Menurut Menteri Keuangan pada awal
Oktober 2012,
diperkirakan realisasi
subsidi pada
akhir tahun
bertambah menjadi 216.8 triliun rupiah, serta untuk Listrik menjadi 89,1 triliun
rupiah dari sebelumnya 64,9 triliun rupiah. Sehingga total realisasi subsidi
menjadi 150
dari jumlah
yang ditargetkan pada APBN-P 2012.

2.6.3 Feed-in Tariff
Untuk lebih mendorong peningkatan penggunaan energi terbarukan sebagai
bahan bakar pembangkit listrik skala kecil dan menengah maksimum 10 MW,
Menteri ESDM mengeluarkan Permen ESDM nomor 4 tahun 2012 tentang Harga
Pembelian Tenaga Listrik oleh PT PLN Persero dari Pembangkit Tenaga Listrik
yang Menggunakan Energi Terbarukan Skala Kecil dan Menengah atau Kelebihan
Tenaga Listrik. Harga pembelian tenaga listrik berbasis biomasa dan biogas
adalah Rp.
975kWh jika
terinterkoneksi dengan
tegangan menengah
dan Rp.
1.325kWh tegangan rendah.
Harga pembelian
tenaga listrik
berbasis sampah
kota menggunakan
teknologi zero
waste adalah
Rp. 1.050kWh tegangan menengah dan
Rp. 1.398kWh tegangan rendah. Harga pembelian tenaga listrik berbasis sampah
kota berbasis teknologi sanitary landfill adalah
Rp. 850kWh
tegangan menengah
dan Rp.
1.198kWh tegangan rendah. Harga pembelian
tenaga listrik berbasis biomasa dan biogas masih dibedakan menurut lokasi
mempertimbangkan biaya pengangkutan peralatan dan harga barang.
To further encourage increase use of renewable energy as fuel for power plants
of small and medium-scale up to 10 MW, Minister of Energy and Mineral Resources
issued Minister Regulation No. 4 in 2012 on the Purchase Price of Electricity by PT
PLN Persero from Power Plants Using Renewable Energy Small and Medium
scale or Excess Power. The purchase price of biomass-based electricity and biogas is
Rp. 975kWh if interconnected with a medium voltage and Rp. 1.325kWh low
voltage.
The purchase price of electicity power based on municipal waste using
zero waste technology is Rp. 1.050kWh medium voltage and Rp. 1.398kWh low
voltage. The purchase price of electricity based on municipal waste sanitary landfill
is Rp. 850kWh medium voltage and Rp. 1.198kWh low voltage. The purchase
price of biomass-based electricity and biogas are differentiated by location
considering the cost of transporting the equipment and the price of goods.

2.6.4 Konservasi Energi Energy Conservation
Pembahasan kebijakan
energi terkini
dimaksudkan untuk
menjembatani sejauh mana kebijakan atau program energi pemerintah terkini
sudah dipertimbangkan
dalam penyusunan Outlook Energi Indonesia
2012. Discussion of current energy policy is
intended to bridge the policy or the extent to which current government energy
programs have been considered in the preparation of this edition of Indonesia
Energy Outlook 2012.
Untuk mengurangi penggunaan BBM subsidi
atas kendaraan
bermotor, Pemerintah
mewajibkan penggunaan
BBM non subsidi bagi seluruh kendaraan dinas
milik pemerintah
pusat, pemerintah daerah, BUMN, dan BUMD
secara bertahap
sebagaimana diatur
dalam Kepmen
ESDM 122012.
Penggunaan minyak solar non-subsidi juga diwajibkan secara bertahap kepada
mobil barang
untuk kegiatan
pertambangan dan perkebunan. To reduce the use of subsidized oil
fuel by motor vehicles, the Government requires that all service vehicles owned by
the central
government, local
governments, state
enterprises, and
enterprises to use non-subsidized fuel gradually as set forth in Decree of MEMR
122012. The use of non-subsidized diesel oil also obliged gradually to freight cars
for the mining and plantation activities.
Disamping itu,
pemerintah juga
mendorong penghematan
pemakaian listrik pada bangunan gedung negara,
bangunan gedung BUMNBUMDBHMN, rumah tinggal pejabat, dan penerangan
jalan umumlampu hiaspapan reklame mencapai
20 dihitung
dengan membandingkan
pemakaian tenaga
listrik rata-rata selama semester pertama tahun 2012.
In addition, the government also encourages saving electricity consumption
in state buildings, buildings owned by State Owned Enterprises BUMN BUMD
BHMN, official residences, and street lighting decorative lighting billboard
at 20 calculated by comparing the power consumption on average during the
first semester of 2012.
