konverter kit, spesifikasi kendaraan yang tidak sesuai, serta margin yang
belum menarik di kalangan investor.

2.6 Kebijakan Energi Terkini Recent Energy Policy
Pembahasan kebijakan energi terkini dimaksudkan untuk menjembatani sejauh
mana kebijakan atau program energi pemerintah
terkini sudah
dipertimbangkan dalam penyusunan OEI 2012.
Discussion of current energy policy is intended to bridge the policy or the extent
to which current government energy programs have been considered in the
preparation of the current IEO 2012.
2.6.1 Diversifikasi Energi Energy Diversification
Program diversifikasi energi yang banyak
didorong oleh
pemerintah sepanjang tahun 2012 adalah substitusi
minyak tanah
dengan LPG
untuk memasak di sektor rumah tangga dan
usaha kecilmikro,
pemanfaatan gas
bumi untuk kendaraan bermotor, dan pemanfaatan mobil listrik.
Energy diversification
program mostly encouraged by the Government
during 2012 is the substitution of kerosene to LPG for cooking in the household sector
and the micro small enterprises, the use of natural gas for motor vehicles, and the
use of electric cars.

Program substitusi minyak tanah dengan LPG untuk memasak di sektor
rumah tangga dan usaha kecilmikro merupakan program yang sudah dimulai
sejak tahun 2007. Pada akhir tahun 2012 total
paket LPG
tabung, regulator,
selang, dan kompor yang didistribusikan mencapai 53,9 juta paket. Pada tahun
2012, distribusi paket LPG difokuskan pada Provinsi Sumatera Barat, Bangka
Belitung, Kalimantan Tengah, Sulawesi Tengah, dan Sulawesi Tenggara sebanyak
2,3 juta paket. Seluruh program ini sudah dipertimbangkan dalam publikasi OEI
2012 ini. Program
pemanfaatan gas
bumi untuk kendaraan bermotor dilakukan
untuk mengurangi ketergantungan BBM untuk kendaraan bermotor, khususnya
angkutan umum.
Pemerintah telah
membuat roadmap pemanfaatan gas bumi untuk kendaraan bermotor dan
telah menetapkan
kewajiban mengalokasikan
gas bumi
untuk pemenuhan kebutuhan tersebut secara
bertahap sebagaimana
diatur dalam
Permen ESDM nomor 19 tahun 2010 tentang Pemanfaatan Gas Bumi untuk
Bahan Bakar Gas yang Digunakan untuk Transportasi.
Pada tahun
2012 direncanakan akan dibangun 41 SPBG
baru di Jawa dan pembagian 17.300 kit konverter secara gratis kepada angkutan
umum di Jawa. Sehubungan dengan program
tersebut, OEI
2012 sudah
mempertimbangkan program BBG jangka pendek dan potensi alokasi gas bumi
untuk kendaraan bermotor hingga tahun 2025 sesuai Permen ESDM 192010.
Program for substitution of kerosene with LPG for cooking in the household
sector and small micro is a program that has been launched since 2007. By the end
of 2012 a total package comprising of LPG tubing, regulators, hoses, and stoves are
distributed reaching up to 53.9 million packages. In 2012, the distribution of LPG
package focused on the province of West Sumatra, Bangka Belitung Islands, Central
Kalimantan, Central Sulawesi, Southeast Sulawesi as many as 2.3 million packages.
The whole program has been considered in this edition of IEO 2012.
Program for utilization of natural gas for vehicles is implemented in order to
reduce dependence on oil fuel for motor vehicles, especially public transport. To
that end, the government has made a roadmap for the utilization of natural gas
vehicles and has established an obligation to allocate natural gas for motor vehicles
needs time as stipulated in EMR Minister regulation number 19 year 2010 about the
use of Natural Gas for Fuel Gas Used for Transportation. In 2012 it is planned to
built 41 new CNG filling station in Java and distribution of 17,300 free converter kits
to public transportation in Java. In connection with this program, the IEO
2012 has considered a short-term gas fuel programs and potential allocation of
natural gas for motor vehicles by 2025 according to the EMR Minister Regulation
192010.
