Monthly Progress Report April 2013 Western I ndonesia National Roads I mprovement Project 36 Outcomes expected from implementation of ACAP is achieving a smooth tendering process of WINRIP, meet the requirements and in accordance with applicable laws and regulations, avoid the corruption, collusion, nepotism, and any other actions that harm the state finances . The first socialization held in Balai II Padangon 9 April 2013, for package 02 Padang Sawah – Simpang Empat and package 03 Manggopoh - Padang Sawah. Socialization meeting chaired by the Head Division of Implementation of BBPJN II Padang Chairman of the Procurement Committee of West Sumatra, Ir. Ahmad Fauzi, MT, attended by the Members of the Procurement Committee, the Project Managers KasatkerPPK, officials staff of BBPJN II Padang Procurement Services Unit ULP. The second socialization held in Balai III Palembang on 11 April 2013 for Package 01 : Krui – Biha and Package 04 : Ipuh – Bantal. Socialization meeting chaired by the Head Division of Planning of Balai III Palembang Chairman of the Procurement Committee of Bengkulu Province, Ir. Syarkowi, M.Sc, attended by the Chairman of the Procurement Committee of Lampung Province, Ir. Bambang Widyarta, MT and all members of the Procurement Committee of Bengkulu Lampung, the related Project Managers KasatkerPPK, officials staff of Balai III Palembang Procurement Services Unit ULP, and Regional Head Section of Implementation Regiona lI-D, Sub Directorate of Region I-D, Ir. 6.4.3 Third Party Monitoring TPM

Selection of TPMs will be done by invite the UniversitiesColleges who interested to participate in Third Party Monitoring. The TPMs for the first four AWP-1 packages are now being preparing, and will elected before signing the construction contracts. Some steps of the selection of TPM activities have been done until the end of March 2013, and the activities will be done for future time, are as follow:  Preparation the initial draft of ToR of selection the TPM is currently running 50. Monthly Progress Report April 2013 Western I ndonesia National Roads I mprovement Project 37  Providing the TPM selection guidelines, now condition is 50.  Providing the Training Materials for the TPM is ongoing providing 25.  Sending the official letter from the Director of Planning as Chairman of PMU to Head of Balai II III, about the Selection of TPM + TOR and Guidelines Document  Help the PMU on formulating the TPM Evaluation Team.  Socialization of the TPM selection for AWP-1 packages.  Implementation of selection of the TPM for AWP-1 packages by TPM Evaluation Team  Delivery of the Training for elected TPM.  Approval process of elected TPM  Signing of TPM contracts and mobilization of TPM. 6.4.4 Complaint Handling System CHS

The implementation of these activities will collaborate with MIS Specialist to develop the system to the WINRIP website. The web is being developing by MIS Specialist. These activities will be completed at the end of the 2013 or the beginning of 2014. Establishment of Management of a Complaints Handling Mechanism System CHS which includes several components that needs to be prepared in connection with the management of CHS as follows: • Formation of the Complaints Handling Unit CHU. • Preparation of Complaints Register and the complaints address. • Preparation of Complaint Handling Procedure. • The completion of the Initial investigation of a complaint Procedure, and the procedure for the investigation of Complaints, as well as the conclusion of investigation. • The establishment of the Complaint Handling Commission Executing Agency. • Preparation of the device for Executing Agency. • The development of a code of conduct and actions for Implementing Agency Bidders, Suppliers, Contractors and Consultants.
