suitable for fishpond and resort tourism, while 5.431 km2 of the total area is highly suitable for fishpond and suitable for resort tourism. Fig. 4.23. 4.7.2. Marine Conflict

Similar to the land suitability results, some areas in marine have also conflict potency. The seaweed development and kejapung suitability maps were combined to show areas of conflict. Of the total area 472.213 km2, all areas are suitable for either seaweed or kejapung cultivation, even 245.027 km2 are suitable 82 for both kejapung and seaweed that are also dominated seaweed and kejapung suitability areas. Fishing activities are highly suitable all over the area. Hence, any area can be used for any fishing activities. The shaded part of Table 4.9 indicates the areas of conflict. There are seven 7 conflicting situations occurring in the study area, in the total area of 472.213 km2 that are shown in Table 4.9, and Fig 4.24. Fig. 4.24. Formulation of Policy Alternatives Policy measure, site selection and autonomous development together lead to the formulation of policy alternatives. A set of measure will determine a combination of activities for each alternative. For the formulation of policy 83 84 alternatives, the conflict map was crossed overlaid with the existing landuse. Areas per landuse category are given in Table 4.10. All other alternatives were developed by selecting those categories in the matrix that can be converted to other land uses. Table 4.10. Here, policy alternative was divided into 5 groups, they are; no change present landuse it is still kept the existing landuse, tourism development, marine and aqua cultivation fishpond, kejapung, and seaweed, sustainable development and fishing activities. All alternatives were shown in Fig 4.25, and areas of each alternative are represented in Table 4.11 and Table 4.12. The result shows that Alt2a has no tourism area, because there is no highly suitable S1 area for tourism, and the condition is the same for Alt1. Meanwhile, Alt3b and Alt3c have the same condition, because of the existing land marginally suitability S3 for fishpond, hence it does not need to convert area of fishpond suitable to become fishpond. The condition of Alt4a is the same as Alt3e, while Alt5b and Alt5d have also the same condition, because all agriculture lands are suitable for fishpond. Fig 4.25.
