Monthly Progress Report April 2013 Western I ndonesia National Roads I mprovement Project 33 However, in addition to the procurement process smoothly and properly, it must also satisfy the principles of transparency and accountability that has been agreed in the Loan Agreement, as well as should be also implement the Anti-Corruption Action Plan ACAP, according to the World Bank’s Guidelines on the Prevention and Resistance Against Fraud and Corruption Act in the Project funded by the World Bank, IDA Credit and Grant, dated October 15, 2006 and was updated in January 2011,therefore the World Bank took the initiative to conduct a Workshop on the World Bank’s Guidelines for Procurement . The workshop was delivered on April 24 - 25, 2013 at Jalan Kemuning No. 16A, Telephone: 0719-22889, Fax: 0719-23800, Tanjung Pandan – Kabupaten Belitung Barat, Bangka –Belitung Province [Postal Code: 33411] . The workshop was attended by 46 participants from the element of Procurement Committee POKJA and Project Implementation Unit Project ManagerSatker and PPK from four Provinces Sumatera Barat, Bengkulu, Lampung and Sumatera Utara, officialstaff of National Roads Implementation Agency Balai Besar Pelaksanaan Jalan Nasional Balai I, II, and III, officialstaff of Directorate of Implementation Region I, officialstaff of Sub Directorate of Financing and Foreign Affairs Cooperation, Directorate of Planning, PMU and CTC WINRIP. This activity has been organized and has been held to each of the experts according to their respective fields. The first updating has been compiled and sent to PMU WINRIP for re-review the appropriateness and validity. Furthermore finalized and approved as training materials of PMM. Provide assistance as required with the establishment of anti-corruption measures necessary to support the project, and monitor and report their effectiveness based on the Anti-Corruption Action Plan ACAP agreed between the World Bank and the DGH. The following tasks particularly need to establish procedures to be undertaken:  Selection of Community Representative Observers CROs of civil society groups to attend the procurements process on key procurement steps including pre-bid meeting and site visit, bids submission and bids opening, and the Monthly Progress Report April 2013 Western I ndonesia National Roads I mprovement Project 35 announcement of the bid winner. These CROs will be invited from local universities or other selected independent institutions, and will sign the attendance list for the procurementselection process.  Establishment of a Third Party Monitoring TPM mechanism, whereby the media and civil society groups can become involved in monitoring the progress of the project. This mechanism will include regular sharing of information with the media.  Establishment and Management of a Complaints Handling Mechanism CHM, which includes maintaining project complaint log and filing to monitor status of follow-up of each complaint. This mechanism will include provision for follow up investigations of substantial complaints by the Inspectorate General of Ministry of Public Works or third party audit to ensure independence and reliability of the system. The CTC assignment concerns the monitoring of the aspects of Anti- Corruption Action Plan ACAP implementation and where required act pro- active in resolving issues when such a matter arises. The Community Development specialist has a major role in monitoring performance and assists PMU in the set-up and follow-through of the Complaints Handling Unit CHU for the ACAP related incidents  Enhanced Disclosure Provisions and Transparency, Ministry of Public Work MPW will provide necessary information in the Project Implementation Plan PIP, Project Management manual PMM on their website, and in the bidding documents, such as contact point for complaint mail and e-mail address, phone, fax, text message. The contact will also include the Bank’s Fraud and Corruption Hotline. MPW will hold Annual Accountability Meetings to enhance accountability and project information sharing with civil society. The PMM will provide guidelines on disclosure of information related to the project. MPW official website will display critical information on WINRIP to enhance both internal and external monitoring of the project

6.4.2 Community Representative Observers CRO

The activities of the Community Development Officer during April 2013 still in preparation of selection of the Community Representative Observers CROs mainly for 2 two Packages of Annual Works Program AWP-1 WINRIP in National Roads Implementation Agency Balai Besar Pelaksanaan Jalan Nasional or the Balai III Palembang, that are Package: 01. Krui – Biha in Lampung Province and Package: 04. Ipuh – Bantal in Bengkulu Province, and 2 two Packages under Balai II Padang, they are Package: 02. Padang Sawah – Simpang Empat, and Package: 03. Manggopoh - Padang Sawah in West Sumatra Province. Activities during April, 2013 were socialization on preparation of CROs selection has been conducted by the Community Development Team of CTC WINRIP, accompanied by PMU WINRIP. The purpose of socialization is to help the National Road Implementation Agency Balai in understanding about the Anti-Corruption Action Plan ACAP and to facilitate the selection of the Community Representative Observers CROs on the project WINRIP .
