2. Sertifikasi Guru
Menurut Sitohang dan Guzman 2011: V “Across the globe, education policy maker exert intensive
efforts toward teacher quality throught certification. As a process, certification ensures that candidate have complete
the needed educational field and meet professional standarts. Previous studies have clearly indicated that tight
teacher preparation and certification requirements can raise teacher quality workforce. Additionally, certification
improve teacher knowledge, professional skills, and student achievement as well. Teachers who have the knowledge and
teaching skills can systematically and effectively plan and organize teacing-learning activities for their students. It
should be noted that there is paucity of studies on the impact of national certification on certain teacher attributes
specifically in a developing country like Indonesia.

a. Pengertian Sertifikasi Guru
Sebagaimana dikemukakan oleh Sitohang Bollou Podgursky, 2000; Roth Mastain, 1984
“By and large, teacher Certification Policy is established to provide standart that would ensure teacher adherence to
widely accepted
performance competencies
and requirements. As a process, it aims to evaluate the
credentials of prospective teacher who have complete the requirements of the chosen educational field in the light of
professional standards. ”
Menurut Parkey dan Stanford 2010:441 “A professional portfolio is a collection of work that
documents an individual’s accomplishments in an area of professional practice. Recently, new approaches to teacher
evaluation have included the professional portfolio. The National Board for Professional Teaching Standart, for
example, uses portfolios and other evidence of performance prepared by appliciants as one way assessing whether
teacher have met the high standards for aboard certification.

Dalam UU No.14 Tahun 2005 tentang Guru dan Dosen, dikemukakan bahwa sertifikasi adalah proses pemberian sertifikat
pendidik untuk guru dan dosen. Sedangkan sertifikat pendidik adalah bukti formal sebagai pengakuan yang diberikan kepada guru
dan dosen sebagai tenaga profesional. Menurut Mulyasa 2007:33, sertifikasi guru dapat
diartikan sebagai suatu proses pemberian pengakuan bahwa seseorang telah memiliki kompetensi untuk melaksanakan
pelayanan pendidikan pada satuan pendidikan tertentu, setelah lulus uji kompetensi yang diselenggarakan oleh lembaga
sertifikasi. Menurut Suyatno 2008:2, sertifikasi guru adalah proses
pemberian sertifikat pendidik pada guru. Sertifikasi pendidik diberikan kepada guru yang telah memenuhi standar profesi guru.
Sertifikat adalah dokumen resmi yang menyatakan informasi dalam dokumen itu adalah benar adanya. Sertifikasi adalah proses
pembuatan dan pemberian dokumen tersebut. Jadi, dapat ditarik kesimpulan bahwa sertifikasi guru adalah
pemberian pengakuan kepada guru berupa pemberian sertifikat yang menyatakan bahwa guru tersebut telah memiliki kompetensi
yang memenuhi standar profesi guru.
b. Tujuan Program Sertifikasi
